Appling Urges
Help in Lack of
Teachers of Deaf
Salem - (UPD - Secretary of
State Howell Appling Jr. said
today he has asked for sup
port from the Oregon con
gressional delegation for fed
eral legislation to help over
come what he termed the crit
ical shortage of teachers of
the deaf.
The measure would make
funds available to colleges
and universities to encourage
post graduate work in speech
and hearing fields.
Appling wrote the delega
tion "I am aware that it may
be charged that this is simply
another step toward federal
control of education, but as
one bearing the responsibility
for administration of the Ore
gon State School of the Deaf,
I ca'n testify that the problem
cannot be dismissed that
easily."
Appling said a limited pro
gram of teacher student train
ing for the deaf in cooperation
with Oregon College of Edu
cation is now being establish
ed. He said, however, the loss
of trained personnel to other
states has been "a serious dis
couragement to action at the
state level."
Sfepinac Death
Report Received
Belgrade, Yugoslavia -WPD-The
official Yugoslav news
agency Tanjug said today it
had received report without
confirmation that Cardinal
Aloysius Stepinac was dead.
The report came in a tele
phone call from the agency's
correspondent in Krasic, the
cardinal's home since his re
lease from prison in, 1951.
Krasic is near Zagreb.
Reports Tuesday said the
cardinal had been confined to
his room since Sunday with a
bad cold.
The report said he caught
the cold after staying out too
long in a chilly church while
participating in Sunday mass.
Portland Strike

selves on strike. Members of
other unions have observed
picket lines although many
employees who belong to the
American Newspaper Guild
have returned to work at the
Oregonian plant where publi-'
cation of joint editions con-:
tinues.
