Largest Increase in School

the district. Today's article
concerns the budget for in
struction, including a re
view of the new salary scale
for teachers of the district)
The largest expenditure
listed in the Medford school
disrict's proposed budget for
1960-61 is for instruction.
Of the estimated $3,914,
846.99 expenditures next
school year, $2,628,476 will
go for instructional purposes,
an increase of $298,133.18
over the present year's costs.
The largest increase in the
proposed budget is for teach
ers $191,890, which also in
cludes $72,800 for 14 addi
tional classroom teachers in
the system.
Of the $191,890 increase for
teachers, $136,890 of that is
for classroom teachers, with
the remainder going to teach
ers who are assigned addi
tional repsonsibilities other
than teaching such as coaches,
supervisors and special educa
tion instructors.
From New Schedule
The classroom teachers sal
ary increase resulted from a
new schedule adopted by the
budget committee and ap
proved by the teachers. The
schedule is one which was re
vised from one submitted by
the teachers.
The new salary schedule in
cludes a ratio formula, based
on an increase of 5 per cent
of the base figure. The base
figure is $4,200, the beginning
salary for a teacher with a
bachelor's degree. That is $200
more than the present starting
salary for a teacher with a
bachelor's.
The ratio formula increases
5 per cent for five-year teach
er's starting salary, or $4,410,
and the teacher with a mas
ter's degree receives $4,620,
or 5 per cent of the five-year
teacher's starting pay.
The formula provides for
5 per cent increases annually
to a maximum of $6,300 for
a teacher with a bachelor's
degree after 10 years teach
ing. The maximum a five-year
teacher can receive is $6,720
in 11 years of teaching, and
the maximum for a teacher
with a master's degree is $7,
140 in 12 years.
Increase in Salaries
The new schedule provides
for increases in starting sal
aries for five-year and mas
ter's degree teachers as well
as for bachelor's. The increase

for a five-year teacher is $190
more than the previous begin
ning salary, and for the. teach
er with a master's, the begin
ning salary was increased
$290 from $4,330 to $4,620.
The new teachers' salary
schedule provides for the
three-year teacher, although
the three-year teacher's sched
ule is not included in the
ratio formula. The beginning
salary for the three-year
teacher remains at $3,630, but
provision is made for $200
increases over a 10-year per
iod to a maximum salary of
$5,630.
The three-year teacher is
one who has three or more
years of college work in prep
aration for teaching, but who
does not have a bachelor's
degree. The new salary sched
ule gives the three-year teach
er greater financial recogni
tion, which the school admin
istration and budget commit
tee believes equitable in the
Medford system.
The five-year teacher is one
who has at least 45 hours of
graduate work in addition to
a bachelor's degree.
Considers Increased Costs
The new schedule was
adopted after consideration
by the budget committee of
a schedule submitted by the
teachers. The one adopted
considers increased cost of liv
ing and includes an improve
ment toward a desirable pro
fessional salary, according to
Dr. Leonard B. Mayfield, su
perintendent. The adopted schedule pro
vides for a greater maximum
salary over a longer period
of time than the schedule pro
posed by the teachers, al
though the beginning salaries
in most cases are less than
the teachers proposal. The
teachers suggested a ratio for
mula based on 6 per cent of
a base of $4,200 for a teacher
with a bachelor's degree.
Adoption of the new salary
schedule will bring the Med
ford district to a more com
parable position with the 18
largest districts in the state.
The total teachers' salaries
next school year will be $2,
085,553, including the amount
above the salary schedule for
extra duties and responsibili
ties performed by teachers.
Increases also are shown
for principals; supervisors,
consultants, and directors; and
other instructional staff. But
the total budgeted for each is
difficult to compare to this
year's budget because some of
the salary was previously car
ried in other places in the
budget.
Principals' Budgets
A total of $150,229 is bud
geted for the district's 17
principals, compared to $133,
947 in this year's budget. Su
pervisors, consultants and di
rectors have been budgeted
$70,919, an increase of about
$26,783 over the $44,136 list
ing for this group this year.
The supervisors, consultants
and directors budget also in
cludes a prorated portion of
salaries for Dr. Mayfield and
Elliott Becken, " assistant su
perintendent. Some $73,286 is allocated
for other instructional staff.
It includes textbook library
staff and extra summer help,
library salaries, half the sal
ary for elementary secretar
ies, counselor salaries, offici
als for elementary athletic
games, the Saturday's recrea
tion program and the Jackson
ville summer baseball pro
gram. The budget shows $51,
420 allocated for these serv
ices during the present fiscal
year.
Budgeted for secretarial and
clerical assistants is $43,393,
which includes half the salary
for elementary secretaries,
high school and junior high
school secretaries and other
clerical work. Some $31,590
is listed in this category this
year.
Teaching supplies are esti
mated to cost $98,960, com
pared to $90,177.82 this year,
This includes expenditures for
all supplies which are actual
ly consumed in the teaching
process, including freight and
cartage on them, Dr. Mayfield
noted.
Supplies Noted
Among the supplies are
workbooks, art supplies, bi
ology specimens, chemical
supplies, typewriter ribbons,
flannel boards, psychological
and educational testing ma
terials, charts, duplicating
supplies for use in the system,
and paper, and supplementary
teaching aids.
Textbooks furnished free
or furnished free to certain
grades or special classes in
the system are estimated to
cost $57,866, an increase on
the budget of about $10,809.
This includes textbook repairs
and freight and cartage on
the books.
Some $30,125 is budgeted
for library books, periodicals
and audiovisual aids, com
pared to $23,957 in the pres
ent year. This includes expen
ditures for regular or inci
dental purchases of school li
brary books available for
general use by students, in
cluding reference books. Au
diovisual aids funds do not
include equipment, but do in
clude rental charges on films
and such materials.
Diplomas, courses of study,
postage, workshop and in
service training, laundry, rent
al of test scoring machine, car
allowances, and prorated ex
pense allowances for admin
istrators is expected to cost
an estimated $18,025. Some
$14,395 Is listed for some of
these expenses during the cur
rent year.
All of the mentioned items
show increases on the new
budget form, but some of the
funds were listed in various
places throughout the budget
arrangements used this year
and an equitable comparison
is difficult to determine, bud
get members noted.

man. Christianity calls hiih
what he is, a sinner.
There is no easy way to the
mastry of one's self. Every
man knows the struggle be
tween what he is and what he
hopes to be. St Paul states,
"I see another law in my
members, fighting against the
law of my mind and captivat
ing me in the law of sin that
is in my members" (Romans
7:23).
