The Department of Agricul
ture announced the other
morning that about 40 per
cent of all milk sold at whole
sale by farmers during 1959
was priced under terms of fed
eral marketing orders.
As of Dec. 31, there were
78 of these "orders." The areas
covered by them are scattered
from Connecticut in the East
to Utah in the West. More
than 78 million consumers
now reside in regulated milk
marketing areas.
IN THE areas in which they
operate, these orders estab
lish the minimum price that
handlers must pay farmers for
their milk. These "orders"
don't regulate the producer
and they don't set a retail
price for milk.
If the milk producer can
show a profit (with his costs)
at the minimum price, no lim
it is prescribed to the amount
of milk he can produce. If he
can't get his costs into line,
he'd better get out of the bus
iness. With retail prices "uncon
trolled, there is room for the
play of free enterprise in the
market. The producer can run
as many cows as he wants,
within the limits of his feed
supply.
WE might as well make up
our minds that government
will have its finger in bus
iness throughout the foresee
able future and adapt our-:
selves to that fact-at the same
time trying to see to it that
what the government does is
reasonably sensible. This milk
marketing "order" system
seems to meet that standard.

tribute to jukebox peace and
ouiet. The week is being ob
served to mark the first anni
versary of the appearance of
SILENT records - three min
utes of SILENCE for a dime
on University of Detroit juke
boxes.
The observance is interna
tional since a man in Holland
has written to Hush Label,
the university's silent record
organization, for permission
to mark the occasion as "stilte
platte week." "Stilteplatte,"
according to Hush Label im
presarios, is "silent record", in
Dutch.
HOW will it work?
That isn't described in
detail. But one presumes it
means that when one is in a
jukebox joint and gets fed to
the ears with jukebox noise
he can drop a dime in the slot

This "three minutes of silence
for a dime" sounds like a tol
erably decent idea.
Mountain Sheep
Hearing Under Way
Salem -IUPD- The Oregon
Water Resources Board began
a hearing today on the pro
posed Mountain Sheep dam of
Pacific Northwest Power com
pany on the Snake river.
The company asked the Or
egon Hydroelectric commis
sion for a preliminary permit
to build the dam and the mat
ter was referred to the board.
The project proposed would
be 690 feet high and initially
would turn out 875,000 kilo
watts of power. The long
range plan calls for a capac
ity of 1,750,000 kilowatts. The
firm has also requested the
federal power commission for
a license to build the dam.

today wondered what
a thief was going to do with

5 Mental Patients
Flee From Hospital
Raleigh, N.C. (UPD Four
male mental patients escaped
from a maximum security
building for the criminally in
sane at Dorothea Dix State
hospital today, freed a woman
patient and fled.
The men overpowered two
women attendants, took keys
to two buildings and freed a
young woman committed as
criminally insane after killing
her father last May. All five
escaped in a hospital employ
ee's car which they later
abandoned at Fuquay-Varina,
N.C, 20 miles south of here.
Three attendants on duty in
the maximum security build
ing were fired for laxity.
Officer Training
Conference Planned
The annual officers training
conference of Jackson Coun
ty Pomona Grange will be
combined with the January
meeting of Jackson County
Grange Council, and will be
held Saturday, Jan. 9, at 8
p.m. in the Central Point
Grange Hall.
Floor work will be demon
strated and problems of sub
ordinate Granges discussed.
The meeting is open to any

them. The magazine quoted
him as saying: "I spit on rat

The commission's broad re
view of its authority to police
broadcast deceptions stems
from the TV quiz show scan

when Robinette was discon
necting the batteries and a
spark apparently set off the
gas tanks.
The launch, valued at
$5,000, was destroyed. It was
used to pick up salmon from
commercial fishermen.

mile month-long tour of an
Africa swept by the problems
of nationalism, racial trouble,
and the clamor for independ
ence. Macmillan's first stop on
the trouble-shooting tour will
be Ghana, where he planned
to confer with Premier
Kwame Nkrumah, whose au
tocratic methods of running
the government of the young
nation are straining principles
for which the British Com
monwealth stands.

The West Berlin Executive
Council, or senate, said these
organization would be outlaw
ed. The senate also moved to

'German Reichs Party" whose
members desecrated a syna
goguge in Cologne.
The senate recommended
expulsion from schools and
universities of students who
engage in Nazi or anti-Jewish
activity.
. West Berlin's campaign was
announced at a press confer
ence by Joachim Lipschitz,
head of the city interior de
partment. Heinz Galinski, leader of
West Berlin's Jewish com
munity, appeared " with Lip
schitz and praised the city's
swift action to counter the
anti-Jewish incidents. But he
criticized the slowness of the
West German federal govern
ment in Bonn.
As the West Berlin arrests
were made, three more inci
dents were reported in the
city. A swastika and a "Jews
get out" sign were painted on
a wall. A swastika flag was
found in a playground. A
five-mark coin was defaced
with swastikas.
Other European Incidents
In Rome, Italian police
cracked down on a Neo-Fas-
cist organization they said
was responsible for a mount
ing wave of anti-Semitic
threats in Italy. They arrested
an undisclosed number of per
sons in a pre-dawn raid, one
while he was painting a swas
tika on the door of a textile
shop.
- In Milan, Italy, a swastika
flag was hung from the Vic
tor Emanuel memorial. Swas
tikas were found painted on
buildings in Rome, Parma
and Genoa.
In Austria, officials of the
Vienna Jewish community
said they had received an
anonymous letter threatening
the only synagogue would be
blown up this afternoon.

land, England and Holland.

Girl Key Witness
In Murder Trial of
Doctor and Mistress
Los Angeles (DPB A young
Swedish girl emerged today
as the key witness in the mur
der trial of Dr. Bernard Finch
and his red-haired mistress.
Marie Anne Lidholm, 19,
an exchange student with ice
blue eyes, was named by the
prosecution Monday as the
intervener in the wealthy doc
tor's struggle with Mrs. Bar
bara Finch - and a witness
who was in deadly peril her
self. Stale Charges Plot
The trial finally got started
with the state charging that
Finch, boyish-looking at 42,
plotted with Carole Tregoff,
23, to kill the doctor's wife
and then shot Mrs. Finch
when she tried to run away.
Assistant District Attorney
Fred N. Whichello said Miss
Lidholm, a maid in the Finch
home, heard Mrs. Finch's
screams and ran to the garage
where the doctor and Miss
Tregoff allegedly had laid in
wait for the unwanted part of
their "triangle."
Whichello charged Finch
forced both his wife and
Marie Anne into the car, in
tending to drive them over a
nearby cliff. The Swedish girl
ran for police when Mrs.
Finch jumped from the car
and ran away over the lawn
where her body was found
later, shot in the back.
The jury of six women and
six men today visited the
beautiful Finch home, com
plete with swimming pool and
adjoining the South Hills
Country Club and golf course.
The morning session was can
celled because of a defense
attorney's call to another
trial.

Two Men Missing
In Washington

Two men, one of them al
most blind, were reported
missing in southwest Wash
ington today.
John Stenger, about 80, who
lives alone, was reported miss
ing from his home near Battle
Ground at the edge of the
Yacolt burn in Clark county.
Sheriffs officers said
friends reported him missing
Monday and that there was no
way to tell for certain how
long he had been gone. Offi
cers said Stenger was almost
totally blind.
In Klickitat county, Keith
Langfield, 32, operator, of a
sandwich shop at Trout Lake,
was reported missing. He was
last seen Jan. 1 when he left
to take inventory at the cafe.
Search with planes and ve
