Guidance Session

covering preparation for col
lege or other training beyond
the high school level will be
held for students of Phoenix
High school Jan. 20 at 1 p.m.
Principal E. M. Skipworth
announced that a visiting
team from the state system of
higher education has been in
vited to conduct the meeting.
At the meeting, representa
tives from the state schools
will explain their respective
academic offerings and point
up each institution's require
ments, according to Skip
worth. He also pointed out
that an opportunity for ques
tions by the students will be
given to provide individual
guidance. Career opportuni
ties, costs, scholarships, a de
scription of "adequate prepa
ration," and mechanics of
school application and en
trance will be stressed.
The sessions are conducted
annually in the high school
as part of the regular guid
ance program. They represent
a combined effort by the state
system of higher education
and the high school to better
prepare students for careers,
and to inform them of the edu
cational opportunities provid
ed at public expense within
the state.
Washington - (UPD - Justice
Department officials said to
day they were drafting legis
lation to enable the federal
government to fight with
greater strength against or
ganized crime.
These officials viewed the
three-to-five year prison sen
tences and $10,000 fines meted
out Wednesday in New York
to 20 figures of the 1957 gang
land convention in Apalachin,
N.Y., as the best the govern
ment could hope for with the
limited weapons at hand.
The 20 men, described by
Federal Judge Irving R. Kauf
man as having "defied law
and order for years," were
convicted on a charge of con
spiring to obstruct justice by
their refusal to tell about the
Apalachin gathering. The
maximum penalty is five
years imprisonment and $10,-
000 fine.
In sentencing the men Kauf
man said all were "sophisti-

plained, the federal govern
ment's hands are tied in many
cases because the "great bulk
of criminal violations are not
within the purview of the fed
eral government." Murder and
other felonies, he noted, are
prosecuted by the states.
Seach for Violations
Hundley pointed out that
racketeers with a "reputation"
for violence frequently are
sent to federal prisons only
because of income tax evasion,
as in the case of Al Capone,
or perjury - not their more
serious crimes.
To get at the kingpins of
the underworld, Hundley said,
the Justice Department must
search for violations of the
federal government's taxing
powers or its interstate juris
diction.
As a result, the depart
ment's racket busters have
had to concentrate their fire
on income tax evasion, nar
cotic law violations, labor
racketeering, perjury and ob
struction of justice - all fed
eral offenses.
