Amend Taft-Hartley Labor Law

Early In 1947, in reaction to
a series of nation-wide strikes
in major Industries, a Con
gressional investigation of la
bor and labor practices and
general public opinion, Con
gress and President Truman
were engaged in hammering
out a new labor law. Finally,
several bills were submitted
to Congress, varying in sever
ity in dealing with the labor
situation, but all designed to
amend the Wagner Act of
1935, which had been the pre
vailing labor law of the land.
By June of 1947, Congress
had narrowed its sights to
one bill submitted to their re
pective houses by Sen. Rob
ert A. Taft and Rep. Fred A.
Hartley. With the attention of
the country focused on its ac
tion, Congress, after lengthy
debate, passed the bill.
The nation then eyed Pres
ident Truman, who was
known to be violently oppos
ed to the Taft-Hartley meas
ure. In his veto message, read
to the House on June 20, the
President declared that Taft
Hartley "would be a danger
ous stride in the direction of
a totally managed economy.
It contains seeds of discord
which would plague this na
tion for years to come."
Despite this prediction, Con
gress passed the law over the
President s veto.
What of the Taft-Hartley
Act today? Its provisions cer
tainly have not had the dire
results expected by President
Truman or by labor and its
supporters. As a result, much
of the orginal bitterness over
the law has worn away. How
ever, in time of labor-manage
ment crisis, such as in the
steel strike of 1959, the Taft
Hartley Act is prominently
back in the news once more.
And then talk of amendment
is heard.
As a result of these occa
sional nationwide strikes,
probably the best known pro
vision of Taft-Hartley is the
national emergency clause
which includes the 80-day in
junction as part of lis six
step procedure.
The powers granted to the
President under this emer
gency clause have been used
17 times since 1947, 14 of
which included the injunc
tion provision. Nine of the
strikes requiring the injunc
tion were settled during the
80-day injunction period. Five
strikes were settled after the
whole set of emergency pro
visions had been exhausted
and the injunction had ex
pired. The debate over changing
the law has Included vehe
ment demands for repeal, and
almost every section, at one
time or another, has been
considered for a compltte
overhaul by the amending
process. Most of these efforts,
though, have failed.
Amendments Introduced
The most recent attempt to
amend Taft-Hartley came late
in 195B. Three proposed
amendments were introduced
into Congress at this time. Of
the three, the Landrum-Grif-fin
bill was passed. The por
tions of this bill affecting
Taft-Hartley tightened the re
strictions against secondary
boycotts, clarified the govern
ment's role and jurisdiction
over labor disputes and made
a few changes in union elec
tions during strikes. Landrum
Griffin also repealed a non
communist affidavit clause,
in which Ian-Hartley
quired union officials to sign
an oath stating they had never
been Communists. This oath
had proved totally Ineffective
Although Landrum-Grlffin
helped tighten and clarify
certain loopholes in Taft-
Hartley, it still ignored many
important areas, including the
national emergency provi
sions. But any future amending is
likely to create as great a
storm of protest and contro
versy as surrounded the pas
sage of Taft-Hartley itself.
Congress appears to be di
vided over the direction any
additional legislation should
take.
There are three alternatives
open. One would be to leave
Taft-Hartley as it Is. Few
are agreed that this is the
right step. However, as in the
past, no one side may be able
to gather enough support to
push its measures through
Congress.
Another alternative would
be to strengthen Taft-Hartley
by broadening and deepening
the right of the government
to intervene in labor-management
affairs. Several noted
economists feci that this may
take the form of a compul
sory arbitration law. This is
an extreme of government in
tervention and is often found
in socialized and collcctivised
economics.
A third alternative would
be to weaken Taft-Hartley,
allowing labor and manage
ment more freedom In the
conduct of their affairs. Thus,
the two groups would be
forced to accept the respon
sibility of maintaining good
labor relations and of proving
to the legislators as well as
the rest nf the country that
they d-rve tills responsibil
ity.
Committee Appointed
In November, 1959, Con
gress appointed a committee.
headed by Prof. Archibald
Cox of the Harvard Univer
sity law school, to look Into
the problem of labor legisla
tion and the direction It
should take. Until this inves
tigation is completed, little
action In this area will be
taken.
However, when the findings
of the committee are made
known, we can expect Taft-
Hartley to be in the news and
in the center of controversy
again. At this time the public
should again be watchful of
the action of Congress. Its de
cisions will profoundly affect
us all.

The Slug was Shorted

Nature short-changed the
garden slug. She left them
soft-bodied, boneless and de
fenseless. Nearly all the other
members of the family known
as the molltisks have a shell
into which they can crawl for
protection, but not the slug.
To escape their enemies,
they must hide beneath
boards, dead leaves or crawl
underground during the day
light hours, and only bestir
themselves at night.
Chances are you have sev
eral in your own garden.
Though you seldom see them,
you may have seen the dam
age they do on their niglit-for-aging,
for they arc always
hungry, feeding on the tender
leaves, or even on decaying
vegetable matter.
There are several varieties,
some of which are so particu
lar they will eat only special
food. There is one kind that
skeletonizes the leaves of rose !
bushes, disdaining all other
plants. The giant garden snail
or slug, however, will cal a
wide variety of plant ma
terial, and can become a prob
lem.
The slug's nearest relative
is the garden snail. He's the
one that carries his shell on
his back, and looks exactly
like the slug except for the
shell. They, too, are land
dwelling mollusks and usual
ly are common in gardens and
yards. At certain times each
summer they lay large round
eggs, each of which is sur
rounded with a jelly-like sub
stance. This protects the baby
snail until it can grow a pro
tecting shell. The snails have
two sets of little horns on the
head, each horn ending in a
round knob.
The slug is the guy without
the shell, but he did come
close to having one. On the
middle of the back is always
a small shield or pad which
is a vestige of n shell, but it
never develops. This is one of
Hie features that classifies the
slug as a degenerate snail.
The slug can stretch itself
out until it is only the size
ot a piece of macaroni. Or It
can contract its muscles and
become almost ball-like. The
giant garden slug often ex
tends Itself into a four-or five-

ingetiier, and becomes a
shapeless blob.
The slug, as well as the oth
er day land snails, has devel
oped a peculiar way of trav
eling; he slides along on his
"foot." Like a caterpillar
tractor he lays his own track,
but unlike the machine I he
slug has to leave the track af
ter it moves over it. No mat
ter how far It wants to no it
must lay a trail on which to
slide.
Without this slime-trail the
poor sap cannot move. After
a slug has passed, a careful
scrutiny will reveal the track.
As the viscid mucus dries it
becomes shiny and is visible
tor several hours.
The slime-trail the slug al
ways leaves often proves its
undoing, for one of its most
active enemies Is the little
garter snake who merely fol
lows the well - marked trail
until he finds his slug. One
slug is a complete meal for
the snake and It must be a
choice tidbit.
For In this little blob of
living flesh there is only
digestible material, since
tiie slug is as boneless as It Is
stupid.
