Methods Studied To
Speed Up Counting

Salem - (UPD - Secretary of
State Howell Appling Jr. says
that Oregon's voting methods,
particularly in counting of
votes, is "archaic and must be
changed."
He revealed that for the
past year, studies have been
made on possible methods of
tallying votes in Oregon elec
tronically. At present the
counting is done manually by
the counties.
He said this does not mean

Service) - Transplanting a pa
tient's toe joints and ampu
tate fingers to his hand can
restore the hand's vital grasp
ing function.
Dr. Martin A. Entin of the
Royal Victoria hospital in
Montreal, Canada, told the
American Association of Plas
tic Surgeons here today that
three years after these opera
tions, the joints are function
ing. Describing the transplants
in six patients ranging in age
from eight to 68, Dr. Entin
said the joints were taken
from the patient's little toe
in some cases. In others the
joints were salvaged from fin
g e r s previously amputated
from the patient.
No Pain Noted
There was no pain or dis
comfort during observation
periods varying from six to
36 months, during which the
joints were seen to be func
tioning satisfactorily.
X-ray showed some loss of
normal shape but all the bones
healed well. The reconstruct
ed joints had a useful range
of motion, between ten and
30 degrees.
Dr. Entin said that although
permanent "survival of the
bone and joint component as
an entity does not always take
place," this is a practical pro
cedure because of the painless
aspects and the fact that some
motion remains.

Appling said if it were not
for various news media mak
ing spot counting, although
unofficial, the outcome of
voting would take "much
longer" to be revealed.
Two systems that Oregon
is taking a look at are being
tested in Los Angeles county
and in Ohio.
The Los Angeles method in
volves marking ballots with !
graphite pencils. The ballots
are fed through a machine
and electronically computed.
The system in Ohio is more
radical.
It involves "shrinking" the
ballot to the size of a card.
When the voter goes to the '
polls, he looks through a mag
nifying glass which brings the
print to readable size and he
then votes by punching holes
in the card. The cards are run
through an electronic device
and compilation of votes is
"almost immediate."

Appling said both systems
are expensive but that pos
sibly one could be leased for
just the period of an election.
He emphasized that these two !
systems are not the only pos
sibilities. All avenues of improve
ment must be aggressively in
vestigated," Appling said.
"We have tolerated the status
quo in voting procedure too ,
long."

Searchers went after her the
same day and hunted in vain
until midnight.
The next morning they
went out again and found
Mrs. Black asleep with her
four pet puppies cuddled
against her. Doctors said the
warmth of the dogs bodies
probably save Mrs. Black in
the near freezing temperature.

er age groups have a steadier
production rate - with con
siderably less variation from
week-to-week - than younger
workers. The study showed
that some 45 per cent of office
workers aged 45 or over pro
duce at a higher rate than the
average of workers in the 35
44 age group. Workers 65 or
over generally average as
high as any other group.
