Capabilities Not Duplicated
"But,", they argued, "while
an instrument can do one or
several things, there are. thou
sands, - indeed millions, of
things it cannot do. To put it
bluntly, no. instrument or ar
ray of instruments exists that
can duplicate the sensing cap
ability to record, remember,
interpret and discriminate,
we see how paltry are the
powers of the most sophisti
cated mechanical substitute."
Arguing the merits of send
ing rockets on "direct flight
and by the orbital rendez-
, vous i methods, the scientists
said that ' the . direct flight
method would be more costly,
but would be better in every
way.
Effects Minimised
' They described a vehicle
which could : make, a round:
trip to the moon. A" two and a
Lhalf day flight from earth' to
the- moon .was chosen, as the
shorter trip! : tiine - minimizes
effects of errors in burnout
velocity. The rocket would
have five or six stages. -The
first three stages would
accelerate the payload and re
maining stages-, to an initial
velocity of ; 36,0,00 feet per
second. After coasting to the
vicinity ; of the moon, the
fourth stage would lower the
vehicle to a landing on . the
moon. ,
At the time of departure,
the fifth stage would propel
the vehicle toward the earth.
After two and a half days,
the payload approaches the
earth. A sixth stage of propul
sion could be used to slow the
payload to orbital speed, or
the vehicle , could enter the
earth's atmosrhere at hyper
bolic velocity.
This Nova rocket, as the sct-
entists called it, would carry
two men in a truncated cone
14 feet high and with a maxi
mum diameter of 12 feet.
They could have a 12-day istay
on the moon and in that short
time, the NASA scientists
think they, could collect more
lunar facts than . all the in
strument - equipped vehicles
sent up before they get there.

Milk Supplies To Be Sampled
In Effort To Detect Pencillin

ministration will shortly be

throughout the country in an
effort ; to detect and remove
from the market all milk that
contains penicillin.
A recent nation - wide milk
survey disclosed that more
than three per cent of the
samples contained this anti
biotic. Penicillin is a very ac
tive germ fighter.
Concentration Low
Although its concentration
in milk is very low, it is cap
able of causing reactions in
Sighly sensitive persons. More
lan 18,000,000 Americans
could have reactions from
these small amounts.
Persons allergic to this anti
biotic may develop a fevef or
rasn, or experience severe
vomiting.
FDA will begin sampling
shortly, thanks to a new tech
nique that can detect the pres
ence of as little as 0.05 units
of penicillin per milliliter of
milk within two and one half
hours. The method currently
used takes up to 18 hours, a

Safety Lessons
Put in Classrooms
1 Stillwater, Okla. (UPD Stu
dents here will have to play
it safe if they want to do well
in the classroom.
Stillwater is the first city
in the nation xo include a full
program of safety instruction
in all elementary schools.
The program was designed
by the Oklahoma Safety
Council, which hopes to have
it in operation in 5,000 class
rooms this school year.
The program will provide
teachers and students with
special classroom materials,
including lesson units, posters,
teachers' guides, workbooks,
magazines and other selected
items, all designed to impress
the need for safety upon
young- minds. ' ;

scribed the program, which
has been underwritten by
Stillwater's civic . clubs at a
cost of $12 per classroom, as
"one of the most important
projects we have ever under
taken." - "The child of today,'East
man' said, "is born into a
world of thousands of poten
tial hazards, most of them un
known 30 .years ago. Basic
safety .knowledge is as neces
sary as the ABC's if today's
child is to live in our mecha
nical world." '.

Russian physicians have few
worries because "the state
takes care", of them, the direc
tor of a Soviet medical insti
tute said here today. V ' ..

in doctors' professional; skill
is 'a matter of 'national im
portance,'-': said" Prof. Z. I.
Yanushkeykhius, director of
the Kaunas Medical Institute.
He made the statement in dis
cussing advanced training for
physicians before the Second
World Conference on Medical
Education. ' 1
. "The state budget bears the
whole expense connected with
the maintenance of the ad
vanced training institutes for
doctors . . . ," .Prof Yanush
kevichius said. "The same
goes for traveling allowances,
etc.' A doctor need, not worry
about who will replace' him
while he is absent. The state
takes care of that."-
He described courses at the
11 advanced - training insti
tutes that handle 27,000 doc
tors a year. Younger doctors,
he said, are' taught, among
other things, medical special
ties, foreign languages, and
the fundamentals of Marxism
and Leninism. ' j. ', :

