The Senate Committe on

Previously, a n emergency

The Senate State and Fed

voted against Senate Bill 94
which would have increased
basic school support from

Earlier, the bill had been
favorably reported out by the
Senate Education committee.
Another measure to increase

-Here are two new and as
tonishing facts about people
and cancer:
-After long lapses cancer
came back in six persons
while they were under severe
emotional strain.
-The Blood of a woman
whose cancer had been arrest
ed for a long time killed re
awakening cancer cells more

cer cell-killing drug.
Dr. Oscar Creech Jr., oi
Tulane University, New Or
leans, who disclosed these
facts, had no explanation for
the first beyond its obvious
suggestion that the emotional
mind, which is known to in
fluence many body functions,
can also influence the bodys
relations with its own cancer
ous parasite.
Natural Chomlcal Defenses
The second, Creech took as
more confirmation of what
practically all cancer doctors
have to come to believe. The
body has natural chemical de
fenses against cancer just as
it has against bacterial ' and
virus diseases. Bacteria ana
viruses rouse those defenses
and further invasions by those
particular bacteria or viruses
are stopped cold.
. Creech and other .-cancer
surgeons, in briefing science
writers on the newest in can
cer research at a seminar
sponsored by the American
Cancer Society, agreed the de
fenses exist and a thorough
understanding of them could
make them usable and go far
in conquering cancer.
That would lead to vaccines
to prevent cancer. Cancer ex
perts are convinced that can
cer is not one disease but
many, since cancer cells are
so diverse and behave so dif
ferently, and there would
have to be many vaccines,
one for each cancer disease.
However, vaccines are far in
the future. No one knows
enough to make even one
now.
Creech's famous New Or
leans surgical colleague, Dr.
Alton Ochsner, reiterated to
the science writers ,his now
well-known belief that cig
arette - smoking is a direct
cause of lung cancer and the
tremendous increase in cig
arette smoking' by men since
World War I, explains the
great increase in lung cancer
in men over that period.
Prospect for Traffic, Earnings
For Railroads Reported Better
Editor's note: Tbe railroad indus
try is picking up speed in the first
half of 1959 along with the rest of
the economy. Railroad reports are
making much brighter reading than
a. year ago although the industry
still is beset with problems.
By PETER T. EARLE
UPI Correspondent
New York-JUPD-The nation's
railroads rolled through the
first quarter of the year at
increased speed but the pick
up was not great enough to
pull some of the Eastern roads
out of the red.
Over-all, the industry made
a much better showing in the
period than in any quarter
last year and traffic and earn
ings prospects for most roads
in the second quarter are con
sidered promising.
The railroad industry, heav
ily dependent on industrial
activity, was one' of the indus
tries hardest hit by the 1957
58 recession. Consequently,
the industry has enjoyed an
improvement in operations
along with the recovery in
general economic activity.
Railroads in most areas of
the country realized improve
ments in revenues and earn
ings in the first quarter. East-,
em railroads such as the New
York Central and Pennsyl
vania ' succeeded in sharply
reducing-but not eliminating
-their deficits.
Activity on Increase
The bright spot in the in
dustry's second quarter out
look is the rising trend of
activity in such heavy traffic
producing industries as iron
and steel, automobile, coal
,ore and construction.
- The 13 regional advisory
boards reporting to the Asso
ciation of American Railroads
estimated that freight carload
ings in the second quarter of
this year will run 12.4 per
cent above 5,670,512 cars
loaded in the same period of
last year, when the recession
hit its low.
Loadings in the first quar
ter of 1959 ran approximately
6. per cent ahead of a year
ago, but trailed pre-recession
levels by 10 per cent.
Industry spokesmen pointed
out that earnings comparisons
for the first half of 1959
should be specially favorable
for Eastern railroads, in view
of their severely depressed
J958 showing. In the first half
of 1958, Eastern roads suffer
ed a 64 per cent earnings drop.
Much Working Capital
-Working capital for the in
dustry is at a very high level,
reflecting in part economies
of operation realized during
the recession. However, the
outlook still is for a conserva
tive dividend policy pending
a much sharper improvement
in earnings.

brought about some reduction
in losses from unprofitable
operations. In the east, un
profitable ferry runs have
been eliminated.
Industry observers pointed
out, however, that every cut
back in service forces more
customers to competing forms
of transportation. And there is
an old axiom in the business
that: "Freight traffic follows
traffic."
One of the big criticisms lev
eled against the industry-espe-cially
the big Eastern roads
with their substantial com
muter operations-is that they
have been following a defeat
ist attitude toward passengers
which eventually may hurt
their over-all freight volume.
Interest in Mergers '
Railroads are showing more
interest in mergers and some
experts feel that 1959 may
be an important year in this
respect. There are 131 Class I
railroads-those with annual
revenues of $1 million or more
-and many industry leaders
have gone on record as saying
there should be only 10 or so
major railroad systems.
"We have too many rail
roads competing for too little
business," is the way one
spokesman summed it up re
cently. A number of railroads also
are contemplating a series of
freight rate reductions in an
from competing modes of
transportation. The success of
this bold attempt to regain
lost traffic will depend on how
the rate cuts are received by
the Interstate Commerce Com
mission in Washington.
