Intellectuals Biggest Obstacle
To Subordination in Red China
Editor's note: This is the second
of three dispatches by a prominent
Yugoslav Communist law professor
describing his reactions to what he
saw and heard in Red China. His
dispatches are digested from
lengthier report published late last
year in a provincial Yugoslav news
paper.

Anyone who dares have a
different opinion in China
must voluntarily register for
physical work. University pro
fessors and intellectuals in
general must only prove that
they are Red in order to be
proclaimed experts. The rul
ing slogan is: "First, Red, Then
Expert."
The intellectuals are the
biggest obstacle to his com
plete subordination of people,
to a faster tempo of produc
tion. This is why all intellec
tuals who are in the least su
spect are sent to voluntary
physical work, either in vil
lages or in the construction
of a dam near Peiping or else
where. During physical work
they are re-educated.
Basic Duty
xThis action against intellec
tuals is possible largely be
cause it is held to be a basic
duty of every Communist and
citizen to denounce anybody
suspected of having rightist
opinions.
"Action against rightist ele
ments," the movement "for
criticism of bourgeois views,"
the movement "aimed at rend
ering bourgeois views com
pletely impossible and at in
creasing Party vigilance"
these are slogans which com
pel everyone to spy on every
one else who appears to be
against such slogans.

Then an investigation is
held. If the investigation is
held to show that the suspect
ed persons are not firm Marx
ists and! need to be re-educated,
they are sent to voluntary
labor. Such suspect people are
dismissed and very often mem
bers of their families are also
thrown out. None of their
neighbors will dare have any
contact with them, nor sell
them anything, nor pay them
wages nor give them help.
Suicides Well Known
There are instances of moth
ers accusing their sons of
rightist deviation, and also of
hard-core rightists being pub
licly executed. Suicides of pro
fessors in Hankow and of stud
ents Peiping are well known.
You may be (called) a rightist
if you have a different opin
ion from those in the Chinese
Marxist catechism and express
it.
In such cercumstances, one
has no alternative if one
wishes to remain alive, heal
thy and free but to subordi
nate oneself to everything and
work with all one's strength
at what one is asked to do!
This is what the regime wants
because it is economically im
perative! A single man among 600
million has no value at all,
but everything must be ac
companied by nice outward
forms and by typical Chinese
smiles. Everything is volun
tary, everything is done ac
cording to law, there is no
violence.
Labor Inexhaustible
The Chinese regime is fev
erishly constructing gigantic
industrial and communication
facilities. Labor is inexhaust
ible, and the financial means
are not lacking. We were told
that a new factory goes into
operation every 40 hours.
We saw a new brigde over
the Yangtze Kiang near Wu
han. All traffic used to cross
in boats. A train took three
hours. Now it takes three min
utes. The bridge was built
between September 1955 and
September 1957, instead of in
the three years and three
months originally planned.
Near Wuhan, we were
shown another big economic
development. This is the Wu
Je steel combine. It was be
gun in 1955 and will not be
finished until 1960. It is first

Medford Livestock
The March 19 meeting of
the South West Medford Live
stock club was called to order
by Larry Sorum at the home
of the Beckers., We all sang
"America."
We discussed getting 50 to
100 trees (for free) to plant
in the woods. We tentatively
decided to take 50 trees and
plant them in the forest. Larry
Sorum announced that the
"forest rangers would provide
equipment and an experience
straw boss."
We also decided to have a
combination rabbit - poultry
prefair, fun day and barbecue.
We tentatively plan to have a
field man up to judge. It will
be held at Rode's April 18.
The next meeting will" be
held at Leon' April 16.

meeting this month at Terry
Welburn's home.
During the meeting we
learned how to .make rope
halters. Dick Minshall was a
visitor at the meeting and
hopes to become a member of
the club.
After the meeting the mem

Russia Asks Pact
On Non-Aggression
Moscow - (UPD - The Soviet
Union has appealed again
for a non-aggression pact be
tween NATO" and the Warsaw
Pact nations and said it was
ready to discuss the "disen
gagement of Eastern and
Western troops from middle
Europe.
The official Tass news
agency issued the statement
in connection with the Wash
ing meeting Tuesday and
Wednesday of the NATO for
eign ministers and the tenth
anniversary meeting of the
NATO council immediately
afterward. 1
The statement said the
Russians were ready to take
part in disengagement discus
sions "or the establishment of
a zone of limited contingents
and armaments and inspection."

Operating Budget
For Phoenix School
District Approved
Phoenix A school district
operating budget of $390,950
was approved during a recent
meeting of the Phoenix school
and budget boards. The pro
posed budget is $22,708 more
than the 1958-59 budget, or
an increase of about 6 per
cent.
The largest increase, about
$18,000, includes the salaries
of four additional teachers.
Two will be hired in the pri
mary grades and one each in
the eighth grade and high
school. Also.included are the
teacher increments and other
salary increases for school
personnel.
Additional Funds
Additional funds were bud
geted for road improvements,
including the road in front of
the high school and an ac
cess road to it and funds for
shop and vocational agricul
ture equipment along with
slight increases for textbooks
and school supplies.
Provision has been made
also for building and some re
modeling at the high school
to provide three additional
rooms for use of the eighth
grade at an estimated cost of
$20,000. These rooms are nec
essary for the growing num
ber of lower grade pupils, ac
cording to Ernest James, Phoe
nix school superintendent.
Additional land is needed
for more playground area,
James said, since additional
building cannot be done on
the present grade school site
without purchasing additional
playground area.
Local Amount
The amount to be raised
locally by taxation is esti
mated only slightly more than
the current figure of $290762
since no money must be con
tributed toward county equal
ization next year, James ex
plained. The current 1958-59
figure of $290,762 includes the
bond interest and principal.
"Should additional state
financial aid for schools now
being considered in the leg
islature be approved, some re
duction in the overall millage
being levied in the school dis
trict this year could result for
next year," the superintendent
said, "if the assessed valua
tion in the district remains
the same."

Man Reports Dog
Bothering His Sheep
Dan Mix, 2542 Walden pi.,
told Medford police Monday
morning that a do3 that had
bothered his sheep at that lo
cation previously was there
again. The investigating pa
trolman said the dog ran away
upon his arrival.
Police said Mix reported the
dog had bitten several of his
sheep recently. Chris Hagler,
Jackson county dog control
officer, was also summoned.
Italy To Get
American Missiles
Washington - (CPD - The
United States and Italy have
signed an agreement to equip
Italian forces with American
intermediate range missiles,
the State department has an
nounced. Nuclear warheads for the
missiles will remain under
U. S. control and custody in
accordance with U. S. law,
State Department Press Of
ficer Lincoln White said.
Italy thus became the first
nation on the European con
tinent to sign an agreement
to get U. S. intermediate range
missiles. A similar agreement
was concluded with Britain
last year. Negotiations for one
with Turkey have been reported.

Working Like Slaves
Here also we saw people
working like the slaves of the
Pharaohs. There were 53,000
of them. Everywhere homes
and wooden barracks had been
put up for them, including 30
schools, 21 sport facilities, a
hospital and 40 dispensaries.
We were told, "The work I

the slogan 'Improve the style
of work' and 'Surpass Britain
in 15 years'!"
We couldn't help but won
der at the source of these in
credible sacrifices by the Chi
nese workers. Is this really
proletarian conscious ness,
awakened patriotism, demon
strating the opportunities giv
en them by their Tungu state
(Tungu is the name for China),
or is it the result of fear
and pressure?
