Heat-Pump for City
ishland The Ashland city
council ordered a two-unit
heat pump for the city hall at
its meeting last night, accord
ing to E. C. Biegel, city su
perintendent.
Estimated cost is 7,600 for
the pump which will be de
livered and installed in 30
days, Biegel said.
The city council also dis
cussed the possibility of ex
tending city streets to the
fringe areas since these areas
may be annexed, to the city in
the near future.

1960 budget today followed
the customary pattern, with
speaker after speaker rising
to approve it though pointing
out minor deficiencies and
shortcomings.

Although spending of this
magnitude would cause weeks
of debate in a Western parli

doubted that they will end
the discussions with , unani
mous approval since that, is
what generally happens to
measures introduced by Pre
mier Nikita S. Khrushchev's
government. - - ,
The budget keeps defense
spending at its present level
$24 billion-but because of in
creased amounts for science
and. welfare state benefits, the
defense percentage fell from
19.9 to 12 compared to last
year.
- Science appropriations
which could cover many items
useful for defense were raised
15 per cent to $8,200,000,000.
Housing, consumer goods, pen
sions, education, culture and
health all were increased.
Even though the Soviet
legislators were spending less
time questioning the budget
than their counterparts in
Western parliaments do, there
was some criticism of the way
money was being spent. that
would have sounded at home
in the U.S. Congress.

Friday for Circuit Judge Mar
tin W. Hawkins, . 71, former
Oregon Olympic athlete, who
died Tuesday following a
heart attack.
Judge Hawkins, who served
for 19 years on the Circuit
Court bench here, competed
for the United States in the
1912 Olympics, finishing third
in the high hurdles.
He was an all-time track
ace at the University of Ore
gon from which he graduated
in 1912.
In 1920 he became a district
judge, later was reelected and
left the bench in 1927 to prac
tice law. He was named a
circuit judge in 1940 by then
Gov. Charles Sprague.
Survivors include his widow
Claire; a daughter, Mrs.
Gloria Veach, San Diego, and
a stepson, Edward J. Gillen; a
brother, Henry J. Hawkins,
and a . nephew, William ' S.
McLennan, all of Portland.

who was arrested by Medford
city police early Tuesday at
the request of military au
thorities for being absent
without leave, was treated for
a cut wrist later yesterday, ac
cording to police. v 1
Wooldridge, of 1132 Biddle
rd., was arrested at the home
of relatives.
Police discovered that the
boy had cut his wrist at 1:45
p.m. and was immediately
taken to Sacred. Heart hospi
tal where several stitches
were taken in his wrist.. Wool
dridge told police officers that
he had cut his wrist on a piece
of glass in the window of the
jail.
City police reported that a
search of the jail following
the incident disclosed a razor
blade on a ledge about seven
feet above the . floor in the
same corner of the cell where
the injured man . was found.
Wooldridge was the ; only
person in the 'cell at the time
of the incident. Another in
mate of the jail, who was out
side the cell working at the
time, told police that he had
been in the jail for 15 days
and several days ago had been
unable to find anything sharp
enough to sharpen a pencil
within , the cell. ' I

The senator said there were
at least 10 active competitors
for the three parks provided
for in his bill and that the
governor's opposition might
kill the Oregon park in the
Congressional Interior and In
sular Affairs Committee.
The governor's committee
on natural resources headed
by Dan Allen will study the
bill which was revised by
Neuberger to include land as
far south as Tenmile creek.
Both Hatfield and the na
tural resources committee
have opposed Neuberger's
park plans but have expressed
willingness to consider any
revisions.

Castro's government flatly re
jected Tuesday night official
Washington protests that his
anti-American statements be
fore a massive rally Monday
were untrue and a threat to
U.S.-Cuban friendship.
The rejection was announc
ed following a meeting of the
cabinet at which the ministers
endorsed a constitutional
amendment to revive firing
squad justice for traitors to
the revolution. Ratification is
scheduled for today, making
it the law of the land.
Considered Unfounded
The United States complaint
against the allegation made
by Castro was presented to
President Osvaldo Dorticos by
U. S. Ambassador Philip Bon
sal in a 55-minute meeting.
Bonsai said the United
States considered "utterly un
founded" Castro's charges that
American officials counten
anced the "bombing" of Ha
vana by planes supposedly
based in Florida last Wednes
day. (
In a bitter three-hour speech
at the rally, Castro charged
American officials were "eith
er the accomplices of murd
ers or had left the American
people defenseless" against at
tack. He asked how it was
possible for planes to fly un
detected through the vaunted
U.S. radar defenses to attack
Cuba.

At the same time, he said
planes were taking off from
Florida to bomb Cuba and
