meet May 11 in this tradi
tional "City of Peace" to try
to prevent the Berlin crisis
from exploding into a nuclear
third world war.
If they can show the world
even a modest measure of sue
cess, they may pave the way
for an East-West meeting at
the summit this summer.
. The meet under the shadow
of the six-month ultimatum
delivered by Soviet . Premier
Nikita Khrushchev to the
West last Nov. 27 to get out
of West Berlin by May 27.
Since he plunged the world
into this new Berlin crisis,
Khrushchev has sought to wa
ter down his original demand,
denying that it really was an
"ultimatum." He has declared
repeatedly that all he wants
is East-West cold war peace
He has promised to take no
explosive action against Ber

.Ministers' Meeting Under Shadow of - Khrushchev's. Ultimatum

Western officials no longer
fear Soviet action on May 27
that might plunge the world
into war at once. But they
noted that Khrushchev's shifts
and apparent "concessions"
were only tactical and of sec
ondary importance. They saw
no sign of readiness on his
part to back down or even
ease up on his major demands.
Here is what the Russians
have demanded and will de
mand again at Geneva:
-The West must get out of
West Berlin, the occupation
regime must be "liquidated"
and the Western sectors, iso
lated 110 miles behind the
Iron Curtain, must be trans
formed into a "free city." The
West knows this would mean
that sooner or later free West
Berlin would be absorbed by
Communist East Germany.
-The West must gree to a
conference to conciuae a
peace treaty with the -two
halves of divided Germany.
If the West refuses. Russia
will conclude one with Com
munist East Germany alone
Must Accept Ban
-The West must accept an
unconditional ban on nuclear
test explosions an issue on
which Russia and the West
have been stalled at a Geneva
nuclear conference since last
October.
-The West must agree to a
ban on nuclear weapons for
West Germany.
, -The West must accept a
nonaggression pact between
the- North Atlantic Treaty
Orgonization and the Com
munist Warsaw Alliance coun
tries. The West has made it plain
It will not get out of Berlin
and will not let itself be
squeezed or maneuvered out.
It has declared unequivo
cally that it will fight rather
than capitulate on this.
But the Western Allies have
had more trouble deciding on
counter-proposals to the So
viets.
It took a meeting of the
Western foreign ministers in
Washington at the end of
March, laborious behind-the-
scenes work by a four-power
Western working group in

West's diverging ideas into
anything like a common front
Counter Proposals
The West now is likely to
counter the Soviet demands
with these proposals:
-The West will offer to dis
cuss new "arrangements" to
"implement" the- existing
four-power status of Berlin
and free lines of communica
tion-. It- may -agree - to bring
the United Nations in some
way into this new arrange
ment. But it will refuse firm
ly to scrap the existing four-
power agreements on Berlin.
-The West may offer Rus
sia ;a new East-West control
and inspection scheme to
guard against surprise attacks.
-The West may propose, as
a second phase in a cold war
settlement, that there should
be gradual limitation of forces
and; arms in Central Europe
-provided progress js-made at
the same time towards Ger
man unification.

ter it is his first major con
ference with the Soviets. The
other Western delegation
chiefs are British 'Foreign
Secretary Selyn Lloyd and
French Foreign Minister Mau
rice Couve de Murville.'

The . Soviet delegation is
headed by Foreign Minister
Andrei Gromyko.
West German Foreign Min
ister Henrich von Brentano
and East German Foreign
Minister Lothar Bolz will sit
at the conference table as ob
servers. ' -
The Soviets have asked that
C o m m unist Czechoslovakia
and Poland also should attend.
But it was left to the confer
ence itself to decide whether
theyshould and in what ca
pacity. Once again the ministers
will meet in the green-uphol
stered council chamber of the
massive United Nations Eu
ropean headquarters building
overlooking Lake Geneva.
It was there that the first
summer conference was held
in the summer of 1955 as well
as the abortive foreign minis
ters' meeting that followed

because they at least are
united in fear of the nuclear
conflict that might be the
price of failure.
i At Jhe, Potsdam conference
in the summer' of 1945, the
World War II victors laid
down the broad lines of a joint
policy for destruction of Ger
man militarism and the last
traces of the "Nazi system.
Rift Opened
That was their last agree
ment on Germany. Within
weeks after the guns in Eu
rope were silent, the rift be
gan to open. Germany's future
became the major point of
conflict and also the chief
prize of the cold war that
gradually , lined up .the. Communist-
worl against the free
West.
By three years after the
Potsdam agreement, Russia
had swallowed, most, of east
ern Europe into her new satel
lite empire.
' As the division of Europe
became more and more ob
vious, both sides increased
their efforts to win control
over the one great remaining
power vacuum, - Germany.
Sectors Merged
In the spring of 1948, the
Western Allies halted the
drain of .- reparations from

Years off
their zones to the Soviets,
soon merged the three West
ern sectors into one economic
unit and finally gave it a re
formed currency in, place of
its worthless, inflation-ridden
Reichsmarks.
The Soviets retaliated by
walking out of the Allied Con
trol ". Council and blockading
Berlin. The West defeated the
blockade by the Berlin air
lift. But the blockade already
had completed the division of
Germany and of Europe itself.
The result was establish
ment of two rival German
states which ultimately were
incorporated into the Western
and Communist military blocs.
In the summer, of 1955, the
first Geneva Summit Confer
ence gave the world a short
lived hop of a cold war thaw.
The Russians joined the West
in accepting., equal responsi
bility for reunifying a divided
Germany.
But the Summit Conference
hopes died quickly, too, at the
Geneva Foreign Ministers'
meeting three months later.
Russia again blocked all at
tempts at agreement on Ger
man reunification except on
her own terms.

Finally, it remained for So
viet Premier Nikita Khrush
chev to declare with brutal
frankness that Russia was not
interested in German reuni
fication at all.
Since Potsdam, there have
been nine conferences of the
Western and Soviet foreign
ministers and, one - summit
meeting. The net result has
been a mounting toll of frus
tration, bitterness and harden
ing of the cold war fronts.
German reunification appears
further away than ever.'

The West still is solemnly
pledge to reunify Germany
"in peace and ifreedo m"
through completely free elec
tions throughout the country.
The West put forward its
proposals in the so - called
"Eden Plan" at , the Berlin
Big Four Foreign Ministers
Conference in January, 1954.
It was spelled out in greater
detail in a Western draft
treaty for Germany at the
Foreign Ministers Conference
in Geneva in October, 1955.
Al-German Elections
The "Eden Plan" is based
on free all-German elections
for an all-German parliament.
This would produce an. all-
German government with
which a German peace treaty
would be negotiated..
The West always has main
tained that a united Germany
also should have the right to
decide whether it wanted to
join .the North Atlantic Treaty
Organization, the Communist
Warsaw Pact or remain neu
tral.
The Soviets; want to .main
tain the East-West division of
Germany into two separate
states. They have urged the
two German states to get to
gether and form a loose Ger
man federation. Khrushchev
recently suggested that it

repeatedly that, whether Ger
many is reunified or not, they
never will permit East Ger
many to abandon Commu
nism. In effect, what the Russians
want is final acceptance by
the West of a permanent "co
existence frontier" in Europe
under which East Germany
and the other satellites would
be recognized irrevocably as
members of her satellite em
pire rather than regarded by
the West as countries to be
liberated some day.
