day morning that the 16th
(income tax) amendment
broke the back of the Con-
si tution."

for it,' Stone said. "Get the
facts that's what you're in
school for."

Where Tax Cut to
Start, Stone Says
If this country's tax bill is
to be cut, it must be done
at the spending level by
cutting the cost of govern
ment, Willis E. Stone, Los
Angeles, declared yesterday
in a talk' to members of the
Medford Kiwanis club.
Stone, chairman of the Na
tional Committee for Eco
nomic Freedom, stated that
the cornerstone of the prob
lem is the restoration of con
stitutional protection for pri
vate enterprise. He seeks this
end through a proposed 23rd
amendment which would for
bid, the federal government
from competing with private
enterprise and would repeal
the 16th (income tax) amend
ment. "As cost of government
goes down, so do taxes," Stone
emphasized.
Predicts New Power
. Stone predicted new "eco
nomic purchasing power by
taking government out of
competition with its citizens
putting it in its place as a
moderator. Such action, he
maintained would restore to
government the affection of
its citizens.
The speaker, president of
the American Progress foun
dation, asserted that the 16th
amendment broke down the
power of the states and that
with it the federal govern
ment began to expand all out
of shape. He said that the
appeal of the income tax was
not for the "needs" of the
government but for its
"wants" and that the revenue
from the tax did not reduce
the cost of government but
ballooned it. "We are almost
a trillion dollirs in debt,"
according to Stone.
Stone mentioned the idea
of the income tax as soaking
the rich but brought out that
"60 per cent of the tax hits
the little guy."
Not Spelled Out
The government of v the
United States was predeter
mined to be limited but limi
tations were not spelled out
in the Constitution so the
first 10 amendments, the
"Bill of Rights," resulted,
Stone stated. He pointed out
that economic freedom has
not been so defensible as free
doms listed specifically in the
Bill of Rights. Stone described
(he 23 rd amendment proposal
as a means of clarifying ana
repairing the principles of the
Constitution.
Stone spoke of the "enor
mous expansion of federal
government into fields it has
no right" to participate in.
He charged that "millions of
tax dollars are going down
the drain" and that this is
"a high price to pay for bu
reaucratic monopolies." The
one-time industrial engineer
said that the government is
engaged in more than 700 cor
porate activities, competing
with private enterprise, with
out Constitutional authority.
Believe Found Answer
"We believe here is the
answer you have been look
ing for," Stone remarked, in
telling his proposal to Ki
wanians at the luncheon at
Rogue Valley Country club.
He said that no passion is
involved but' hard, cold fact.
"It's nof true we've never had
it so good; weVe always had
it better," according to Stone.

"the tenderest part of the hu
man anatomy is the purse."

Stone's proposal, designed
as the 23rd amendment to the
Constitution, would repeal the
16th amendment.
He devoted most of the 40
minute session to reviewing
the fight for freedom waged
by early Americans.
However, literature con
cerning the facts of his pro
posal was distributed to stu
dents as they entered the au

Following is the text of
the resolution:
"Section 1. The Govern
ment of the United States
shall not engage in any busi
ness, professional, commer
cial, financial or. industrial
enterprise except as specified
in the Constitution.
"Section ' 2. The Constitu
tion or laws of any state, or
the laws of the United States,
shall not be subject to the
terms of any foreign or do
mestic agreement which
would abrogate this amend
ment. "Section 3. The activities
of the U.S. Government
which violate the intent and
purpose of this amendment
shall, within a period of three
years from the date of the
ratification of -this amend
ment, be liquidated and the
properties and facilities af
fected shall be sold.
"Section 4. Three years aft
er ratification of this amend
ment the sixteenth article of
amendments to the Constitu
tion of the United States shall
stand repealed and thereafter
Congress shall not levy taxes
on personal incomes, estates
andor gifts."
The proposed amendment
already.has been approved by
two states, Wyoming and Texas.

television cameras has been
developed that doubles the
life, expectancy of any now in
use and will bring significant
reductions in operating costs
for television stations. The im
proved image orthicon tube,
developed here by the West
inghouse electronic tube divi
sion, is the heart of the TV
camera that picks up optical
images and translates them
into electrical signals for
broadcasting. It has a . guar
anteed operating life of 1,000
hours, compared with the 500
hour warrantv offered on
! present orthicon types.
Stone, who often emphasiz
ed the word "taxes" as if it
contained four letters, said
that because of federal taxes
the present situation "is not
for the freedom our founding
fathers set up."
. The Constitution, he said, is
"our cornerstone of freedom"
and the proposed amendment
"neither adds nor subtracts
from the original purposes, of
the Constitution."

taking some of the guess out
of oil prospecting. Conceiva
bly, the instrument may even
ferret out producing zones
that have gone undetected so
far. Called the Nuclear Mag
netism Log, it already has ac
curately measured depths of
potentially productive oil
formations. The instrument is
housed in a tubular casing
and lowered into a well on a
long wire cable.

days Captain John Smith,
Thomas Jefferson and James
Madison but saved the oft
repeated words of Patrick
Henry for his conclusion:
"Give me liberty or give me
death."

Lung Cancer
More Prevalent

Service) - The incidence of
lung cancer is now twice as
great among middle-aged men
as tuberculosis is. Once a
leading killer, TB is curable
in a majority of cases, while
lung cancer is rarely cured.
This was indicated by a
long-term study by Drs. Kath
erine R. Boucot and David A.
Cooper of the Philadelphia
Pulmonary Neoplasm Re
search Project.
Six years ago 6,137 men
over 45 agreed to have an
nual or semi-annual chest X
rays and to answer questions
about symptoms of lung
disease. Because only about
five per cent of lung cancer
patients survive five years,
the researchers, hoped to de
tect lung cancer at the earli
est possible stage and deter
mine whether in these early
cases they could increase the
present low cure rates.
During an average period
of six years, 31 men develop
ed lung cancer. Over the
same period, 16 men develop
ed tuberculosis, and an addi
tional eight former TB pa
tients showed reactivation of
the disease.
