'Middle Ground'

Francis Hall suggested strong
ly Friday that "there is a mid
dle ground" between fish arid
power interests on the Des
chutes river.
His statement cam as a
two-week hearing into Port
land General Electric com
pany's application for a li
cense to build Round Butte
dam on the Deschutes wai
drawing to a close.
The state fish commission
has recommended that a
stream flow of 5,000 cubic
at Round Butte to protect fish
life and recreation.
' However, PGE engineers
say the river might have to be
lowered to 3,000 cubic feet per
second in April, 3,500 in May
and 4,000 in June.
Water Flow Study
Hall suggested that should
a license to build Round Butte
be granted PGE, this water
flow problem could be given
further consideration while
the dam was slowly getting
into operation.
Round Butte would take al
most three years to construct.
Hall said the flow might be
equalized to 3,500 cubic feet
per second during the three
low months and pointed out
that water needs for the dam
would not be at a maximum
as the dam got into operation.
, He asked lawyers on both
sides to consider this as they
filed their briefs with FPC.
Violations Cited
As Blast Causes
Washington - (UPB - The In
terstate Commerce commis
sion said Friday that a dyna
mite truck explosion that kill
ed 13 persons at Roseburg last
summer was the "direct re
sult'!' of federal safety rule
violations.
The blast last Aug. 7 also
injured 125 persons and devas
tated eight or nine blocks of
the city, causing an estimated
10 to 12 milljon dollars dam
age. The report said truck safety
regulations required explos
ives trucks to avoid congested
areas and to be constantly at
tended. It said the truck driv
er, George Rutherford, the ve
hicle's owner, Pacific Powder
Co. of Seattle had violated
these and other regulations.
The company, according to
the report, also violated ICC
regulations in its packaging
and labeling of explosives and
the use of proper names of
commodities on shipping pa
pers. There are more than 30
bridges linking 'the Right
Bank with the Left Bank of
Paris. .
