Medford owners of outdoor
swimming pools, fish ponds
and certain other artificial
bodies of water are faced with
a new city ordinance requir
ing fences or covers for them.
The ordinance, passed by
the city council July 16, sets
forth as public policy that
without proper precautions
pools and ponds "constitute
a severe hazard to the safety
of the inhabitants of the City
of Medford, particularly children."
The ordinance applies to
any privately-owned body of
water, excavated or portable,
which "contains water 18
inches or more in depth at
any point. It would, by this
definition, include a log pond
as well.
Excludes Public Pools
The ordinance specifically
excludes public pools, which
are covered by state require
ments. It also excludes irriga
tion ditches.
The subject was brought be
fore the council May 7 by
Councilman Stan Stark, Ward
IV. Subsequently, a small
child in Eugene fell into an
unguarded pool and was
killed.
The effective date of Med-
ford's ordinance was last Sun

Four Drivers Get
Licenses Suspended
Salem - The department of
motor vehicles has released
names of 381 drivers whose
licenses were ordered sus
pended during the period be
ginning July 20, and ending
July 24.
Length of suspension varies,
depending on charges involv
ed, recommendation of court,
discretionary action by the
department dr requirements
of Oregon law. The depart
ment said some of the licenses
involving financial responsi
bility and court recommenda
tions may have been re-instated
after suspension was ordered.
The department warned
drivers that the penalty for
driving while suspended is a
jail sentence of no less than
two days and up to six
months, and there may be
imposed a fine up to $500.
Under licensing procedures,
this will also result in an ad
ditional year of suspension.

Moves Higher
Portland - The green Fir
dimension market moved to
higher ground in the week
ending July 30th, according
to . Crow's Lumber Market
News Service. Two weeks of
heavy volume, coining on the
heels of the vacation shut
downs, contributed to the
added strength.
Despite much resistance,
random length 2x4s moved
close to the $80 mark, Crow's
said, and 2x10 was particu
larly strong at a level $3
per thousand higher. Activity
has also been heavy in long
dimension, plank and timbers,
with prices continuing to move
up in these categories, accord
ing to Crow's.
The lower grades of dimen
sion were steady, and were
unchanged pricewise. Kiln
dried dimension remained
strong, with a relatively high
rate of mixed-car buying reported.

Loophole Seen
However, since the ordi
nance defines bodies of water
involved as those containing
18 or more inches of water,
a loophole to this deadline
may exist.
The city's legal department
is studying whether a man
who drained his pool before
hand in anticipation of the
swimming season's end would
be subject to the deadline.
If not, however, he would no
doubt have to comply before
refilling it next summer.
Specifically, the ordinance
requires that the fence or wall
erected around the pool be
at least three feet high with
no holes or gaps larger than
four inches. A building may
serve as part of the enclosure.
Latching Device
All gates or doors, except
the door of a building supple
menting the fence or wall,
must have a self-closing, self
latching device to keep it shut
when not in actual use. The
latch must be out of reach
of children.
A pool cover or "other pro
tective device" meeting the
council's approval may take
the place of fencing. In addi
tion, the council may permit
"slight modifications for good
cause" in individual cases
"provided the degree of pro
tection is not reduced there
by." Time extensions for com
pliance may also be granted
by the council, for periods
up to 30 days.
Enforcement of the ordi-i
nance, it is understood, rests
with the city building depart
ment. Violators are subject to
fines up to $100 or 50 days
in jail or both, with each day
the violation continues to exist
considered a separate offense.
City officials estimate there
are some 50 permanent swim
ming pools alone within Med
ford's limits.

