Former Pilot Rock
Treasurer Indicted
Pendleton - (UPD - The for
mer acting treasurer of the
community of Pilot Rock,
south of Pendleton, has been
arrested on a Umatilla county
grand jury secret indictment.
Edna Mathilda Carrothers,
44, Pilot Rock, was arraigned
before Circuit Court Judge
William W. Wells here Tues
day, charged with larceny of
public money totalling $1,
124.04 from July 1, 1958, to
June 30, 1959. Bail was set at
$2,500. No date for trial has
yet been set.
State-Owned Timber Sales Set Record
Salem -(UPD- Assistant State
Forester Vance L. Morrison
said Tuesday the sale of tim
ber on . state - owned forest
lands managed by the Oregon
Forestry Department reached
an all-time high last year.
The total was $3,210,300
compared to 1958 sales of
$2,313,698.
He said the increase in sales
value was due to increased
footage of green timber placed
on the market. Salvage oper
ations in the Tillamook burn
have almost ended and it was
from this area that much of
the timber has come in past
years, Morrison said.
Portland -(UPD- The 11th
main generating unit at The
Dalles dam is expected to go
into regular service next
week.

ter Norbald (R-Ore.) has rec
ommended Fred J. Powell for
appointment as postmaster at
Gresham, Ore.

developed nations in Asia,
Africa and
South Amer
ica may be in
the making.
A hint of
this came
from Sir Oli-
v e r Franks,
former British
ambassador to
the U.S. and
Elmer Walxer now chairman
of Lloyds Bank, Ltd. Sir
Oliver suggested a forum of
Atlantic nations, including the
United States and Canada to
work out such a plan.
Sir Oliver addressed a re
cent meeting on economic
problems held by trustees of
the Committee for Economic
Development along with Paul
Van Zeeland, former Belgian
Prime Minister, Axel Ivoreth,
president of the Federation of
Swedish Industries, and Paul
Hoffman, founder and first
chairman of the CED.
These addresses are exclu
sively reported by Saturday
Review in its annual business
edition.

Central Question
The central question before
the CED meeting was: "Is the
economy of the Western world
splitting apart?"
Currently prosperous
Europe is divided into trade
camps:
The Common Market com
posed of Belgium, France,
Italy, Luxembourg, The Neth
erlands, and West Germany.
This group has a population
about the size of the United
States and its object is to pro-

Board of Education has ap
proved several partial plans
and one complete plan for
school district reorganization
submitted by counties.
The board approved one
partial plan each for Clacka
mas and Columbia counties
and a complete plan submitted
by Lake county.
Action was withheld on a
partial Coos county plan at
the request of the Coos coun
ty school reorganization com
mittee because of a consolida
tion Saturday of the Charles
ton and Coos Bay school dis
tricts. The committee indi
cated revisions would be in
order and the board concur
red. Marion county originally
submitted several partial
plans but asked the board to
take action on only one of
them at this time, the North
Marion plan. The board ap
proved it and held in abey
ance others for Salem, St.
Paul, Woodburn, Gervais,
Cascade and Silverton.
Roseburg Fire Chief
Named First Citizen
Roseburg -(DPD- Don Starm
er, Roseburg fire chief, has
been named Roseburg's first
citizen by the Chamber of
Commerce.

in setting up fire lines which
helped contain the Roseburg
fire after the Aug. 7

a group of nations outside
the two free world organiza

The forum, according to Sir
Oliver, would include the na
tions of the Atlantic group
plus U.S. and Canada.
New Economic Dimension
According to the British ex
pert, the world of East-West
problems is faced with a new
dimension - iNOrth - South -"the
problems of the relation
ship of the industrialized na
tions of the North to the un
derdeveloped and developing
countries that lie to the south
of them, whether in Central
or South America, in Africa,
the Middle East, in South
Africa, or the great archipela
goes of the Pacific."
Hoffman pinpointed the
problem of the underdevelop
ed nations in dollars. He said
there are 100 low - income
countries where per capita in
come averages $125 annually
against our own of $2,500.
More than a billion people
live in these countries which
do not include China. If their
income were to be pushed up
to $160 annually by 1969 the
cost would be $200 billion,
Hoffman says.
'Soft Loans'
He believes this could be
cut by trade to a point where
$15 billion to $20 billion of
soft loans" would do the
trick.
Keith Funston, president of
the New York Stock Ex
change, writing the Saturday
Review's guest editorial, held
that private capital was the
best method of solving world
problems.
But this involves two tough
problems in itself, he notes
undue restrictions against for
eign capital, and a political
barrier ."the fear of many
underdeveloped nations that
foreign capital may come to
play too important a role in
their countries' economic
lives, and that American capi
tal will go abroad with the
aim of 'imposing' the eco
nomic system of the United
States on its host nation."
Primary Interest
He believes this latter prob
lem can be overcome. "Our in
terest," he says, "lies primari
ly in the healthy development
of the free world - in closing
the gap between aspirations
and actualities as rapidly as
possible.
"In that great effort of this
century of economic hope pri
vate capital can play a decis
ive role. It is this larger pur
pose which, above all, makes
the thoughtful and creative
flow of capital across inter
national boundaries so very
vital."

Veterans' Loans Volume To Be Cul
Salem (UPD The Oregon
Veterans' Affairs Department,
which set a new record for
Oregon veterans' fa
home loans in 1959, has an
nounced that as of Jan. 18 its
loan volume will be rpdnrwl
by more than two-thirds be
cause of a shortage of loan
funds.
The department last year
granted 5,170 loans to World
War II and Korean vets in the
amount of $52,932,550.
H. C. Saalf eld, director, said
the final amount of loan funds
will have been committed to
borrowers as of Jan. 18. Loans
starting on that date are being
scheduled for funds at the
rate of 120 a month. Loans in
1959 averaged 430 a month.
