    Nothing Startling

Washington - When the

nothing more
startling was
a p p a rent to
inquis i t i v e

fact that
about 20 sen
ators had rela-

Neither Sens. Wayne Morse
or Richard L. Neuberger were
engaging in any of this nepo
tism. But the report did show
that the Oregon senators have
the fattest payrolls - each one
tops $100,000 a year - of any
senator from the West, outside
California.
Each state, according to Its
population, is placed in one of
several categories which de
termine the' amount the sena
tors from that state can spend
on staff salaries. Oregon, like
the other western states with
the exception of California, is
in the bottom category. Cali
fornia, along with New York,
is in the top category.
Mors Next Highest
The California senators each
ring the cash register for
about $133,000 to pay their
employees. Morse's payroll is
next highest in the West,
$104,705, with Neuberger
close behind at $104,357.

Wash.) came next with $101,
600, while his colleague, Sen.
Warren G. Magnuson (D
Wash.) showed a payroll of
$86,400.
Greatest disparity between
payrolls of senators, from the
same state was in' Arizona,
where Sen. Barry Goldwater,
the Republican, required
$101,200 and Sen. Carl Hay
den, Democrat, required $70,
000. Sldaho's senators were the
reverse. Sen. Frank Church,
Democrat, spent $97,200,
while Sen. Henry C. Dwor
shak, Republican, spent $72,
400. The size of senatorial staffs
varies widely. Morse now has
16 on his staff, Neuberger 19,
including part - time workers.
Several eastern senators get
along with as few as eight
staff members, notably Sen.
Harry Byrd (D-Va.), the cham
pion of economy in govern
ment. Largest staff shown by
the report is for Sen. Jacob
JaviU (R-N.Y.), who lists 35
employees. The California
senators, Clair Engle (D) and
Thomas Kuckel (R), list 26
and 2 employees respective
ly.
The interest in these pay
roll facts was heightened by
the fact that for . years the
Senate kept them secret, giv
ing rise to suspicions that pay
rolls were being padded or
loaded with kinfolk. The sen
ator who embraced nepotism
most warmly was Sen. Olin
jonnston iLKS.t;.), who em
ploys four relatives two
nephews, a cousin and a son-in-law
- according to one re
port. Only one of these was on
Johnston's office staff, how
ever, which raises the ques
tion that is hard to answer:
How much padding of pay
rolls is done by the Senate it
self and it various committees
and subcommittees?
Associates Scattered- .
Many senators have politi
cal associates from back home
scattered about in jobs on
committees or subcommittees.
Some use this method for em
ploying relatives.
There is, however, some
justifiable resentment among '
congressmen 'at all, the finger
pointing in their direction
concerning " employing "rela
tives. Rep. Lee Metcalf (D
Mont.), with a straight face
but with tongue - in - cheek,
even had drafted a bill that
would bar all federal subsidies
to any business or farmer or
other group which indulged in
nepotims.
The issue in all this is not
so much the identity of the
employee, but whether he and
his government salary are
genuinely needed by the Sen
ate. There is all the appear
ance of a boondoggle in the
payrolls of some committees,
such as the 38-member inves
tigations staff of the Joint
Economic Committee whose
payroll is more than $200,000
a year, or the so-called policy
committee of both the Repub
licans and Democrats who be
tween them employ 36 per
sons on payrolls aggregating
$200,000 a year.
The Senate, of course, deals
with the whole range of hu
man affairs, so it has 15 em
ployes working on "problems
of the aged and aging" ($60,
000) and 14 dealing with
"juvenile delinquency" at a
cost of $94,000.

botanically, a large, hollow
"berry" that often has to be
split with an axe.
A section, or a half, of this
giant "berry" is usually
baked in an oven, later flav

little salt; then mashed up
until it is exceedingly
"squashy," and eaten as a
vegetable. Everyone is fam

we call it a squash.
The squash is closely re
lated to the pumpkin and
the gourd. It's a homely
vegetable, growing on a vine
that runs along the ground.
It may be of an unusual size
or shape. Some are covered
with "bumps" or warts; some
have a skin, or more correctly
a rind, that resists the sharp,

And of course there are
the two different classifica

The Hubbard is one of these.
They are considered "keep

Nature. really accomplished
a near miracle in the growth

can produce a squash, in a
