Federal taxes are. only a
PART of the tax burden. The
total tax burden includes local
and state taxes. It's little won
der that modern prices are
high.
When half the families in
America have to pay that
much taxes, prices have to
be high. Taxes are a part of
the cost of doing business, and
so have to be added to prices.

Exhaust Probed
As Disease Cause
Washington-fUPD-The Public
Health Service plans to inves
tigate the role played by auto
exhaust in causing or con
tributing to heart disease, can
cer and various other ail
ments. The project, disclosed in
congressional testimony made
public today, calls for expos
ing animals to a "realistic
community level" of exhaust
to determine its effect upon
their health.
The study is one of several
research projects on auto ex
haust which the service out
lined to a House appro
priations subcommittee last
month. It asked Congress for
nearly $200,000 to finance
them.
Mark D. Hollis, chief of the
Sanitary Engineering Divi
sion, told the subcommittee
that "marked statistical asso
ciations between air pollution
and many forms of heart dis
ease and cancer have been
noted."
"There is need to clarify
the ' role of auto exhaust in
this picture," he said. "Auto
exhausts have been demon
strated to contain cancer-pro
ducing substances, to contain
materials which produce eye
irritation, and materials which
result inextensive crop dam

Group Formed

Thursday.
The group,' to be known as
Western Wheat Associates,
USA, Inc.,-was the result of
a day-long meeting with exe
cutives of the three states'
wheat commissions and their
wheat growers leagues. A 12
member board was named,
two men from each commis
sion and wheat league.
The group will encourage
utlization and sale of wheat
in both domestic and foreign
markets, " but primarily its
operation will be beamed to
the Far East where about 10
per cent of their soft white
wheat is shipped.
Immediate plans have been
formulated to begin develop
ment for more use of wheat
products, financed by grants
or service contracts with the
associations from the three
states.
POPULAIRES Southern Oregon college's talented singing
group, "The Populaires," will present its second annual "An
Evening with the Populaires" show Monday and Tuesday
evenings, April 27-28, in Churchill hall auditorium. Curtain
time for the performance, which will present the SOC Quar
tet as one of the featured acts, is 8:15 p.m., and will begin
with a minstrel show. Tickets are on sale at Purucker's, Med-
ford; The Mart, Ashland; the SOC Student Affairs office; and
at the door both evenings. Proceeds will be used to purchase
new outfits for,the coming Populaires' tour of southern Ore
gon in connection with the Oregon Centennial. Quartet mem

Portland -(DPD- A dog's life
will be even tougher here. The
city council Thursday passed
four new dog-control ordi
nances. The ordinances will
give authority to pick up
loose dogs on school grounds
if school officials approve; al
low impounding of female
dogs "in heat," licensed or
not, if they are at large; an
increase from $3 to S5 for
licenses for unspayed female
dogs, and action against bark
ing or howling dogs on re
ceipt of three or more com
plaints. In case of biting dogs,
one complaint is enough.

prices took a downward dip
in the southeast part of Port
land Thursday and a new gas
oline war may be indicated.
Prices went from 33.9 cents
to 29.9 cents for regular gas
and from 36.9 to 33.9 for
premium, mostly in an area
along southeast 82nd ave.,
near the city limits.
Other stations were cutting
their prices only by one cent.
A gas war 'last winter
brought prices down to 23.9
for a gallon of regular.
Voting is comulsory for all
citizens of Venezuela between
the ages of 21 and 65.

Panchen Lama to come to
India and find out for them

was here of his own free will.
Nehru, obviously stung by
Peiping charges, that the 25-year-old
god-king of Tibet was
being held here against his
will, spoke to newsmen as he
arrived for a conference with
the Dalai Lama.
Mutual Admiration
Then he went to Birla
House, the home-in-exile of
the Tibetan leader, and they
greeted each other with un
disguised mutual admiration.
Nehru said his talks with
the Dalai Lama were "full
and helpful.",
Nehru also told newsmen
the Dalai Lama had told him
he had written letters to the
Red Chinese military com
manders in Lhasa, hoping that
conditions would improve.

Association wired Gov. Mark
Hatfield Thursday that he was
"dismayed to hear about pub
lic reaction to a proposal to
convert the Eastern Oregon
Tuberculosis hospital at The
Dalles into a facility for the
aged mentally ill and retarded."
Dr. Francis J. Gerty said
there apparently was some
public sentiment that mental
patients were somehow less
desirable , m a community
than are TB patients.
"It is very disheartening to
us who spend our lives try
ing to enlighten the nublic
about mental illness and how
to deal with it more effective
ly to witness these eruptions
that reflect such cross mis
understandings of the prob
lem," Dr. Gerty said.
"Mental patients are no
more a threat to a community
than any other patient," he
added.
A bill to transfer use of
the facility is now before the
Legislature.
