In Music Contest's
First State Land Conversation
Act Created Town of Clatsop
Corvallis - Oregon's first
official land conservation act
created the town of Clatsop,
now Gearhart, in 1870 to keep
farm animal? from grazing
along the sea ridge.
Today, the state Soil Con
icrvation District law covers
7 districts including more
than 85 per cent of Oregon's
farm land.
Eighty-nine years ago when
the Oregon legislature formed
Clatsop, unrestricted grazing
on the dunes near the oeach
las destroying the cover
grass and permitting sand to
blow over nearby farms.
Boundaries of the town ex
tended 14 miles along the Pa
cific shore from the Columbia
river south to the Necanicum
river. A town ordinance em
powered the marshal to col
lect $1 per head for horses,
mules or cattle and 50 cents
per head for sheep, swine,
goats, or other domestic ani
mals found grazing within this
area. Additional charges were
made for the animals' board
while they were impounded
by the town.

However, the ordinance did
not permanently solve the
problem at Clatsop - possibly
for lack of enforcement or be
cause it was forgotten when
this farming town was .reor
ganized as the resort city of
Gearhart in 1919.
Destroy Cover Grass
The next 10 years or so
found both livestock and peo
ple thronging over the for-
dune, destroying the cover by
overgrazing, fire and unre
stricted travel. The foredune
again began to move inland
until the federal government
was asked for help. In 1933,
the soil Conservation Service
started extensive dune control
work.
Six years later, the state
legislature passed the Soil
Conservation District acfc This
law had the same basic intent
as the act which created Clat
sop 69 years before. However,
the new law was much broad
er in scope. It provided for
formation of districts respon
sible for all phases cf soil con
servation - not just sand dune
control.

Nine groups from the mu
sic department of Medford
public schools received super
ior ratings at the annual large
group music contest at South
ern Oregon college, Ashland,
last week end under the aus
pices of the Southern Oregon
Music Educators association.
Groups from Medford High
school participating were the
symphony band directed by
Irv Mirick, the orchestra di
rected by John Drysdale, and
the choir and girls chorus di
rected by Lynn Sjolund.

mann, the cadet banti and or
chestra directed by Elmer
Ayres. The Hedrick Junior
High school band and orch
estra, directed by Ron Bart
lett and Drysdale, respective
ly, also participated.
Fifty Groups Participate
Fifty groups coming from
as far as Roseburg and Lake
view participated in the ev
ent. Dr. Herbert Cecil, the
SOMEA president, and Oscar
Bjorlie, secretary-treasurer of
the association, were in
charge of the program. Both
are assistant professors of mu
sic at Southern Oregon col
lege. Adjudicators were Ira Lee,
director of bands at the Uni
versity of Oregon; Jim Ad
air, orchestra director at Sac
ramento State college; Al
Robertson, supervisor of mu
sic at Beaverton schools; Dr.
Leon Wagner, director of
choral activities, Humboldt
State college; Donald Thu
lean, dean of the music de
partment, Pacific university;
and James Kineer, director of
choruses at Chico State col
lege. Sjolund was elected chair
man of the SOMEA for the
coming year. Other officers
are Raul Maddox, Ashland
band director, assistant chair
man; and Jerry Dyrud, vocal
supervisor of Medford public
school, secretary-treasurer.
Brown Named to
Production Group
O. L. Brown of Medford
Meat company, Medford, has
been appointed to the Oregon
Swine Production committee
of the Western States Meat
Packers association, Eugene
Malo, Portland, chairman of
the committee, has announc
ed. Brown is a member of the
association's board of direc
tors. Purpose of the committee
is to stimulate hog produc
tion in Oregon as part of a
packers' program to free the
western states from depend
ence on imports of pork from
midwestern states and to in
crease employment in west
ern packing plants.
SMOG THREATENS L.A.
Los Angeles .- (UPD - Los An
geles residents, sweltering in
a spring heat wave, braced
themselves today for a pre
dicted first stage alert of eye
stinging smog. Ninety-degree
heat invaded the basin area
Wednesday with a heavy pall
of smog while temperatures
in Southern California desert
areas soared above the 100-mark.
DEW LINE EXTENDED

try's Distant Early Warning
(DEW) line went into opera
tion today. The DEW line
runs for more than 3,000 miles
across the top of the con
tinent from midway' in the
Aleutian chain to Baffin Island
on the east coast of Canada.
A tree continues to grow
