Jailed in Yilson
Plant Dispute

Eight non-strikers were jailed
today lor carrying shotguns,
rifles and pistols into Wilson
& Co. packing plant, reopen
- ed with the lifting of martial
law here.
The plant's reopening and
the city's return to civil rule
after 16 days of martial law
came off otherwise without
incident.
"Everything went just fine,"
Sheriff Everette Stovern said.
"There was no trouble what
soever." National guardsmen, their
rifles slung over their shoul
ders, searched cars as the van
guard of about 500 non-union
workers drove past picket
lines to get the plant back
, into operation.
They seized about a dozen
guns and at least one knife.
The sheriff said the eight
workers arrested, along with
one more yet to be jailed, will
appear before a judge for
violation of a restraining or
der. An order issued by Judge
John Cahill several weeks
ago outlawed weapons in the
plant vicinity.
At least 150 workers, hired
since the strike was called
more than nine weeks ago,
drove through picket lines
this morning. Later this week
the company planned to put
350 more men back to work.
The governor's action de
claring martial law and clos
ing the plant was overruled
by a three-judge federal court.

trial in Indonesia.
Two Californians Frank
C. Starr, 41, and Wesley
Broce, 22, of Long Beach -
have been in jail in Djakarta
since last May on charges of
illegally entering the country.
Like the Pope case, which
involves a charge of flying
bombing missions for the In
donesian rebels, the case of
the two Californians is politi
cally embarrassing for the
U.S. State Department
The two claimed they were
on an official peace-making
mission seeking to bring a
rapprochement between the
Indonesian government and
the rebels when they were
captured in the Borneo jun
gles last May without proper
papers.
'Peace With Honor
. Both, signed statements to
the effect they were negotiat
ing a "peace with honor" for
the rebels. Starr claimed he
had a contract to sell arms to
the rebels and admitted a
number of other activities
which could bring a death
penalty if proved.
However, the chances of
any charges being pressed on
these activities were lessened
considerably when the case
was turned over to civilian
authorities by the military
some time ago.
Their case was called this
fall at the Djakarta District
Court. But it was suddenly
postponed after the judge and
most of the participants-ex-

cept the defendants - had
gathered in the courtroom.
The reason given for the
postponement was that the
prosecutor was ill and was not
able to appear. This was more
than three months ago.
Aciiv But Confined
Starr has been active al
though confined. He has man
aged to smuggle hundreds of
letters from Djakarta's Tjipi
nant prison where he and
Broce are being held.
A large number of the
letters have been to the
American Embassy and to
U.S. Ambassador Howard P.
Jones. Starr has used extreme
ly bitter language in assailing
the Embassy's failure to get
him released. He has threat
ened on several occasions to
have the Ambassador fired
once .he is released.
Starr claims close associ
ates in a number of high
places in the United States
and Indonesia. . .

among Embassy officials. One

But it still is a headache for

New Jury Panel
In Finch Trial

R. Bernard Finch and his red
haired paramour, Carole Tre-

Finch, 42, a wealthy physl
cian, and Miss Tregoff, 23, his
former receptionist, are ac
cused of the fatal shooting
July 18 of Finch's estranged
wife, Barbara, 33, outside the
Finch $65,000 home in nearby
West Covina.
Questioning of members of
an original panel of 100 pros
pective jurors nearly exhaust
ed the panel by Dec. 17 when
the trial was recessed for the
Christmas holiday Trial start
ed Dec. 8.
Defense and state attorneys
retained 31 peremptory chal
lenges 21 for the state by
which prospective jurors may
be disqualified without rea
son. Attorneys for both sides,
however, said they expected to
seat a jury sometime this
week.
Thornton Rules
On County Judge
Salem (DPD - Attorney Gen
eral Robert Y. Thornton re
leased an opinion today hold
ing that a member of the Ore
gon Water Resources Board
who served as secretary of an
irrigation district would be
prohibited by state law from
holding office as county judge
at the same time.
The opinion was requested
by Crook County District At
torney James B. Minturn.
Thornton said the Water
Board member could not
legally be a county judge - if
he ran and was elected be
cause the state constitution
forbids a person who serves
in one of the state govern
ment's three separate branch
es from exercising any of the
functions of the executive
administrative branch. The
other branches are legislative
and judicial.1

and then began ripping off
his buttons. Police took him
to his hotel where he locked
himself in and unhooked the

for planning acts of sabotage,
the government announced
Saturday.
The arrests were made by
