licans move into the final
year of maneuver before their
1960 convention with only
two men getting serious atten
tion as candidates for the
presidential nomination.
Vice President Richard M.
Nixon now appears to have
a long lead. Gov. Nelson A.
Rockefeller of New York is
standing by as a strong poten
tial challenger. The 1960 con
vention will open at Chicago
July 25.
As a fireman who has an
swered GOP alarms all over
the country, Nixon .. stands
high with the Republican pro
fessionals who play, a domi
nant part at any national con
vention. His partisans point to the
many assignments Nixon has
been given by President Eisen
hower and describe him as
the best-trained, most experi
enced candidate for President
that the nation has ever had.
The President, however, is ex
pected to refrain from any
endorsement of Nixon or any
other candidate for the 1960
nomination.
No Encouragement
After his spectacular victory-in
the politically impor
tant state of New York last
year, Rockefeller immediate
ly i attracted interest from
some of the GOP liberals, foes
of Nixon and those looking
for a new face. .However, he
has given no encouragement
to those who would paint him
into the 1960 picture but, in
stead, has often repeated that
all he wants is to be a good
governor.
At the same time, Rocke
feller has carefully refused
to close the door. He has not
said that he would turn down
the nomination and he has
declined to say whether . he
would withdraw his name if
it should be entered in the
presidential primaries in
states where a candidate's con
sent is not required.
Both Nixon and Rockefel
ler could be entered in the
New Hampshire and Oregon
primaries without their con
sent or sit back and wait to
see if he polled an impres
sive vote without campaign
ing. Nixon Has Strength
Unless Rockefeller elimi
nates himself in convincing
terms, the GOP may face an
encore of - the 1952 contest
between Eisenhower and "the
late Sen. Robert A. Taft. Like
Taft, Nixon has great strength
in the party organization and
in the conservative wing of
the GOP but he also appears
stronger than Taft among Re
publican liberals. .
A recent Nixon biographer
reports that he objects to the
1952 parallel on grounds that
foreign policy was the issue
between Taft and Eisenhower
whereas ho such issue divides
him from Rockefeller.
A more apt ? parallel may
be drawn between anti-Nixon
delegates in 1960 and those
in 1952 who felt that Taft
could not win a. national elec
tion. Throughout his political
career, the vice president has
been a controversial figure
-as a candidate for the House,
for the Senate, for Vice Presi
dent and as a GOP campaign
er in behalf of other candi
dates. ;
If an act of God , should
put Nixon in the White House
before next July, there is lit
tle doubt that he would be
nominated in his own right
with no serious challenge.
Second Plac Unlikely
More than a year before
the convention, there has been
scattered talk of the possi
bility of a Nixon-Rockefeller

Unless there , is irresistible
pressure for such a lineup,
however, it would be unlikely
that either would be available
for second place.
Nixon, 46, served four years
in the House and two in the
Senate before he was picked
by Eisenhower's 1952 cam
paign managers for second
place on the ticket. He has
been a trusted adviser to the
administration on political
and congressional problems
and has been tapped by the
President for good-will diplo
matic missions abroad.
Rockefeller, 52, is holding
elective office for the first
time. He formerly was a spe
cial assistant to President
Eisenhower and was a Latin
American expert for the
Roosevelt administration.

of stock dividends this year
than ever before in history.
A study by Standard &
Poor's shows that in the first
half of 1959 a record 243 com
panies declared stock divi
dends. This compared with
177 companies in 1958 and
222 in 1957, the previous rec
ord yeah '
Standard's notes that many
investors prefer stock divi
dends to cash disbursements
because payments in stock are
not income nor are they sub
ject to taxes in the year paid.
Whatever profit is derived
later from the sale of the stock
becomes subject to the capital
gains tax, which is much low
er than the income tax, it
adds.
, The statistical firm says an
other . reason why investors
like stock dividends is that
companies usually maintain
the same cash dividends on
the increased stock, which re
sults in a larger aggregate re

STADIUM ROOF PLANNED

Doctor Arrested
For Wife's Death.

Bernard R. Finch, arrested in
the $150 a month Las Vegas
apartment of his ' former
nurse, will be returned to the
Los Angeles area today to
face questioning in the slay
ing of his attractive wife.
Finch, 43, part owner of a
West Covina, Calif., medical
center, signed a waiver of ex
tradition Sunday night but
refused to make a statement
to sheriff's deputies about the
gunshot killing of his wife,
Barbara, 38.
She was shot outside their
$80,000 home in West Co
vina, a Los Angeles suburb,
about midnight Saturday.
The family maid said she
saw Finch chase his wife out
of the garage with a gun and
then heard a shot.
Finch's nurse friend said
she was there shortly before
but left when Mrs. Finch
pulled a gun.
Finch was arrested Sunday
in the plush apartment of
Carol Pappas, 22, his former
nurse who for the past month
has been working here as a
cocktail waitress. She said he
had been helping her pay for
the apartment. '.

Booth-Kelly Closes
Springfield Plant
Springfield, Ore - (DPD -The
Booth-Kelly lumber mill here
is closed until further notice,
plant officials said Sunday.
The mill employs 600 persons.
A spokesman said the clos
ure was not connected with
future plans for the mill's op
eration. Last week Georgia
Pacific Corporation said it
had announced purchase of
enough Booth-Kelly stock for
a controlling interest.
