Oregon's Congressional! Delegation
Cooperating on Problems off State

problems con

state.
There is no evidence to date
of one senator sticking the
knife in another's bill to the
point of killing it, with the
single exception of the Lilly
Moore bill last summer that
would have given an old house
to the city of Roseburg. Sen.
Wayne Morse killed it the day
Sen. Richard L. Neuberger
thought the Senate would pass
his measure, after Rep. Char
les O. Porter got it through
the House. Morse demanded
the city pay half its value.
Confer On Bill
.Last Friday, on the other
hand, legislative assistants
from the offices of Morse, Neu
berger and Rep. AI Ullman all
conferred to draft a bill which
their bosses expect to sponsor
jointly concerning flooding
out a town on the Columbia
river when the John Day dam
reservoir is completed.

water when the reservoir is
filled. The Corps of Engineers
has already been authorized
to fill in this section of the
town after the water rises, al
lowing the town to be moved
back to its original location.
But for legal reasons, legisla
tion will be necessary to guar
antee that the town- gets the
newly-filled land at its fair
market value, rather than
some private interest which
might bid higher.
Thus the lines of commun
ication remain open and busy
between the offices of the
members of the delegation,
even though some of the mem
bers themselves are, for all
practical purposes, not on
speaking terms with one
another.
Polite Fashion
The senators, to be sure,
say, "Hi Dick" and "Hi
Wayne" in polite fashion when
they encounter one another at
a social function, as they did
the night the Portland Cham
ber of Commerce invited them
all to dinner at the Army
Navy club.
But they don't seek one
another out. They appear to
avoid one another most of the
time on the floor of the Sen
ate chamber where their desks
are located about 25 feet apart.
However, recently they did
engage in a floor discussion
together briefly, when they
were co-sponsoring an amend
ment to a California irrigation
bill designed to safeguard the
160-acre land limitation law.
Unlike last year, there are
no hot letters being exchanged
in private between the sena
tors or any others in the del
egation, so far as could be de
termined. Morse, Rep. Edith
Green and Ullman reportedly
agreed among themselves not

respondents with Neuberger

together for breakfast.
No Breakfast Meetings
This year there have been
no delegation breakfast meet
ings as such. Neuberger, Port
er and Rep. Walter Norblad
had one breakfast meeting to
which the others refrained
from attending. Then, ironic
ally, they all had breakfast to
gether later on when the
League' of Women Voters pas
sed out the invitations.
Some who attended the bi
weekly breakfast meetings,
the five Oregon Democrats in
stituted in 1957 said they
were the forum for some per
sonal bickering and accomp
lished little of a substantive
nature. They are glad they've
been dropped, leaving inter
office cooperation for the oc
casions that demand it when
a problem faces the state
where congressional help may
be the answer.

Eisenhower is pretty good
about signing such things as
menus and programs, even if
it does on occasion take many
weeks before they get back
to the individual who made
the request.
Firm Stand Dissolves
The President's firm stand,
which, incidentally is quite
encouraged" by the Secret
Service, dissolved the other
night here when he' had din
ner with several thousand Re
publicans honoring the GOP
members of Congress.
Movie actor John Wayne
was the toastmaster and nat
urally 1 attracted a lot of
autograph seekers. Armed
wi$h Waynels signature, many
of the diners then approached
Mrs. Eisenhower. And the
next step logically was to
brace the President.
As he said later, he made
his fatal mistake when he
signed the' first one. The next
thing he knew, he was liter
ally besieged. The front of the
table where he was sitting
was mobbed. Even waitresses
who were supposed to be serv
ing the meal put aside their
trays for the moment and
joined the mob. . .
. Secret Service, agents .in
front of the President stood
their ground gamely, but they
had their limitations. After
all, this was a Republican
dinner where the pew holders
planked down $100 a plate.
Son Will Be Proud
One waitress ran along the
edge of the head table waving
an . autographed menu and
crying, "My son will be proud
of me even if I get fired
for this." ;
The banquet manager of
the Sheraton Park Hotel stood
in the wings and glanced bale
fully at the hub-hub in front
of Eisenhower.
At this point the question
was how to cut off the auto
graph seekers without com
mitting political sin.
There were whispered con
ferences between the Secret
Service and the White House
political expert Appointment
Secretary Thomas E. Steph
ens. A quiet message was
passed along to actor Wayne
and he got to his feet to an
nounce somewhat sadly that
the crowd was getting too
great and would the auto
graph seekers please desist
immediately.
Then the President, far be
hind the other diners, got to
eat a few mouthfuls of his din
ner. ' , .
Covered Swearing in
One of Washington's most
distinguished and best - liked
reporters is Edward T. Folli
ard of the Washington. Post
and Times Herald.
Eddie recently enjoyed a
long vacation and returned to
work in time to cover the
White House swearing-in of
Thomas S. Gates Jr., as Depu
ty Secretary of Defense in the
White House conference room.
Per custom, the President
after the ceremony moved
down a line of Gates' relatives
shaking hands. Because of the
crowd in the room, Folliard
was pushed close to the end
of the reception line. The next
thing he knew, the President
had grabbed his hand and was
shaking it vigorously.
Then Eisenhower looked up
and went into a movie - type
double-take.
"Why, Eddie," the Presi
dent burst out with a laugh,
"What in the world-"
Folliard retreated imme
diately from his new-found
status as a member of the
Gates family.
