Hays' Temper Is
Sizzled by State
Department Eagle
Washington - (UPD - Rep.
Wayne L. Hays (D-Ohio) is far
from being a confirmed bird-
eagle can sizzle his temper at
the drop of a feather.
It's the one the State De
partment wants to place on
the roof of the American Em
bassy now under construction
in London. It would cost $54,
000. This bird, iays Hays, has to
go. The sensitive subject came
up for the second straight
year Wednesday during closed
hearings of the House sub
committee on State Depart
ment organization and foreign
operations.
Surprise Committee
Hays said the subcommittee
was surprised to learn that
the department did not heed
its suggestion last year to
drop the proposed roof-top
ornament because of the cost.
"The subcommittee told
them that aside from the ques
tion of taste in having a 34
foot eagle on the roof, there
was the question of wasting
taxpayers' money," Hays said.
' "I further told them what
with all this screaming about
the budget around here, leav
ing out $54,000 would be a
good place to start."
The subcommittee, headed
by Hays, questioned State De
partment officials about a re
quest for a $40 million auth
orization for new buildings
during fiscal 1961 starting
July 1.
Reduce Authorization
Hays said the subcommittee
found out that despite its sug
gestion last year that the
eagle be dropped, the depart
ment had gone ahead and con
tracted for it.
"They had the money so
there was nothing we could
do about it," Hays said. "They
just defied the committee."
The subcommittee did lop
$10 million from the request
ed authorization and ordered
the department to come back
in two years for another look
at its building program.
Hays said he was so angry
he forgot to ask about the fine
details of the bird project. But
he said he understood it would
be a gilded ornament to be
located on the roof in the
front of the embassy.

hearing, Feb. 26. But 35-year-old
Andre Porumbeanu
caught up with them with a
subpena ordering Mrs. Bene
dict to bring Gamble today to
a higher court where he will
seek a habeas corpus ruling
releasing his teen-age sweet
heart. Porumbeanu's petition in
Manhattan Supreme Court
charged that Gamble was
being "illegally detained" in
her grandmother's imposing
white stone mansion just off
Fifth Avenue.

outside the Brooklyn court
room and deposited her in her
family's black limousine.
