Hatfield Expects To
Cooperate With
Neuberger on Diines

Mark Hatfield expects that he
and Sen. Richard L. Neuber-
ger (D-Ore.)
will be able

area of the
scenic Oregon
coast.
Hatfield has

berger has introduced in the
Senate.
The governor declined to
set forth what points of his
proposed bill he would agree
to modify. Neuberger, on in
troducing the measure, said
there were several points that
concerned him as impractical,
but would leave it up to the
National Park Service to de
termine what changes should
be made in the governor's
bill.
Hatfield said this method
af reaching agreement was
suitable to him. He noted that
he has conferred with Park
Service officials from San
Francisco who assured him
they felt his bill was basically
workable. The governor also
said he had confidence in In
terior Secretary Fred A. Sea
ton's rulings on the details of
the legislation.
Question Discussed
This was a reference to Sea
ton's jurisdiction over the
Park Service. Any suggested
changes in the governor's bill
by the Park Service will have
to be cleared by Seaton. Hat
field said he has discussed the
question with Seaton, but not
during this visit to Washing
ton. Hatfield was here to tes
tify before the Civil Aeronau
tics Board in favor of dual
airline service between Portland-Seattle
and Hawaii.
Hatfield also conferred by
telephone here with Rep.
Charles O. Porter (D-Ore.)
who is sponsoring the Oregon
Dunes proposal in the House.
Porter has not yet introduced
Hatfield's bill, but has sent it
to the Interior department
for comment before taking
further action.
Legislative action on the
seashore question is not ex
pected until Sen.-Neuberger
returns from his current rest
period in Oregon. Just before
going to Oregon for a medical
checkup, Neuberger had
scheduled a legislative strat
egy meeting with other sena
tors sponsoring similar legis
lation for National Seashores
in their, states. Among them
are Sen. Lyndon B. Johnson
(D-Tex.) and Sen. John F.
Kennedy (D-Mass.).
Would Assure Action
Hatfield said Neuberge had
informed him of this. The
governor said it appeared that
Johnson's interest would as
sure Senate action on sea
shore bills.
Governor Hatfield said he
plans to return to Washington
next month for the ani.ual
dinner sponsored by the Grid
iron Club, an organization of
veteran newspapermen which
usually draws all the top po
litical dignitaries in the na
tion's capital, often including
the president. Principal speak
er for the Democrats is to be
Sen. Stuart Symington, and
for the Republicans, Mark
Hatfield.

France Warns on
Test Site Flights
Paris (UPD Aviation com
panies received an official
warning today to restrict
commercial flights over the
French atomic test area in the
western Sahara commencing
Saturday morning.
The warning strengthened
reports that France's first
atomic bomb was ready to go
off at any moment.
Restrictions of flights over
the Sahara test area has been
imposed several times in re
cent weeks but each was a
practice alert.
Premier Michel Debre an
nounced 24 hours ago, in a
talk with newsmen, that
France's plans to set off the
blast actually were "more ad
vanced" than originally ex
pected. A day before Debre's dis
closure well-informed scienti
fic sources said French tech
nicians at Reggane, the secret
Sahara atomic testing site,
were waiting only for favor
able wind currents before set
ting off the blast.
PGE Files Application
For Round Butte Dam

eral Electric Company Thurs
day afternoon filed an appli
cation with the Oregon Hy
droelectric Commission for a
license to build Round Butte
dam on the Deschutes river.
The Commission voted 2-1
several months ago to grant
the company a preliminary
permit.
All 49 of the states grant
some form of property tax
exemption to institutions
classed as educational, re
ligious or charitable.

Big Ben, Parliament's land
mark bell clock, struck only
six times at midnight.
Government officials report
ed dozens of persons tele
phoned to complain they did

EX-COMMISSIONER DIES

Austin Harnett, 75, who quit
his job after 14 years as New
York state's first commission
er of motor vehicles when he
was indicted in 1938 on brib
ery and extortion charges,
died Thursday.
Search Continues For Housewife
Olympia, Wash. (UPD An
all-day search Thursday of
sections of the Centralia hy
droelectric canal near Yelm
failed to turn up a clue of the
fate of a housewife missing
from her farm home since
Monday.
The nine-mile canal was
drained after Sheriff Clarence
Van Allen theorized that the
body of Mrs. Emelie Mercier,
42-year-old mother of six,
may have been hidden in it.
