Sen. Morse Urges
Congress To Pass
Explosives Law

Morse (D-Ore.) Wednesday
urged Congress today to pass
legislation to extend federal
regulation of interstate trans
port of explosives to non-common
carriers in view of the
recent "horrible disaster" at
Roseburg, Ore.
Morse told the Senate that
the recent explosion in Rose-1
burg would not have occurred
had legislation already before
Congress been in effect.
H said Sen. Warren G.
Maznuson (D-Wash.), chair
man of the Senate Interstate
and Foreign Commerce Com
mittee where the bill is pend
ing, agreed with him on the
urgency of action.

Morse made a strong appeal
lasting nearly an hour for
passage . of the bill which
would make applicable to
private and contract carriers
of explosives and other com
bustibles the same rules that
now apply only to such trans
port by common carriers.
The measure provides, for
one thing, that trucks carry
ing explosives may not pass
through a town or city- The
Interstate Commerce Commis
sion has urged passage of the
legislation for some time,
Morse said. '
Salem - (OPD - Public Utility
Commissioner Jonei C. Hill
said today he was asking -the
Interstate Commerce Commis
sion to allow;the PUC to as
sist in the investigation and
hearing into the- explosion
and fire at Roseburg Aug. 7.
- The ICC has set Sept. 1 as
date for. a hearing at Rose-
bure.
- A commissioner and an ex
aminer will be sent out from
Washington. -D.C.. to preside
over the proceeding which is
expected to take several days.
Hill said PUC workers al-
readv had conducted prelim
inary investigations, but he
thought additional informa
tion could be gathered from
the governmental probe wnicn
would aid his office.
Bodies of Crash
Victims Removed

the bodies of 32 persons who
died Wednesday night when
an- English charter plane
crashed into this mountain
villaee north of Barcelona.
The . grim salvage opera
tions were slowed by fog that
blanketed the area for - the
second straight day.

of the British Transair Ltd.
Company, crashed while n
route from Barcelona to Lon
don with 29 students and
three crew members aboard.
The students, most of them
in their early 20s, boarded the
plane Wednesday in a party
giving mood. One minute be
fore the crash happened, the
pilot had radioed "all well and
on course.
The studenth- were from
Britain, West Germany, Spain,
Iraq, Ireland and Malaya.
Cutter Races To
Aid of Schooner
Honolulu (UPD The Coast
Guard cutter Planetree was
en route Wednesday night to
aid the 60-foot trans-Pacific
racing schooner Diablo about
1.000 miles northwest of
Oahu.
Amone those aboard were
G. f Bradford Reed, Eugene,
Ore., and Robert 1. Dumona,
rvirvallis- Ore. '
The vacht called for help
Tuesday night after develop
ing engine trouble. Skipper
Frank S. Wade of Santa Ana,
Calif, also reported the boat
had a broken mast and split
mainsail.
. The Coast Guard said the
vessel had flares, a small six
man boat and plenty of food
and water. The Planetree was
expected to tow the yacht to
Honolulu.

Salem Man Killed
In Cycle Accident
Harrisburz. Ore.- (OPD -Ben
Ray Cooper, 24, Salem, was
killed Wednesday afternoon
when his "motorcycle struck
a Southern Pacific freight en
gine here.
Cooper leaves a widow and
two-month-old son.
. Police said the train whis
tled at the downtown cross
ing but that ; Cooper appar
ently did not hear it.
The Salem man had been
visiting ' his parents : here
where his father is a foreman
for Rov L. Houck & Sons who
are constructing sections of
the Highway 89 freeway.
