Governors Split
Along Party Lines
On Medical Care

ernor! split along party lines
Wednesday in sharp debate
over medical aid for the aged.
The 12 governors seven
Democrat and live Republic
ans spent more than an hour
debating a medical aid resolu
tion offered by Gov. Mark
Hatfield of Oregon, one of
the GOP executives.
Hatfield's resolution called
for states to carry a full load
of responsibility along with
the federal government In es
tablishing medical aid Iruur
ance for persons 65 and over.
Objectionable Provision
What Democratic governors
objected to most was a pro
vision that each state and In
dividuals within the state
have the privilege of deciding
separately whether to partici
pate In the program.
As offered, the resolution
would have financially re
sponsible senior citizens con
tribute to the cost of their
medical care insurance.
California Gov. Edmund G.
Brown termed the resolution
"a fake and a fraud," and
Republicans Hatifeld and Wil
liam F. Quinn of Hawaii
countered by charging the
Democratic governors with
ducking their state responsi
bilities. 'Heart' Removed
The resolution finally was
adopted, but only after Demo
cratic Gov. Stephen L. R. Mc
Nichols amendment taking the
heart out of Hatifeld's pro
posal was adopted. Hatfield
said the resolution as adopt
ed was "like being against
lin and for motherhood." The
mended resolution called on
Congress to enact legislation
making a federal-state med
ical Insurance program pos
sible. Utah Gov. George A. Clyde,
Republican, was elected chair
man for the 1961 conference
which will be held at Salt
Lake City. Alaska Gov. Wil
liam A. Egan was named vice
chairman, meaning the 1962
meeting likely will be in Juneau.

move In the prisoner's sleeve.
McCormlck reached in fur
ther and came up with a
quirmlng squirrel. The pris
oner, who was in no shape for
explanations, remained in jail
The squirrel received a police
escort to a veterinary.
