Buildup Lagging
In Face of Threat
Cleveland, Ohio -UPB- The
steel inventory buildup in the
face of a threatened strike on
July 1 is not progressing as
rapidly as hoped even though
shipments will exceed con
sumption by more than a mil
lion tons this month.
Steel magazine the metal
working weekly, said that if
the United Steelworkers do
strike there will be more than
a few consumers seriously
threatened. If the walkout
lasts more than three or four
weeks, some manufacturers
may be forced to shut down.
The major reason for the
Inventory deficiencies is the
suddenness of the business re
covery, according to Steel.
The magazine said that met
alworking executives had no
Idea that sales would improve
so rapidly. Many underesti
mated second quarter needs
and have had to divert steel
purchased for stock into im
mediate use.
Automakers apparently are
apprehensive about their in
ventories. Ford Motor Co. and
American Motors Corp., after
repeatedly boosting produc
tion schedules, are in. the mar
ket for extra tonnage.
Chrysler Corp., is trying to
achieve a 45-day inventory by
the end of May and a 90-day
Inventory by July 1. Ford,
with a 30-day inventory, has
similar aims. .
The inventory crisis is com
pounded by the fact that the
steelmakers are behind sched
ule on shipments of flat-rolled
products and heavy plates.
Consumers face delays of
three to four weeks on cold
rolled, hot-rolled and galvan
ized sheets. Shipments also
may be hindered by a short
age of truck and freight cars
and scattered wildcat strikes.
Steelmakers last week oper
ated their furnaces at 94.5
per cent of capacity, unchang
ed from the previous week,
and produced 2,676,000 net
tons of steel. Nine of the 12
steelmaklng districts were at
or above the national ingot
rate.
The trade weekly said the
third quarter outlook for steel
Is brightening. Plates, galvan
ized sheets and tin mill pro
ducts will be in strong de
mand even if a strike is avoid
ed. .; - . -
The construction industry
may set higher records this
year than anticipated by the
experts-S52.3 billion in work
put In place. Steel reported
that building had picked up a
lot' of momentum during the
first four months, contract
awards are continuing at a
high level, housing starts have
shown only a slight decline,
and industrial construction is
beginning to pick up. .
Industry leaders predict
there will be a more stable,
less rectic market over the
rest of the second quarter for
copper, lead, zinc and alumin
um. They forecast fewer price
changes, a continuation of
sales at near present levels
with perhaps slightly , less
hedge buying, and more mar
ket conservatism as contract
negotiations draw near.
Steel's price composite on
steelmaking scrap was off 66
cents to $33.67 a gross ton
last week, lowest since May,
1958.

Shows Increase,
Eastern Trend
Moscow -(UPD- Results of the
first nationwide census -in 20
years showed today that the
Soviet people are growing in
numbers and moving east.
The census figures, publish
ed Sunday, showed the popu
lation had risen to 208,800,
000 from 171 million in 1939,
about in line with estimates
of the past few years. .
The Soviet Union was able
to show the growth despite
losses of millions in World
War II mainly because of its
acquisition of, the Baltic re
publics, Bessarabia, Eastern
sections of Poland," the West
ern Ukraine and other terri
tories. ' ' . .,

This enabled Russia to re
main behind China and In
dia as thelhird most populous
nation in the world. -
World War II meant more
than a statiscal loss. It left
the Soviet Union with 20 mil
lion more females than males.
'The census report said the
nation has the world's lowest
death rate and highest mar
riage rate.
The report reflected the So
viet Union's massive effort to
settle its vast Asian territory.
It showed a shift to the east
as pronounced -as the west
ward movement in the United
States.
A normal dairy- calf such
as a Holstein, develops from
a. birth weight of" about 91
pounds to an average weight
of 1,075 pounds In two years.
