Reviews Juvenile
Code at Meeting

Thornton discussed the new
Oregon juvenile code, his re
cent tour of Japan and his
survey of Japanese law en
forcement procedures when
he met with law enforcement
officials here at a breakfast
meeting Wednesday.
This is part "of Thornton's
program of making annual
visits to Oregon communities
to confer with law enforce
ment officials. His current
tour has coyered Coos Bay,
Gold Beach, Brookings and
Medford.
Thornton predicted some
difficulties in interpretation
and enforcement of the new
juvenile code which becomes
effective Jan. 1. He cautioned
law enforcement officials on
the change from the old sys
tem to procedure outlined by
the code. He advised officials
to become well informed on
the new code.
Discussed Procedure
H discussed the procedure
under the code for taking a
minor under custody and the
period of time a juvenile can
b held for questioning be
fore being turned over to au
thorities. He also reviewed
problems involving detention.
The new code prohibits plac
ing minors m jail unless it
is in an isolated section, he
warned.
' The courts will probably be
broad in their interpretation
of detention, he added.
The code will affect that
portion -of the criminal code
which pertains to contribut
ing to the delinquency of a
minor, he said. The code
prohibits the use of the term
"delinquent" in referring to
a -minor.
Thornton said he was im
pressed with the high caliber
of people who are making a
career of law enforcement in
Japan. -
Japanese law enforcement
is set up more on a national
basis rather than a local one,
he observed. He said he was
surprised at the knowledge
the Japanese had of the Ore
gon criminal code. They had
evidently made a study of It
and had many questions re
lating to certain crimes and
enforcement techniques and
problems involved.
Those attending the infor-
mal breakfast included 30 law
enforcement officials.
Complaint Filed
Against Driver
A complaint charging reck
less driving was filed in dis
trict court yesterdya against
Vernon Charles Scott, 23, of
2939 Madrona lane, Medford,
according to state police.
The complaint was filed by
police as a result of a one-car
accident about 2V4 miles
north of Central Point on
Highway 99 early yesterday
morning.
Scott's car was travelling
south, struck the Willow
Springs divider, went up onto
it with the left wheels, trav
eled 134 feet and struck the
post supporting yellow blink
er lights, police said. Part of
the post was knocked down
and a section of it went'
, through the windshield. The
car went an additional 450
feet on the inside northbound
lane, crossed the highway and
slid broadside another 750
feet, and traveled along the
shoulder and into a ditch, po
lice reported.
The driver escaped injury,
according to police, who said
Scott had left his car, but was
located later.
Camp White Man
Bound Over to Jury
Cecil Howard Richards, 45,
of Camp White, was bound
over to the grand jury Tues
day following an appearance
in district court.
Richards waived a prelimi
nary hearing and is being
held on $1,500 bail. He is
charged with attempting to
obtain narcotics from a local
drug store Saturday.
Mary Zelma Lyke is being
held in the county jail on
fugitive charges from Fresno,
Calif., district court officials
reported. She appeared in dis
trict court earlier this week
and is awaiting extradition.

a bus station. But a routine
police search turned up a wal
let with $165 in the lining.
"I thought I lost that thing
months ago," Bradshaw ex
claimed. The police released
him as being no longer a
"qualified vagrant."
