located between Baker and
La Grande on Highway 203 in
eastern Oregon, has been
placed on the auction block
by the VaLsetz Lumber com
pany. The firm says the town
has outlived its usefulness.
It includes 50 homes rang
ing from two to four bed
rooms, a two-story hotel, a
general store, a sawmill and
a planing mill and other mill

I just happened to pick up
a note I made last year when
I read about a man who was
in j ail tor
having kid
naped and
hurt a little
girl of seven.
The psychia
trist called in
consultat ion,
said the man
was sane, "be
cause he knew
or Alv.re the difference
between right and wrong."
What an utterly stupid defin
ition of insanity that is! Most
psychiatrists would repudiate
it. The psychiatrist in this
case admitted that the crim
inal "does not choose 'to do
right." Actually, let us note
that the man, during the year,
had been in a mental hospital.
On two other occasions he
had been in a mental hospital
for alcoholism. When the Sup
erintendent of the State Hos
pital was asked why they
promptly let the man out, he
said, "We have to keep the
hospital beds for those who
are actually insane." The rec
ord showed that the man had
been arrested half a dozen
times for stealing autos and
for burglary, but sometimes
the police hadn't bothered

Why?
As I keep asking again and
again in this column, "Why
can't we, as a nation, learn to
take care of people who are
so dangerous to society and
to themselves that they are
constantly getting drunk, con
stantly stealing, occasionally
getting so mixed-up mentally
that they have to be put into
a mental hospital, and occa
sionally raping or killing a
girl? Why, in this case, did
our police have to leave this
mentally warped criminal at
large until he kidnaped and
sexually injured a little girl
of seven? What comfort is it
to the mother of that little
girl that a psychiatrist now
says that the man is legally
and technically sane, but is
"beyond the committable
range" whatever that is
Sometimes the Superintendent
of a State Hospital has to say.
"This fellow certainly is men
tally deranged, but technical
ly, according to the crazy law
of 1846, by which I have to
work, he is sane, so I must
let him go."
Would Follow Suggestion
I maintain that it is abso
lutely stupid for us often to
stand arguing as to whether a
criminal is sane or insane,
while he keeps on raping
girls. I still maintain that
some day, if our legislators
would ever do a little think
ing about this problem, they
would follow my suggestion
and build a big colony on
some island.
There we could keep all
those millions of queer, weak,
undisciplined, unin h i b i t e d
"children in adult bodies"
who probably would get along
all righrso long as they were
kept away from alcohol,
drugs, and bad company.
Can't we ever get through
our heads the idea that we
don't have to punish these
people, but if we had glim
merings of intelligence, we
would protect, ourselves from
their depredations. On the
island the people coul earn
their support. As they go
about loose today they are
costing the country billions of
dollars.
Carpenters Favor
Employer Offer
Salem-(UPD-A contract pro
posal made by employers has
received a three-to-one favor
able reaction from 32 upstate
Carpenters Union locals, Ivor
T. Jones, executive secretary
of the State Council of Car
penters, said Tuesday.
The proposal includes a 53
cent hourly wage package
spread over three years.
The upstate locals have
about 6000 members as does
the Portland Council, which
has scheduled a vote on the
offer later this month. The
Pile Drivers Union, an affil
iate of the Carpenters which
struck briefly last week, also
will vote this month on the
offer.
The beagle is the most pop
ular purebred dog in the Un
