Value Increases
Of Land Along
Freeway Noted
Salem-Studies of land val
ues in the area traversed by
the Baldock Freeway have
revealed substantial increases
in the value of the property
in most cases, according to
the Oregon state highway department.
Results of a land economic
tudy made of property be
fore and after the freeway
was built are explained in a
paper prepared for the high
way research board by Leon
ard I. Lindas, highway de
partment chief counsel.
The study showed that
damages were paid to the
landowner in 65 per cent of
the cases studied, although
the damages were warranted
in only 10 per cent of the
cases. Lindas reported. It was
also shown that the amounts
paid by the state in the war
ranted cases of damage were
15 times greater than just
ified. Owner Suffers
In 11 cases cited by Lindas
as examples there was one
property owner who suffered
a loss of $6,000 due to the
taking of property and the
effect of the freeway upon
his business. In other exam
ples all property owners
benefited by amounts rang
ing from 52,200 to $52,080.
Reason for actual benefits
accruing to property which
had been bisected by the free
way ranged from interchange
areas making the land use
able for business to re-ar
rangement of land for more
efficient agricultural pur
suits. In summing up the re
port, Lindas pointed out that
future land acquisitions for
freeway use should have ap
praisals reflecting special
benefits for land use which
would not be possible with
out the' freeway.
The study involves some
23 parcels of land, the sales
of which, in whole or in part
have occurred subsequent to
the construction and opening
of the Baldrock Freeway.
The purpose of the research
was to secure information in
dicative of the relative in
fluence of freeway construc
tion upon the value of the
abutting properties. Details of
the study were conducted by
the late Burton Dunn of the
highway department's right
of way section.
Oregon Herefords
Bound for Hawaii
Salem - Nearly 500 head of
Oregon Hereford cattle have
passed all health require
ments and will soon be
grazing contentedly on a large
ranch on the Hawaiian Is
lands. This is the largest shipment
of Oregon livestock to Hawaii
in some years and is the first
since statehood, says the state
department of agriculture.
The shipment, by boat out
of San Francisco, included
294 eight to twelve months
old stock from a ranch in
Grant county and 171 head of
young stock from a Baker
county ranch. The animals
will be used for breeding
stock.
Previous sizable shipment
of animals to Hawaii was 200
goats which went out by boat
from Portland about two
years ago. At that time, health
clearance was made by the
office of the federal veterin
arian in Oregon, Dr. A. G.
Beagle. In the January ship
ment, because Hawaii is now
a state, the health clearance
was made by the state veterin
arian. Dr. L. E. Bodenweiser.
Health requirements includ
ed, besides brucellosis and
tuberculosis clean records,
special tests for anaplasmosis
and leptospirosis.

care shows relatively little
variation by family income, a
survey conducted in Hacken
sack, N.J., revealed. High-income
families (those making
$9,000 a year and more) spent
an average of $232 a year for
all health care exclusive of
health insurance. Families
making less than $5,000 spent
an average of $147. High-income
families spent more for
doctors' services, but "only
because their average cost for
each contact with a physician
was higher." Low - income
families were found to have
used more physicians' services
and to have averaged higher
hospital costs. The difference
in total expenditures between
the two groups could be ac
counted for mainly by the
high-income families' greater
utilization of dental and op
tical services, the Health In
