Space Conquest Job

Air Force, whose doom has
been predicted by missile en
thusiasts, has come up on top
with the grand prize of mill
ttry missions - conquest of
space with manned and un
manned Vehicles.

McElroy, in a far-reaching pol
icy decision, gave official sanc
tion last week to the . long
disputed claim of airmen that
today's Air Force should be
tomorrow's Space force.
Full implications of the de
cision, affecting ambitious but
still distant military space op
erations, Can't be gauged now
But it was clear enough to
shake the Army and much of
the Navy, both of which had
high aspirations in the space
field and how must play fela
tlvely minor roles.

that the Air Force was "obso

appeared to have accepted the
Air Force position that there
is no dividing line between
air and space and no major
distinction between air and
space missions.
As announced by the de
fense department and elabo
rated at a news Conference by
Dr. Herbert York, director of
defense research and engineer
ing, these steps will now be
taken:
-The Air Force will be the
sole military agency for "space
transportation." It will have
responsibilities for developing,
producing and launching mili
tary space boosters for rockets.
-The Army and Navy will
be assigned specialized satel
lites and other space work.
But their space "payload" will
be sent aloft by the Air Force.
Major Surgery
These assignments of Space
missions are being carried out
through major surgery on the
defense department s advanc
ed research projects agency
(ARPA) which was set up to
give unified direction to space
and other advanced projects
after the original Russian
Sputnik scare.
In the process, ARPA will
lose several hundred million
dollars of its present half-billion
dollar budget, according
to YOrk and ARPA director
Roy W. Johnson. Johnson, who
has made many speeches about
ARPA'S Space activities and
once told congress his agency
sought "td provide the break
through of space leadership,'
now sayS ARPA has not been
primarily a space operator but
is interested in really far-out
projects. They include defense
against ballistic missiles and
research on solid fuels for fu
ture rOckets.
The McElroy action did not
appear to affect relations be
tween the defense department
and the National Aeronautics
and Space Administration
(NASA) Which was set up as
a civilian space agency, also
after the sputnik scare.
To outsiders, the boundary
between defense and NASA
space operation ? often ap
pears shadowy. The Pentagon
indicates, however, that it in-
tends to stick to purely mili
tary aspects of space opera
tions.

Nelson Rockefeller of New
York told students at his alma
mater Saturday that "politics
is a world of fun," but when
they shouted "are you going
to run for president?" He told
them storieS.
Standing on the steps of
Dartmouth hall, after seeing
Holy Cross beat Dartmouth
in football, Rockefeller, told
some 2,500 listeners about a
flat tire, but was just as re
luctant to talk politics aS he
had been earlier at a news
conference.

Rockefeller was making a sur
vey to determine Whether to
enter New Hampshire's "first
in the nation" presidential
primary next March 8,-jotted
down only notes about "six
men in a boat."
"Are ybu going to run?"
and "we Want Rock" chanted
the students at the school
from which Rockefeller was
graduated in 1930.
"That reminds me of a
story," laughed the New York
republican.
"It Seems there were six
men in a boat. The boat tip
ped over and all were fished
out but one. They shouted at
him, 'do you need help?' and
the man in the water replied-
'this is no time to talk busi
ness.' '
He told them how he had
a flat tire enroute from Con
cord here, and thanked Presi
dent John SlOati Dickey of
Dartmouth for his reception.
But he ignored the "Rocke
feller for President" banner
over his head and only smiled
at the cheers,
At a news conference in
Concord he had talked like a
reluctant candidate but smiled
like a winner earlier in the
day.

of the National Congress of

announced Friday.

gates will attend the con
clave.
The convention will be held
May 20 through 23, although
pre-Conference sessions will
begin on May 17 and the post-
convention meetings will run
through May 25.

Strong Earthquake
Berkerley, Calif. - (CPD A
strong earthquake that regis
tered beween 6.5 and 6.75 on
the Tichter Scale was report
ed early Saturday by the Uni
versity of California seismo
graphich station.
The quake's location was
undetermined, according to
Dr. Dron Tocher, but it was
centered approximately 625
miles from Berkeley. Tocher
said there were indications it
might have centered to the
northwest, off the coast of
Oregon.
The quake occurred at 37
seconds pas 12:22 a.m. P.S.T.
Tocher said the temblor was
poentially damaging" if it
was near any inhabited areas,
and that it could have center
ed in northern Mexico or
some other direction other
than the Oregon coast. ;

Harold Hogan, Seaside, a
public works employee at the
Tongue Point Naval station,
found a twin-headed garter
snake on the base grounds and
adopted it as a pet.
Hogan said the snake eats
with both heads and will
strike with both heads when
upset.
A science teacher from a
nearby high school said the
small snake was about six
weeks old.

Fatal Car Wreck
Results in Citation
Salem - (UPD-A two-car acci
dent at Salem intersection
Friday night took one life and
injured four other persons,
none seriously. Seven persons,
including five children, es
caped injury.
. The victim was Mrs. Beulah
Bernice Lance, 39, of Salem.
Her mother-in-law, Mrs. Lu
cille Swanson, 72, of Port
land, was the only person hos
pitalized. Police said that a station
wagon driven by Mrs. Lance
collided with a car driven by
Willard Leon Cox, 21, of Sa
lem. Mrs. Lance was thrown
from the vehicle and pinned
under a wheel. She was dead
on arrival at a hospital.
Cox, and his 18-year-old
wife, Judith, were not serious
ly hurt. Police said Cox was
cited for drunk driving.
