Mr. Henry Viscardi Jr.,
President of Abilities, Inc., of
Albert son, N.Y. is one of
America's most useful citizens.
He just wrote me that, around
1951, he started a manufac
turing plant with four work
ers to help him - all of them
crippled. His idea was: what
difference does it make if a
man has paralyzed legs and
only one arm and hand, if
with his remaining arm and
hand he can work each day
at a bench assembling hun
dreds of pieces of needed ap
paratus. By the end of 1953, Viscardi
had 57 crippled or handicap
ped workers, some of them
blind and deaf and epileptic;
some of them with a nign
blood pressure and a bad
heart, many of them in a
wheel chair, and many on
crutches. By the end of 1959,
he had 348 workers who were
putting out manufactured
products worth $2,170,000.
They were competing on equal
terms with other ordinary
shops.
In these last eight years.
Mr. Viscardi figures that his
people have contributed to
their community and the na
tion nearly 18 million dollars'
worth of services and money.
In addition, just think what
those jobs and pay -checks
have meant to these people
and their families, in dignity
and self-respect and happi
ness. Often we In America
will give a disabled man a
pension, but that isn't what he
wants. He wants work, and
often he could do a good job.
What if he does have to do
his work sitting in a wheel
chair? What of It If he had a
high blood pressure, or a bad
heart, or only one eye, or no
hearing?
Today, many able men in
Washington keep telling us
that If we are to hold our
own in the production race
with Russia, we must use to
good advantage all of our
manpower. But we are wast
ing more and more of this
national wealth. We are say
ing to millions of men and
women over 65: "You are too
old: go on home." Or, our
employment managers by the
hundreds are saying to men of
50, "You are too old; or they
are saying to thousands of epl
leptics, "Because a few times
a year you fall down, you
can't have a job." At Abili
ties, Inc., if an epileptic falls
down, no one thinks anything
of it, and no one thinks of
firing him. As a result of the
feeling of security that comes
to the man, he tends, with
time, to lose his fits.
I keep reading the strict
regulations that company phy
sicians have set up for the
guidance of their employment
managers. If an applicant con-

He might some day drop
dead at his desk. What of it,
if for five or ten years he
does a magnificent job? Mr.
Viscardi employs such men
just so long as they can do
a good day's work. I have
many friends-physicians with
a large practice - who have
been hard at work for years,
in spite of the fact that they
once had one or two bad
heart attacks.
One big objection against
putting disabled men to work
is that if the man should drop
dead while on the job, his
widow might sue for some
huge sum, and get it from a
jury made up of the sort of
kindly people who assume
that the thing to do in these
cases is to see to it that the
widow gets her money.
As I wrote in this column
a while ago, once when an
employer was kind enough to
give a job to an epileptic, and
later, when at work, the man
fell in a fit and was badly
hurt, his wife sued and was
awarded heavy damages. I
was much distressed over this
court decision and still am.
Why? Because if our millions
of people with physical handi
caps are ever to be employed,
our courts will have to do
something to protect from un
fair damage suits those em
ployers who are kind enough
and public-spirited enough to
employ the people who are not
whole, and not in perfect
health.
Nowadays, I keep getting
letters from widows who say,
My husband who had a big
high blood pressure, dropped
dead at work. Now, my
friends are urging me to sue.
They think maybe I can claim
that the death was due to hard
work, or worry over the
work, or fumes from some
chemical used in the plant.
Do you think I should bring
suit?" Although I have the
deepest sympathy for the un
happy woman, I have deep
sympathy, also, for the em
ployer. I am sure he should
not be sued.
What I would like to see set
up in every state would be a
commission of a few able phy
siclans, health officers, ex
perts on industrial health, and
some fine public-spirited law
yers or retired judges of great
good sense and probity who
would meet with all widows
and others who are thinking
of suing; they would quickly
examine their claims, and of
ten decide in a few minutes
which ones should be taken to
court, and which shouldn't.
Then, I would like to see some
mechanism set up, perhaps
for a brief review, when
necessary, of these decisions,
by a bank of fine judges sit
ting with few wise old phy
