collisions.
The Navy, Jubilant over the
successful launching, said all
its ships would be-equipped to
receive signals from the satel
lite if the system lived up to
expectations. The signals
would enable skippers to plot
their position within one-
quarter of a mile in any kind
of weather.
When missile - launching
ships and submarines go Into
full operation In 1962, they
could use the satellite to de
termine their exact position
at sea. This pin-point location
Is impossible now but is need
ed to zero in on a target.

latest FBI reports crime is in
creasing in the nation five
times faster than the popula
tion. The statistics show that
Oregon has the fifth highest
burglary rate in the country
per 100,000 population. Ore
gon was sixth in larcenies,
eighth in auto theft and 12th
in robbery.
Senator Says U.S. Has

Scientists believe the earth

ern man's power plants, auto
matic factories, electronic
gadgets, and space vehicles
took shape only today. ,
Dr. Kenneth Oakley of the
British Museum believes that
the first tools were flaked
pebbles made by "near men"
who lived in Tanganyika
some 500,000 years ago.
This period of 500,000 years
amounts to only one ten
thousandths the age of the
earth. Civilization by com
parison began only about one
tick of the clock ago.
In a report published by the
Smithsonian Institution, Oak
ley says the oldest tools were
the product of the so-called
Oldowan culture dating from
the early Pleistocene or Ice
Age period of half a million
years ago.
These flaked pebbles have
been found In a lake-shore
deposit in Tanganyika and in
deposits of the same antiquity
elsewhere in Africa.
This indicates, the Smith
sonian s&.d, "that the first
tool-makers spread widely
over the whole continent."
At the time these pebbles
were fashioned, however
crudely, into tools, Africa
was inhabitd by the Australo-
pithecines. What were they?
Approached Human Form
"They have been called
Near Men' but not generally
accepted as 'men,' ' the
Smithsonian said. "In physic
al structure they approached
the human form more closely
than any of the great apes,
for they could walk upright
and lived in open country
away from forests.
"But they lacked what is
generally regarded as man's
distinguishing f e ature: A
large brain. ' Their brains
were in fact no larger than
those of the present higher
apes.
Could such creatures, be
fore the rise of Homo Sapiens,
have been the first tool
makers? Oakley believes they
were. Pebble tools were found
with remains of Australopi
thecus at Sterkfonteln In
1957.
