'expense-paid trip to Washington, D.C., . in April. Krouse and
Carolyn Tiegs, Talent, were Jackson county's delegates to
the annual "Know Your State Government" conference
Duncan explained the legislative branch of Oregon govern
ment to the 59 4-H delegates. .' -
Dr. Osgood Named To State Office
Portland-Oregon's leading
polio fighter last week was
promoted to one of the top
state public health posts.
Dr. Samuel B. Osgood, who
in the 1954 Salk vaccine field
trials and since has been one
of the prime-movers in the
campaign for universal vac
cination against paralytic po
lio, was named director of the
local health services division
of the state board of health.

been placing FHA loans at
an average rate of $1 million
per month for home buyers
in small communities and for
minority group buyers.
Without charge, VHMCP
attempts to find a private
lender willing to make FHA
loans on reasonable terms to
would-be home buyers who
have been unable to get such
financing from local or rea
sonably accessible lending
sources.
To be eligible for assistance,
applicants must be seeking to
buy or build a home in: a
small community remote from
metropolitan centers or must
be members of a minority
group. There are no area limi
tations for minority applicants.

A number of stories and
surveys in Jackson county
over the past several years
have indicated the 'need" for
a family counseling agency,
according to the association,
and these needs will be ex
plained by the panel, .. . . ,
Assists in Surveys
At the present time no such
agency exists outside Port
land . in Oregon. Dr. Water
man, a member of the Oregon
state board of health, has as
sisted in the various surveys
in this area since 1955, and is
well informed on the estab
lishing of the family counsel
ing service in Portland, and
the results that have been
noted.
Various types of problems
which come up most often at
a Family Counseling Agency
will be described and some of
the far-reaching resulta will
be discussed.
The association noted that
Monday's topic is a timely
one, since the divorce rate
has doubled in the United
States in the last 20 years,
while the number of juvenile
offenders and the number of
children born out of wedlock
has tripled. According to the
state board of health, Oregon's
divorce rate is consistently
one of the two or three high
est in the nation.