. Beginning shortly, milk
shipped in interstate com
merce that is found to contain
penicillin could be seized and
the shipper prosecuted by the
Federal Government, he ex
plained. State and local regu
lators will prosecute intrastate
violators.
Penicillin finds its way into
milk when the drug is infused
into cows suffering from mas
titis, an inflammation of the
udder. Since farmers them
selves can administer the drug
to their animals, Federal
labeling'regulations warn that

Wave Predicted
For September

wave that gripped the north
ern half of . the country east
of the Rocky Mountains dur
ing August is seen ; in the
Weather Bureau's long-range
forecast for September.
The 30-day outlook calls
for temperatures to average
above seasonal normals over
the western half of the nation
and also over the Middle and
North Atlantic states. Great
est temperature extremes are
expected over : the " Northern
Plains and the far Southwest.
Near normal temperatures are
anticipated for the" remaining
areas, except for below nor
mal in the middle Mississippi
valley."
Rain in West Lacking
Precipitation during Sep- j
tember is expected to exceed
normal over the eastern third
of the' nation, but be deficient
over the western half. In the
remaining areas, near 'normal
rainfall is forecast.
Jerome Namaias, head of
the Weather Bureau's long
range forecast section, said
that cold air sweeping down
from Canada to break the
heat wave was notably absent
this summer, for the country's
northern half east of the Rock
ies, particularly during Au
gust. He told Science Service
that present , trends indicate
that the world-wide weather
pattern causing this long per
sistence is now breaking up
for some areas.
Pattern Not Uncommon
Namias said this summer's
weather pattern was not "un
common," occurring once out
of every five or six years dur
ing the last 25. That in 1959
was, however, very intense.

circulation for the heat wave.
A high pressure area cen
tered in the upper atmosphere
over the southeastern United
States was very favorable to
the lack of southward move
ment of cool air and to draw
ing warm moist air from the
Gulf over the eastern. United

This high pressure, area, is
usually found over Bermuda.
Also as part of the world-wide
pattern, the polar Pacific high
pressure area was displaced
north of its normal position in
the eastern Pa -if-c.

dose. Apparently, some have
not complied with the regula
tions. Dose Content Boosted
Furthermore, it has been
found that many manufactur
ers of the drug preparation
boosted the content of the
dose to 1,500,000 units. Re
peated doses of 25,000 units
are considered adequate.
Therefore, such highly potent
doses increase the length. of
time required to eliminate the
drug from a treated cow's
milk. FDA has limited the
dose to 100,000 units per dose.
Within the past few years
there has been a considerable
drop in the percentage of peni-1
cilkn-containing milk samples,
Dr. Welch pointed out. During
1954, 1955 and 1956, three sur
veys dipped into milk sup
plies from every state. At that
time j6.9 per. cent of the sam
ples proved to be adulterated
with penicillin.: A survey in
the fall of 1958 and winter of
1959 revealed that this per
centage has dropped to 3.7.

ing power loads forecast for

Plant Virus Helps Insect
University Park, Pa. -(Science
Service) - The first plant
virus known to help out an
insect was reported here. -
The plant virus, known as
"aster yellows," increases the
number of foods the tiny corn
leafhopper can eat, Dr. Kark
Maramorosch of Rockefeller
Institute, New York, told sci
entists at the American Phyto
pathological Society meeting.
The aster yellows -virus,
which affects asters, lettuce;
spinach and carrots, is carried
from sick to healthy plants by
another tiny insect, the leaf
hopper. This insect is , also
slightly affected by the virus
which lives and multiplies in
side it.
However, Dr. Maramorosch
explained, when the corn leaf
hopper sucks up the virus, it
then is able to feed and thrive

Oregon Joined in Suit
For Fire-Fighting ost
Salem (UPD Oregon's suit
against the United States, to
recover fire-fighting costs in
a 1957 Klamath forest fire has
been joined by a similar ac
tion by California, Attorney
General Robert Y. Thornton
said Wednesday.
The Oregon State Forestry
Department, through the at
torney general's office, is ask
ing $27,250 damages from the
U. S. to compensate Oregon
for its costs in the Bogus Es
cape burn in 1957. Oregon al
leges that the federal govern
ment was negligent in the ori
gin and spread of the fire.