insured veteran a monthly in
come of $5 per month for each
$1,000 of insurance in force
in the event he becomes total
ly disabled, and costs him an
additional premium.
Payments will start at once.
Eligible to receive the divi
dend are those veterans whose
TDIP rider was in force on
Dec. 31. 1959. The amount
of the dividend will depend
on the age group, plan and
number of months the insur
ance was in force, Brannock
explained.
Receive Dividend
Policy holders whose insur
ance was in a state of lapse
during December, 1958, will
receive this dividend only if
their policies were reinstated
before June 1, 1959, Brannock
said.
Because the group has not
accumulated any surplus,
those who were issued TDIP
riders prior to Jan. 1, 1950,
by virtue of waiver of good
health requirements due to
service - incurred disability,
will not participate in this
special dividend.
Brannock pointed out that
there are more than 5,000,000
veterans eligible to apply for
disability insurance' benefits.
Although they cannot share
in the present dividend they
may obtain information and
rate schedules for this type
of coverage from the contact
office, VA Domiciliary, Camp
White.
37 Disease Cases
Reported in County
Thirty-seven cases of com
municable diseases were re
ported to the Jackson County
Health department last week,
according to Dr. A. Erin Mer
kel, public health physician.
Influenza again headed the
list, with 23 cases reported.
Medford reported 6, Jackson
ville 1, Shady Cove 9, and
Phoenix 7. .
Medford reported five cases
of chicken pox and one case
each of pneumonia, scarlet
fever, whooping cough, and
infectious mononucleosis.
Ashland reported two cases
of measles and Jacksonville
reported one. Shady Cove re
ported one case of infectious
mononucleosis.
$2 Million Worth
Of Grants Given
To Oregon State

topped the $2 million mark for
the second straight year, Presi
dent A. L. Strand, reported.
Of the $2,139,819 received
this past year, $2,009,437 was
for research and training
grants, $113,969 for scholar
ships and fellowships," and
$16,413 for miscellaneous gifts
from chemicals to books.
This past year's total is
$117,381 higher than the pr
vious year total of $2,022,438,
Dr. Strand said. Single gifts
and grants varied from $1 to
$273,000.
Research Funds
Funds were received for a
variety of research subjects in
cluding electron transport in
heart muscle, irradiated meat
products, frost hardiness of
woody plants, barley improve
ment, beef - cattle genetics,
hatchability in turkey eggs
and toxicity of kraft pulp mill
wastes to fish.
Largest contributor was the
National Science Foundation
with a total of $775,390. Of
this amount, $203,900 was for
major research projects, $18,
870 for summer undergradu
ate research, $14,250 for sum
mer science training for high
school students and the re
maining $538,370 for high
school and college teacher
training programs.

local supervisor, has an
nounced. "Funds available for oper
ating loans probably will be
adequate to meet the needs
in Josephine and Jackson
counties," Denney said. This
type of loan is used for finan
cing the purchase of live
stock, farm machinery, oper
ating expenses and some re
financing. Denney said he believed
that sufficient Farm Housing
loan funds also will be avail
able for this area. This loan
is for the financing of dwell
ing and building improve
ments on farms. However,
there is a major change in
regulations this year, Denney
explained, which eliminates
the authority for making
these loans on small acreage
tracts. It is now necessary to
show that the farm unit will
support a substantial farming
operation.
Editor Defends
Papers' Rights
Eugene - (UPD - An editor
Thursday night defended the
rights of newspapers to pub
lish the names of juveniles
involved in major brushes
with the law.
Robert B. Frazier, associate
editor of the Eugene Register
Guard, said "whenever a boy
is arrested on a major charge,
we will print his name if we
can get it, and of course we
can get it. I don't think the
public would want us to do
otherwise."
He spoke at a panel dis
cussion at the juvenile court
summer school here.
Circuit Judge Henry R.
Riederer of Kansas City, Mo.,
said the basic philosophy of
the juvenile court "is to con
duct procedures in an in
formal, confidential manner
where no charges are actual
ly made."
Frazier said the times when
the newspaper would break
the usual silence about not
publishing names of juvenile
offenders were limited and
would apply only to occasions
when a major crime is involved.

admits she owns 400 pair of
earrings.
, Interest in the soil and
water conservation loans has
picked up considerably, Den
ney stated, due to the need
for development of additional
water supplies during a dry
year. It is his opinion that
funds for this particular loan
type may be limited and the
local allocation quickly used
up.
Another change in farmers
home administration regula
tions will limit the amount of
refinancing which may be
done under the farm-ownership
loan program, Denney
added. These loans may be
used for land purchase, farm
development and refinancing
of real estate debts. Denney
said that the Oregon alloca
tion of F. O. funds was small
and consequently few can be
made unless private lenders
can be located to provide
funds under the insured loan
program.

Grants Pass serves both Jack
son and Josephine counties.
