tion, the U.S. has made more
than three times as many suc
cessful launchings. Who is
ahead?
The U.S. satellites have
stayed up longer than the
USSR's. More U.S. moons
now circle the earth.
The American satellites
have discovered that the earth
has belts of radiation about
it and that the earth has a
pear shape. They have made
the first determination for
the denstiy of micrometeors
in interplanetary space and
the first measurements of in
terplanetary magnetic fields.
An American satellite first
beamed the recorded human
voice from space.
Record Established
And Pioneer V has estab
lished a space communications
record. Tiros I is sending to
earth excellent photographs
of the earth's cloud cover.
The USSR has not publish
ed scientific findings to match
those of the U.S.
But Russia has accomplish
ed these feats:
Sputnik I, weighing four
tons, on Oct. 4, 1B57, became
the world s first satellite.
Sputnik II, weighing about
the same, carried the dog
"Laika" and led to the dis
covery that the sun signific
antly influences upper atmos
phere densities.
First Sun Satellite
Sputnik III carried 7,000
pounds aloft, 2,925 pounds of
which formed the instrument
ed payload. On Jan. 2, 1059,
Lunik I became the first, arti
ficial satellite of the sun.
The USSR's Lunik II, bear
ing the Soviet coat of arms,
hit the moon on Sept. 13,
1959. Less than a month
later Lunik III produced
photographs showing 70 per
cent of the far side of the
moon.
The payloads of thess six
shots weighed half aain as
much as the weight of all the
U.S. payloads put together.
Still, some Americans feel
that the USSR's greater rock
et thrust does not matter. One
Congressman argued in a rec
ent hearing that America's
better miniaturization of in
sturments puts the U.S. on
par with Russia, that Rus
sia s might is only needed to
orbit bulkier insturments.
"But sir," replied a testi
fying scientist, "you can not
miniaturize people."
12-Mile Limit
Could Bottle

ice) A 12-mlle sea limit, auch
as proposed unsuccessfully by
the Soviet bloc at the United
Nations Conference on the
Law of the Sea at Geneva,
could bottle up the English
Channel.
An atlas will show the po
litical implications of six-and
12-mile limits around the
world.
Could Seal Channel
The English Channel Is. at
its narrowest point, 21 miles
wide. Adoption of the Russian-favored
12-mlle limit
would, therefore, enable Eng
land and France, acting to
gether, to seal off the Ens
lish Channel. Shipping from
Russian Baltic ports, Poland,
Germany, Belgium, Holland
and Scandinavia would -thus
be forced to go around the
north of Scotland, a long and
often hard route in winter,
in order to reach the rest of
the world. Other possibilities
are the legal sealing up of
the Baltic and Mediterranean
Seas by the mutual agreement
of only two nations in each
case.
The United States-Canada
compromise for six mile
territorial sea, and a further
six-mile fishing zone received
approval, and the delegates
rejected the Afro-Asian-Latin
American plan for self-determined
territorial limit of
up to 12 miles. This latter
proposal was supported by the
Soviet bloc.
Proposal Approved
The Conference also ap
proved for further consider
ation the Icelandic proposal
that states whose economics
depend largely upon their
fishing Industries should nave
preferential fishing rights In
their coastal waters.
Although the main purpose
of the U. N. Conference is to
provide a basis for the settle
ment of fishing acspuies, wun
especial reference to the long
standing feud between the
Icelandic and the British fish
ing fleets, certain political
aspects came to light, and
were debated with some vlg-
