Formosa Makes Great Strides
Since Arrival of Nationalists
Taipei, Formosa - (LTD - This
island the size of Maryland
and its more than 10 million
inhabitants have made great
forward strides economically
and militarily in the 10 years
since it became a refuge for
Generalissimo Chiang Kai
shek and his Nationalist Chi
nese. The Chiang government be
gins its second decade with an
island vastly changed from
the drowsy, underdeveloped
land which greeted the gen
eralissimo and his two mil
lion followers when the Com
munist Chinese drove them
from the mainland at the end
of 1949.
Industry Booming
The textile industry is boom
ing; steel production is re
ported at 240,000 metric tons
annually; there is an island
wide hydroelectric and therm
al power, system; U.S. inter
ests have poured capital into
new industries - automobiles,
diesel engines, electric ap
pliances, timber products.
Agriculture is still the main
stay of the island's economy.
Native-grown rice, vegetables
and meat products are suf
ficient to feed the 10 million
people, almost 80 per cent of
them native Formosans. It is
conjectural, however, wheth
er this situation will continue
in the face of the rising birth
rate here.
Floods Deal Setback
One economic setback was
dealt by the floods of last
August, when the island suf
fered an estimated $103 mil
lion loss in crops, industry
and private property. More
than 1,000 persons were kill
ed. Most of the credit for For
mosa's forward progress goes
to the United States, which
has poured more than one bil
lion dollars in direct aid and
military and technical assis
tance into the island in the
last 10 years.
The defeated Nationalist
army which arrived 10 years
ago from the mainland also
has been rejuvenated by the
Chiang government.
Mass retirements and a big
conscription program during
the last three years have etch
ed a young face on the 600,-000-man
force which trains
night and day on Formosa
and guards the Quemoy and
Matsu offshore islands.

To Test 8700-Mile
Rocket in Pacific

sources are speculating that
Russia is going to test the
8,700-mile range rocket which
Premier Nikita S. Khrushchev
told Sen. Hubert H. Humph
rey (D-Minn.) about a year
ago.
Such a missile would exceed
the demonstrated range of
America's Atlas by 2,400
miles. U.S. military men say
however that if need be range
of the Atlas could be extend
ed. The possibility of such a

been perhaps the state's big
gest liability because it is in
a constant state of repair.
The structure opened Nov.
1, 1951 and original estimated
cost was $2,575,000 including
real estate.
Hatfield declared at a
Board of Control meeting that
when he was secretary of
state there was about $50,000
worth of "patchwork" done
to the building. Secretary of
State Howell Appling Jr.
also has been forced to pour
large sums of money into re
pair work.

The board approved
another $5,000 in repairs to
be made after it was found
that cedar blocks left in win
dows by workmen t absorbed
water and caused 250 window
sills to corrode.

Hatfield said that the state
agencies now housed in the
Portland building, at least
heads of some .department,
should be moved to Salem.
He said a plan for hous
ing the Capitol Mall could
be submitted to the 1961 leg
islature if a decision were
reached to sell the building.
The next structure sched
uled for erection in the Cap
itol Mall after the Labor and
Industries building now going
up is the Transportation
building.
Russian test was one evalua
tion in military circles fol
lowing the Moscow announce
ment that a "more powerful
rocket" would be fired into a
Pacific area midway between
the Hawaiian and the Gilbert
islands between Jan. 15 and
Feb. 15.
The Russians have warned
shipping and aviation of the
impending shot. Russian
tracking ships are expected to
be in the area, an indication
of the Soviets' confidence in
their accuracy.
Military men were inclined
to emphasize the weapons po
tential of the huge rocket
while some civilian space
agency sources thought it
would be connected with Rus
sia's man-in-space efforts.
Regardless, the Russians
would want to test their
equipment's ability to re-enter
the atmosphere after such a
long flight. Up to now they
have not, it is believed, fired
a surface-to-surface rocket to
the distances spanned by the
Atlas.
Rectangular Area
Experts noted that the 44,
800 square mile area marked
off by the Russians as their
testing ground was a rectangle
oriented toward their known
missile and satellite launching
center east of the Aral sea in
Turkistaff. The center is at
Tyura Tarn. It is about 8,200
statute miles from the target
area.
When Humphrey was in
Moscow. Khrushchev told him
the Soviets had a missile that
could carry a five megaton
warhead over an 8,700-mile
ranse. The senator relayed the
information to President Eis
enhower who later indicated
to a news conference he saw
no reason to challenge the
claim.
It has been pointed out
freauentlv that the 6,300
statute mile range of the Atlas
is entirely adequate to reach
all Russian targets from the
continental U. S. bases now
under construction.

all drafted since the Chiang
government moved to its is
land exile.
FORMOSA CHANGED A tower rises

headquarters for President Chiang Kai-shek
and seat of the Nationalist Chinese defense
ministry. The building is located in down
town Taipei. The Nationalist government is
beginning its second decade on Formosa
with the island vastly changed from the

Ex-Employer Sued

expect the current rash of
influenza outbreaks around
the country to mushroom to
the size of the 1958 Asian flu
epidemic.
Nevertheless, Acting Sur
geon General John D. Porter
field urged persons over 55,
individuals with heart or lung
diseases and pregnant women
to ask their doctors wneiner
they need flu shots.
The Health Service advised
persons who develop flu
symptoms - fever, aches and
sore throat-to go to bed and
call their physicians. There
is no specific treatment for
the ailment, officials said.

tory tests show the outbreaks
in Ohio, Michigan, Texas and
Hawaii to be Asian flu. The
same may be true of cases in
