ment of eight new "princes"
of the Roman Catholic Church
by Pope John will bring the
number of cardinals to 79, the
greatest number in the history
of the College of Cardinals.
With a world population of
more than half a billion, new
archdioceses and entire coun
tries are without cardinal rep
resentation even counting the
increases the Pope has made.
These include the ' Philip
pines, the Netherlands and
most of the continent of Af
ricawhere the only cardinal
, representative is Teodosio Cle
mente De Gouvei, a Portu
guese with his see at Lourenco
Marques, Mozambique.
In four days of ceremonies
Dec. 14-17, the new cardinals,
including two Americans, will
receive the blessing of the
Pope, the scarlet hat and
golden ring of their offices
and prostrate themselves on
the floor of St. Peter's cathe
dral in an act of humility.

Pope John may have to is
sue a special document, called
a "Papal Bull," to legalize has
unique move. The "Papal
Bull" is the most solemn form
of a papal letter. It would be
required to abrogate the prev
ious bull issues by Pope Six
tug V in 1958 fixing the num
ber of cardinals at 70.
According to legend, tiie
number was fixed to coincide
with the number of advisers
to Moses.
The pontiff exceeded this
number last year when he
broke precedent and nomina
ted 23 new cardinals and
brought the strength for the
first time up to 75.
But in the year that follow
ed, four cardinals died, reduc
ing the college to 71 mem
bers. Church sources said it
was not likely that the Pope
would formalize his precedent-setting
appointments and
perhaps leave the door open
to further increases in the fu

Cardinals are appointed for
life. They are aides and advis
ers to the pope and in a sense
they form the "senate" of the
Roman Catholic Church.
Only a pope can create a
cardinal and only the College
of Cardinals can create a pope.
The word cardinal comes
from the Latin word "cardo,"
meaning "hinge." In the early
days of i the church, every
cathedral was designated , a
"cardo". and was the see of
Hie bishop. But even some
priests assigned to the cathe
drals were referred to as car
dinals. The cardinals alone address
the pope" as "Brother"; all
others as "Your Eminence."
. The cardinals hold key arch
bishoprics throughout the
world, or are resident in Rome
as part of the Church's vast
administrative machinery.
During the last three pon
tificates, the internationaliza
tion of the College of Cardi
nals has progressed steadily.
It now has 48 non-Italians.
County Court Names
Bridge for Rynning
The Jackson county court
yesterday directed that a
county bridge be named after
Paul B. Rynning, retiring
county engineer.
, The county is planning a
bridge of reinforced concrete
for the south fork of the
Rogue river on the Butte
Falls-Prospect rd. Rynning has
been county engineer for 35
years and retires Jan. 1.
The county court reappoint
ed William Bigham, Eagle
Point, to a one-year term as
director of the Jackson county
fair board, and Francis
Krouse, Provolt, for a three
year term.
The county court also re
appointed County Commis
sioner R. A. James, Sams Val
ley, to the National Guard
armory advisory board to
serve until -Dec 31. I960.
