Eye Early Action
On School Bill

Democratic leaders paved the i
way today for early action on
the stalled $975 million school
construction bill.
Speaker Sam Rayburn (D- j
Tex.) got a commitment from
chairman Howard W. Smith
(D-Va.) of the House rules
committee to hold hearings on
the measure next week.
The bill was approved by i
the House education commit- j
tee in March, but has been
delayed by the conservative-'
dominated rules committee
for six weeks.
The House bill would pro
vide for federal grants of :
?325 million annually to
states to help construct need
ed classrooms.
The Senate passed a two
year, Sl,800,000,000 educa
tion measure in February
which would cover construc
tion and also for teachers'
salaries.

aged to prevent hasty passage
of a "costly and grossly in
efficient" bill. The group rep
resenting health insurance
companies told the House
ways and means and Senate
finance committees that it
thought "there is no need for
new federal program, other
than possible increase in exist
ing" state and federal benefits.

Nomination Told

Maurine Neuberger has quot
ed Adlai Stevenson as saying
that if Sen. John Kennedy
fD-Mass.) won the Oregon pri
mary he had a right to the
Democratic presidential nom
ination. Mrs. Neuberger arrived
here Wednesday by train from
Washington, D. C., to cam
paign for the Democratic
nomination for U. S. Senator
from Oregon, a vacancy creat
ed by the death of her late
husband, Sen. Richard L. Neu
bereer. She said she would slick to
her own campaign and would
not take part in the battle
between Kennedy and Sen.
Wayne Morse (D-Ore.) for
votes in the state's May 20
Democratic presidential pri
mary. Mrs. Neuberger said among
reasons for this is that Ste
venson, her favorite for the
presidency, is not on the bal
lot. She quoted Stevenson as
saying "if Kennedy wins in
Oregon he has a right to the
nomination." i
Also on the Oregon ballot
will be Sens. Hubert Hum
phrey (Minn.), Lyndon John
son (Tex.) and Stuart Syming
ton (Mo.). Humphrey, after
his West Virginia defeat by
Kennedy, has bowed out as a
presidential candidate.
