day conference of common
wealth prime ministers open

Aparthtid Major Issue
Although the conference
was called long before the
present South African racial
crisis and the attempted assas
sination of Prime Minister
Hendrik F. Verwoerd, offici
als here agreed that South
Africa's controversial apar
theid policies of racial segre
gation will be the major issue.
Apartheid has been de
nounced in violent terms by
many of the Asian and Afri
can commonwealth leaders
particularly Ghana's Prime
Minister Kwame Nkrumah.
Their anger Is so bitter that
British officials believe they
may demand South Africa's
expulsion from the common
weath if she goes ahead with
a reported plan to ask for re
public status inside the associ
ation. Three commonwealth na
tions I n d i a. Pakistan and
Ceylon already have taken
this step. Now Ghana and
South Africa are reported
ready to make the move.
Regiittr Disapproval
Under the unwritten "club
rules," it has become accept
ed that approval of all other
member nations is necessary.
Britain and most of the oth
er "white" commonwealth
countries have registered dis
approval of the apartheid
policies, but usually not in
such strong terms as the Afro
Asian members.
In fact, South Africa got
its only support from the
neighboring Federation of
Rhodesia and Nyasaland
which is not yet a fully self
governing common wealth
member.
