House declined comment to
day on criticism of President
Eisenhower's defense program
by a former Truman adminis
tration official who quit as a
$50,000 a year missile plant
executive- to crusade for a
speed-up in U.S. defenses.
Mrs. Anne Wheaton, asso
ciate press secretary, said the
White House would have
nothing to say about the state
ments by Thomas G. Lanphier
Jr., who stepped down Tues
day night as vice president of
the Convair Division of Gen
eral Dynamics Corp,
Lanphier, 44, a World War
II pilot, formerly was a spe
cial assistant to Sen. Stuart
Symington (D-Mo.), when
Symington was air secretary.
Symington, a n unavowed
Democratic presidential con
tender, is a leading critic of
the administration's defense
program.
Symington also declined
comment about Lanphier's
resignation from Convair,
which manufactures Atlas
ballistic missiles. Lanphier,
who said three weeks ago that
Eisenhower was "taking a
dangerous, dangerous gamble
with national security," reit
erated this belief today.
He said his resignation was
motivated by his concern for
the nation's security and his
desire to take his warnings to
the American people as a pri
vate individual.
"I cannot comfortably re
main employed in a defense
industry," he said. "This does
not necessarily mean the dis
comfort is engendered by the
organization for which I
work."
J. V. Naish, president , of
Convair, announced in a pre
pared statement that Lan
phier's resignation was for
"personal reasons."

senhower and the nation's po
sition in the missile and space
race was knowrr" to have dis
tressed management of Gen
eral Dynamics Cprp.
Lanphier accused Eisen
hower of underestimating
Russia's strength and overes
timating the strength of the
U. S.
"Eisenhower speaks of Po
laris, the Minuteman and Ti
tan missiles as 'almost in
being.' The enemy knows bet
ter," said Lanphier. . "The
father image is no defense
against Khrushchev.
"The President is wrong
when he says he knows more
about modern weaponry than
anyone else. Since his time
(as an active military com
mander) modern weaponry
has moved beyond his com
prehension. "He doesn't understand it
and he proves it every week
... by his own words."
Lanphier said his attitude
toward Eisenhower was "re
spectful, perhaps even affec
tionate, since my father at
tended West Point with him."
But he said he believed the
President was uninformed or
misinformed about the na
tion's position in missiles and
space.
Lanphier said today he
thought Eisenhower "is tak
ing a chance with the survi
val of my country that I don't
think he has the right to do."

columnist Robert S. Allen
have reported unidentified
sources in the Humphrey and
Morse campaigns to the effect
that a deal was in the making
whereby Morse would stay
out of Wisconsin and Hum
phrey would keep out of the
District of Columbia where
Morse has entered.
Report Called False
Morse called the report
"absolutely false.'.' He said he
"never made any deals in his
political career."
Humphrey's campaign man
ager for the D. C. primary, W.
John Kenney, Tuesday said
Humphrey planned to stay in
the May . 3 District primary
against Morse. He said he and
Humphrey were in California
when reports of the deal
arose, and "no one was auth
orized to make any such pro
posal to the Morse people."

Nixon Answers
Defense Critics

President Richard M. Nixon
said Tuesday night the United
States is so strong it could
crush any Communist attack.
Nixon, answering critics of
the administration's defense
program, said that an enemy
attack on this country would
mean "national suicide" for
the aggressor.
"I admit that Russia has
great military strength," Nix
on said, "and that looking into
the cold, hard faces of our
opponents, we can realize
that they have the will to
win."
But,, he said, the U.S. is
also working hard to keep its
strength up. "Plans we have
in effect" are aimed at assur
ing that the U.S. always main
tains' its retaliatory punch,
Nixon said.
Nixon was here to receive
the annual patriotism award
presented by the senior class
of the University of Notre
Dame. .
SEARCH FOR KIDNAPERS
New York -(UPB- Police to
day hunted three thugs who
Tuesday kidnaped truck driv
er Harvey: Locke, 47, of Ban
gor, Pa., and stole his truck
contining $20,000 worth of
textiles. The thugs released
Locke several miles from the
midtown street where the hi
jacking occurred after driving
him around in a car for more
than three hours.
Kastenmeier (D-Wis.), whose
district includes the Madison
area where Morse spent his
boyhood. Kastenmeier sent
out a questionnaire to 30,000
residents of his district with a
question about their presi
dential choice. He listed five
Democratic conten ders by
name - Humphrey, Kennedy,
Sens. Lyndon B. Johnson and
Stuart Symington and Adlai
Stevenson. He also left a
blank for write-ins.
In 2,582 returns, Stevenson
drew 552 supporters, or 34.2
per cent; Humphrey 459, for
28.6 per cent; Kennedy 422
or 26.2 per cent; Johnson 69
or 4.3 per cent, and Syming
ton 73 or 4.5 per cent.
As a write-in, Morse re
ceived 16 votes. There were
17 other write-in votes for
other figures.
Morse's office said he had
taken no polls, but friends
had made some private sound
ings. Funds Beyond Means
"A survey of the Wisconsin
political scene satisfies me
that the funds needed to or
ganize and conduct a cam
paign there are beyond my
means," Morse said in explain
ing his" decision. "There is no
doubt about the fact that
Kennedy and Humphrey are
spending substantial sums of
money in the Wisconsin pri
mary, in fact far more than I
think should be spent. I can
not compete with them on a
financial basis."
He said because of the
"time, energy and expense
involved," he expected to
limit his primary campaign
ing to Oregon, Maryland and
Washington, D. C. Morse flies
to Oregon Thursday to start
his primary campaign on his
home grounds.

Nevada Executes
Convicted Killer
Carson City, Nev.-(UPD-Earl
Lewis Steward, 42, was ex
ecuted today in the lethal gas
chamber at the Nevada State
Prison.
The deadly cyanide pellets
were released into a container
of hydrochloric acid at ap
proximately 6:05 ajn. He was
pronounced dead by the pris
on physician at 6:10 a.m.
Steward, born in Baltimore,
Md., was convicted in April,
1958, of first degree murder
in the shooting of truck driver
Thomas Jessen, 55, Jamaica,
Iowa.
