people of Medford: How
much longer are you going to
be hoodwinkedyby officials of
this city?
Please read the "City Man
ager returns from Regional
Conference," on Page 6 of the
Mail Tribune on Wednesday,
March 2.
- Having served you the pub
lic on the fire department for
22 years, and having resigned
as Fire Chief in 1951, I wish
to call to your attention, quo
tations from the City man
agers report on fire insurance
ratings and the Medford rate.
He stated, "Medford now
ranks 5 on this scale." That is
the same rating Medford had
when I went to work for the
fire department on July 1,
1929. Let him tell us how
Astoria, Oregon can rate 2.
Ask him why he was not
interested in 1951, when I re
signed, with fire insurance
ratings? I worked with the
consultant the city hired from
the Portland fire department,
drawing up fire prevention
rules, and regulations and
they laid on the top of one of
the filinff cabinets in Citv
. Hall, gathering dust, and that
is as far as they got.
1 also worked with an en
gineer from the Gamewell
Fire Alarm system, and what
did we get? Mr. Duff, in the
Tribune at another time,
bragged how much money he
had saved on fire alarm
boxes. What did we get?
Camp White's discarded
guard telephones, that can
easily be sabotaged and they
do not meet with the National
Board of Fire Underwriters;

less than 100,000 population.
We come under the Oregon
Insurance Rating Bureau.

Underwriters do put out good
fire prevention plans, movies,
radio, and T.V. programs, but
I never could get it to you the
people on account of the cen
sorship of the iron curtain at
5th and Central and I have
not seen any of it brought to
you yet.
The $125,000 Bond issue
and the 4 mill continuing levy
(which has cost you hundreds
of thousands of tax dollars)
nas not neipea your rating in
the past nine years.
Why shouldn't we be re
gressing? Taking in all these
districts. One thing sure, for
all they take in, they get the
4 mill levy. In 1950 that
amounted to $60,000. In
another year or two, they will
be wanting us to vote another
bond issue for the fire depart
ment nd tell von it will heln
the rating and cut your, fire
insurance.

On Being Merry '
To the Editor: In the Trib
une of Feb. 7 I read an article
addressed to retired people.
It started "Help us to help
you."
It means "us." God put "us"
on earth to help each other.
And, too, it reminds me to
tell all oldsters to keep men
tally alert by getting together
with others who have hobbies,
and the same interests at
heart, mainly what to do with
ones self at this stage of the
game. It helps to meet and ex
change ideas. To . eat, sing,
visit and play together.
Too old to play? Not so. I
am old and I love to play. I
could no longer make "first"
base on a ball game, but I
think I still could pitch and
catch, but parlor games, de
bates, discussions, programs
all things to keep us from
thinking and worrying.
We have to think about
taxes, but "death" fooey!
When we were working hard
we enjoyed a rest.
That's all death is a nice
rest from all this hustle and
bustle. "
We may miss being busy at
work but we can learn to en
joy life as is. Don't mope and
relive the past, or cross fu
ture bridges. Let's live for to
day and others.
Meet with us at you-know-
what club. It s strictly for old
er people. Give its cheery
members a chance to know
often some parents objecting
to marriage between couples
of different faiths.- ; ,

Perhaps you could intro
duce legislation, to erect an
other Auschwitz or Dachau
right here in our "green Ore
gon" to get rid of all the "un

spring and sub-normal wom
en. Then there would be room
for more children of "parents
of responsibility, both moral
and financial."
My definition of "moral re
sponsibility" obviously isn't
the same as yours.

Control of Pelt
To the Editor: Everything
said in Communication of
March 2 regarding control of
dogs, and especially the nui
sance and ruin caused by lack
of proper regulation, must.be
approved by every dog enthu
siast, everyone who considers
the other fellow's property
and rights deserving of the
same protection as his own.
First, let's consider the dog
and his owner. Ask any au
thority on the subject, your
vet, dog trainer and kennel
club officials. .
I am sure any and all of
these will agree that pets al
lowed to run loose become
unmanageable. They revert to
the wild state more or less,
and adopt habits that are un
natural even to a wild animal.
They gang up, kill sheep,
chickens, etc., and in pairs go
on foraging trips, turning
over garbage cans, tearing
clothes off lines, chasing cars
and bikes, the neighbors cats,
in short, becoming dangerous
nuisances.
All of this is said through
no lack of admiration for dogs
or other pets, but rather a dis
like for uninformed and sel
fish owners.
When cattle become a haz
ard, grazing along a highway,
we soon adopt a herd law.
When personal privileges
lap over onto public rights we
have continually tried to
adoDt regulations, limiting
such privileges.
These controls should not
be limited to two or three
months.
Our flower beds and gar
bage cans :are with us the
year around.
If one wanted a few banty
chickens for pets and to con
tral earwigs and other pests,
