Nora's Weapon
Case Dismissed
By Confused Judge

man strode forward.
"You must have misun

"I called for Nora Perkins."

"How did you get a name
like that? Were your folks
expecting a girl when you
were born?"
"No, sir." Perkins re
plied. "They named me for
the man who built that big
boat. You know, - Nora's
ark." '
The judge dismissed the
case.

Parks Commission
Suggests Engine
Remain in Location
The Jackson park locomo
tive will remain where it is
if the city council approves
last night's recommendation
of the Medford parks and rec
reation commission.
By a five to one vote the
commission recommended to
the council that the locomo
tive remain on its present pos
sition on McAndrews rd. in
the northwest corner of the
park.
The possibility of moving
the locomotive to another lo
cation came up when several
residents on McAndrews rd.,
immediately across from the
engine, complained that it ob
structed the view from the
front of their homes.
A committee, appointed by
the commission last month
to investigate the complaints,
gave its report to the com
mission last night. Final ac
tion on the location of the
locomotive will be taken by
the city council, probably at
next Thursday night's meet
ing.
Favorable Recommendation
In making the favorable
recommendation, the commis
sion pointed out that the loca
tion of the locomotive, which
was donated to the city by
Medford Corporation, had
been publicized prior to its
actual installation, and the
parks and recreation commis
sion had passed favorably on
the location at a public meet
ing and no opposition was
voiced at that time.

To moVe the locomotive to
another location in the park
would cost a minimum of
$410, Robert Haworth, city
parks and recreation director,
told the commission. The orig
inal move cost $2,500, he
said, but due to generous con
tributions by various local
firms, it cost the city almost
nothing. He pointed out that
the same firms could not be
expected to finance another
move.
The commission noted that
no one other than the three
residents immediately across
from the locomotive had com
plained of its location, and
further that the residents did
not live in the city, but in
the county. However, it was
pointed out that this was a
matter of public relations.
Haworth said that if the
locomotive was moved it
might set a bad precedent in
that future undertakings of
the park department might
be pressured into change by
similar minority groups who
would take a cue from the
one doing the compaining
now.
Several commission mem
bers said it would probably
have been to the city's ad
vantage if the residents of
the area had been contacted
individually before the en
gine was placed so that any
complaints they might have
had would have been voiced
at that time.
Russ Jamison, commission
chairman, said it would be a
good idea even now if the
commission would contact the
compaining residents and ex
plain to them the city's posi
tion and show them how the
park would look when com

pleted, was displayed, and it
was pointed out that within
three years there would be
a screening of trees or shrubs
between the locomotive and
the street.
Several pictures of the
view of the engine from the
front porches of the complain
ing residents were taken by
the park department ana pre
sented to the commission so
they would have an idea of
just what it looked like from
the homes.
It was admitted by some
members, that it looked rath
er bad now, but when the
rest of the park was complet
ed it would look much better.
It was also pointed out that
the engine looked much bet
ter than the buildings of the
Jackson county housing au
thority that used to be there.
Against Recommendation
Mrs. O. A. Eden voted
against the recommendation
because she felt the residents
were right in that the locomo
tive was wrongly placed and
obstructed their view.
The commission said that
a fence had recently been
placed between the locomo
tive and McAndrews rd. so
there would be no danger of
children running into the
street.
Since there had been some
complaints concerning the nui
sance that children playing
on the locomotive would cause
surrounding neighbors, the
parks and recreation depart
ment took a survey of the
number of children playing
on the locomotive and found
that in periodic checks over
a six-week period, there were
no more than four children
playing on the engirfe at any
one time.
Civil Service Law
Savings Described

save money by putting the
question of a county civil
service law to a vote of the
people by the referral meth
od, which does not require a
voters' pamphlet, according
to Attorney General Robert
Y. Thornton.
The opinion was requested
by Avery W. Thompson, Doug
las county district attorney.
Thornton said, however, the
referral method cannot be
used to supersede . the initia
tive method where the in
itiative method has been un
dertaken and completed.
The last Legislature passed
an amendment which author
izes counties with a popula
tion of less than 300,000 to
adopt a county civil service
law by vote of the people.
Man Faces Life Term
In Klamath Shooting

ard Marvin Lugo, 21, faced
life imprisonment today for
the fatal shooting last Aug. 31
of Joseph Owen Martinez II,
26, in an alley behind a res
taurant here.
A jury Tuesday night con
victed Lugo of first degree
murder and added the recom
mendation for life imprison
ment. Circuit Judge David
Vandenberg set no date for
sentencing.

Killed by Rifle

ed Wednesday afternoon by
the accidental discharge of a
rifle, police reported.
The little girl was visiting
at the home of her grand
mother, Mrs. Rose Gordon,
when a rifle being cleaned by
her uncle, George Willard
Gordon, discharged accident
ally. She was walking down
a hallway when the bullet
struck her. Gordon, who was
cleaning the gun in a bed
room, said he did not think it
