To Accept Negroes

The four-year college, locat

segregated city, revealed it has
been directed by the Tenne

to admit applicants regardless

Memphis State President
Jack Smith revealed the new
school policy in federal dis
trict court here Friday during
a hearing on a case brought
by Negroes who applied un
successfully to enter the school
last year.

Empire Mayor's
Wife Wreck Victim
Laytonville, Calif - (UPE -
Florence Wilson, the wife of
Empire Ore., Mayor Ira Wil
son, and two other persons
were killed in a head-on crash
on Highway 101 four miles
south of here Saturday.
The other victims were An
drew Rogers, 79, and his wife,
Geneva, 74, of Rough and
Ready, Calif.
Ira Wilsony was ' injured
along with the couple's two
daughters and a granddaugh
ter. The daughters are Linda
Wilson and Patricia Johnson.
Mrs. Johnson's 20-monfh-old
daughter, Deborah, was also
injured.
All the injured were listed
as critical, but doctors said
they were in no danger of
dying.
An autopsy was scheduled
to determine whether Rogers
suffered a heart attack

This struggle, while not
new to the partisan efforts of
either party, took on signifi
cant proportions last fall dur
ing the election campaign
when Eisenhower warned the
; Nation against electing what
ne called .Democratic spend
ers" to seats in Congress.
When the election returns
brought the heaviest Demo
cratic margin to both houses
in 20 years, to serve during
the final years of the presi
dent's last term, many, ob
servers assumed that this com
bination of forces a big in
crease in liberal strength, plus
a natural attrition in the. po
litical power of the President
would give Democrats their
first opportunity since the
Fair Deal of Harry Truman
to put through a new social
reform program.
Forecasts Vanish
Now, with only a half dozen
weeks at most left in the cur
rent session, forecasts of a
liberal legislative program
have vanished. President Ei
senhower has stubbornly con
founded the experts by in
creasing his general popular
support and continuing to
wage a battle that has been
largely successful against new
"spending" programs, wheth
er it be for aid to school con
struction or establishing a
new youth conservation corps.
Instead of trying to mobil
ize liberal ' strength against
the resistance of the Presi
dent, congressional leaders
have lately been more prone
to try to outdo the President
in favoring cuts in govern
ment expenditures. The Re
publican battle cry of "bal
ance the budget" issued across
the land through the winter
and spring months by Eisen
hower has been taken up with
a vengeance by Sen. Lyndon
B. Johnson (D-Tex.) the chief
Democratic strategist in Con
gress. The issue which now dom
inates the pulling and hauling
in Washington is whether Re
publicans or Democrats are
better at managing the Na
tion's financial affairs. Under
Johnson and Speaker Sam
Rayburn, both cagey moder
ates, the Democratic liberals
in Congress have had their
dreams of new social reform
dashed against, the hard po
litical necessity of following
their leaders in dealing with
the popular "let's balance the
budget" theme of the hour.
Instead of putting through a
more liberal program of fed
eral aid in the fields of hous
ing, airport aid, education, re
source development, etc., and
going to the. people for sup
port in an effort to induce
the President to sign such
legislation into law, the con
gressional leaders have turned
to trimming all bills o a size
they think the President can
not object to and will not
veto. Even so, he has vetoed
their housing bill.
Issue Defined
President Eisenhower, in
other words, has succeeded
in .defining the issue over
which the struggle is being
fought - his expressed desire
for a federal budget in which
expenditures and revenue are
in balance. The Democrats,
having discarded the issue
they might have chosen - an
expressed desire for social re
form - are now vying with
the Eisenhower administra
tion for popular support by
contending they can balance
the budget better than the
President.
Whether the Democrats
came to this point by simply
divining that the President
had more popular support for
consolidation than they had
j for advancement, or that they
were unwilling to taKe tne
political risks of advocating
higher taxes to pay for the
programs they advocated so
as not to unbalance the budg
et, or whether the renewed
Republican-South Democratic
alliance provided impossible
to outmaneuver, the legisla
tive results are the same -1959
is becoming essentially a
hold-the-line year.
Insurance Salesman
Reports Theft Here
Charles LeRoy Cooper, 531
Effie st., informed Medford
police of the thefts from his
car Friday afternoon of cloth
ing and insurance papers.
Cooper, an insurance sales
man, lost a $23 grey suit coat,
a $10 shirt and a brown leath
er brief case containing the
papers, according to the re
port. He told police the car
was parked at the 21 club,
1909 North Pacific highway,
when the theft occurred.
Bermuda welcomed a rec
ord number of 68,734 visitors
during the first half of 1958,
a 7.7 per cent increase over
the preceding six months.

New York-TOPD-The number
of marriages in the United
States last year declined by
about 4 per cent to 1,456,000,
