An interesting report has
just come from the Lord
Chancellor, Viscount K i 1-
m u i r, who
said
in the
H o u s
of
Lords that in
the last six
months, in
England and
Wales, 3,630
persons had
been convict
ed for sex of-
dr. alvarez fenses against
boys and girls under 15. Of
these persons only 7 per cent
had previously received
treatment for some mental
condition. Of 964 persons con
victed of indecent assault on
young persons, 5 per cent had
a history of some mental dis
order. The report as abstracted
did not tell how many of the
sex offenders, who had never
been treated by a psychiatrist,
were decidedly odd or queer
or psychotic. There are hun
dreds of thousands of such
people in the world, and even
we physicians have an unfor
tunate tendency to look upon
them as normal until they
have been locked up in a men
tal hospital. Commonly, they
are anything but normal, as
anyone who has to live with
one of them could tell us.
FERTILE PERIOD IN
WOMEN
I was just reading a sum
mary of a careful study of the
fertile period in some 200
women. Dr. E. J. Farris, of
the Wistar Institute, conclud
ed that women can conceive
from the tenth to the twen
tieth day of a menstrual cycle
that may vary from 20 to 43
days. Actually, with artificial
insemination, there were 80
conceptions, and 98 per cent
occurred in the period from
