License Requested
Portland -CPB- An applica
tion for a license to build
the $71 million Round Butte
dam on the Deschutes river
eight miles southwest of Ma
dras in Central Oregon was
forwarded to the federal pow
er commission in Washington,
D. C. Friday by Portland Gen
eral Electric company. .
The dam, 440 feet high,
would be the largest dam ever
constructed wholly within
the boundaries of Oregon. The
huge project would add one
billion kilowatt hours of elec
tricity annually to the North
west power pool.

Citizens Group Discusses Air
Pollution With County Court
A group of Medford area
citizens have decided to await
the findings of the current air
pollution study before taking
any action.
The decision followed an in
formal meeting Thursday of
a group of citizens headed
by Mrs. H. P. Bosworth, Med
ford, with Ralph James, coun
ty commissioner. Dr. A. Erin
Merkel, county health officer;
Ted Gerow, Grants Pass, sani
tary engineer, and Jim Agee,
associate engineer with the
state air pollution authority.
Hatfield Making

field was in Washington, D.C.
this week end for a visit with
President Eisenhower and for
talks with the Oregon Con
gressional delegation.
The Legislature adjourned
Friday for the week end after
61 days in session.
Before he left, Hatfield told
United Press International he
had no plans at this time eith
er to address or to send any
special messages to the Legis
lature. Hatfield said that through
his assistants and agency
heads, he was in constant
touch with legislators and the
committee actions. .
Every Monday morning,
there is also a caucus of all
Republican legislators which
Hatfield attends.
'Very Short Sighted'
The governor said he
thought it was "very short
sighted" of the house to de
feat his capital gains tax pro
posal in the House Friday.
The Hatfield proposal was
linked with a two-cent a pack
cigarette tax and a 10 per cent
tax on other tobacco pro
ducts. This would have raised
seven million dollars a bi
ennium to help defray the
loss of revenue caused by add
ing a capital gains provision
to the income tax structure.
When asked if. he thought
capital gains had a chance
without the cigarette tax at
tached, Hatfield said "I
would be very interested to
know how the slack would be
taken up until the capital
gains provision starts creat
ing more jobs and bringing
in more revenue."
Talk With Ike
While in Washington, Hat
field expected to talk with
Eisenhower about Green Pe
ter dam, the Portland drydock
facility and the Yaquma Bay
project.
He also planned to discuss
Oregon problems with Reps.
Walter Norblad, Edith Green
and Al Ullman.
Last night he was to attend
the '"Gridiron" dinner of the
Washington press corps as a
guest of columnist Roscoe
Drummond.
This morning the governor
planned to breakfast with
Sen. Richard L. Neuberger. No
meeting with Sen. Wayne
Morse has been set.
The governor said he plans
to ask President Eisenhower
to come to Oregon to take
part in the dedication of The
Dalles dam.

The meeting was called to
talk about the air-pollution
problem in this area, and what
can be done regarding the
problem.
Sampling Stations
Gerow and Agee set up the
sampling stations which start
ed taking samples of the air
Friday. The sampling would
cover ( Medford and fringe
areas such as from the airport
to Rogue Valley hospital and
to Griffin Creek, according to
reports.
The citizens committee will
await the findings to be re
vealed in six months to see if
the situation warrants an
alarm, Dr. Merkel said. Sam
pling should reveal the nat
ural contributors to the fall
out, he said.
Following the sampling re
sults further study might be
made to see what can be done
to eliminate any mismanage
ment of operations which
might cause air pollution, JDr.
Merkel said.
The engineers said the cur
rent study is concerned with
understanding the pollution
situation in this area and not
with setting up control meas
ures. Purpose of the study is
to evaluate the primary prob
lems of smoke and soot, they
noted. Gerow observed that
"the Rogue valley contains
no concentrations of highly
toxic materials" as far as he
knows.
Springtime Study
Possibility of a special
springtime study on the ef
fects of crop dusting and
orchard spraying would only
follow requests in writing
from physicians who believe
these practices may consti
tute a public danger and war
rant full-scale investigation,
Gerow said Drieviouslv.
The joint city-state study was
agreed to by the Medford city
council Jan. 2, after a pre
liminary sampling last Octo
ber. State technicians will
evaluate the sampling results.
Mrs. Bosworth called the
meeting Thursday after writ
ing a letter to Gerow. She
stated in her letter that a
group of citizens wanted wood
waste burners and steam
plants fired by hog fuel sam
pled separately. It is impor
tant, too, that it be deter
mined what spray residues
are in the atmosphere and
how much orchard heating
adds to the air during the
season, she added.
New Possibilities
A spokesman for the pear
industry here said, "We
should keep in mind that the
industry is here and that
orchard heating is needed to
keep it in operation. In con
sidering air pollution we
should not go off half-cocked,

pollution from orchard heaters."
"The industry will do any
thing and everything to lessen
air pollution," the spokesman

In the development stage
is a new type of orchard heat
er which has a long horizontal
stack, possibly 20 feet long,
the pear industry spokesman
said. This spreads smoke over
a larger area within the pot
and burns the soot before it
reaches the end.
"Any desire to control air
pollution should be keyed to
the area's economic situa
tion," the pear industry man
added. "The return stack heat
er is not the current answer.
Costs of these heaters is ter
rific, they burn tremendous
amounts of oil and do not put
out as much heat as other
types of heaters."

man emphasized utilization of
waste products is the key to

wood burner stacks. Invisible
air pollution is much more
dangerous than the visible
and concentrated smoke from
the wood-burner stacks, an
other lumber industry spokes
man said. Invisible air pollu
tion would include oil-burners,
gas-burners, trucks, buses
and automobiles.
Seattle Man Given
Suspended Sentence
Richard Wayne Bass, 28, of
Seattle, Wash., received a
three-year suspended sentence
in circuit court Thursday on
charges of uttering and pub
lishing a false check.
He was ordered to make
restitution in six months.
He pleaded guilty to dis
trict attorney's information
on Feb. 17 and the case was
continued for sentencing.
