    Rackets CoftiiiiiUee Invites
Boycott off Jukebox Dealer
Washington -CPD- Thef Sen
ate Rackets committee in
vited major record companies
yesterday to help break the
underworld's grip on the juke
box business by cutting off
supplies to a gangster-controlled
distributor in Chicago.
Chairman John L. McClel-
lan (D-Ark.) told reporters
"it is difficult to see how they
can continue to do business
with an operation of that na
ture." He referred to the Lormar
Distributing company, which
was described in testimony as
gradually squeezing out other
FAA Tells Reasons
For Near-Collisions
Washington-fCP&-The feder
al aviation agency (FAA)
yesterday explained a rash
of near-collision reports in 12
simple words:
Too many planes, too little
airspace, and not enough con
trol facilities.
Four commercial airliners
reported "near misses" with
military aircraft last week.
The closest call involved a

Light Plane Led
To Safe Landing
Portland - (CPD - A single
engine light plane trapped
above an overcast near Yak
ima, Wash., was guided to a
safe landing at Yakima air
port Friday by a Northwest
Orient Airlines plane in a
"seeing eye dog" rescue oper
ation. The small aircraft, a Beech
craft piloted by Robert D.
Wiggin, Tacoma, developed in
strument trouble. Wiggin was
in contact with the Yakima
tower but was unable to tell
them his position.
The Northwest Orient DC-4,
flight 601 from Spokane to
Portland, came upon the
Beechcraft atop the overcast
at 6,500 feet. Wiggin was in
tructed to follow the air
liner, which headed for Yak
ima on instrument landing
procedure and at a given sig
nal the lowering of the air
liner's wheels - the light
plane dived through the over
cast and landed without
trouble.
Wiggin said ,he was en
route to Idaho when instru
ment trouble developed. The
airliner was piloted by Capt. I
Jim Perkins, Spokane. The
Northwest flight was about
45 minutes late getting into
Portland. '
Biff Asks Removal
Of Damages Ceiling j
Salem-(WI)-A bill to eleml
nate the ceiling on amount of
damages, which may be col
lected under Oregon's wrong
ful death statute was intro
duced Thursday by Sen. Dan
Dimick (D-Roseburg.)
State law now has a limit
of $20,000 which can be col
lected for death caused by
negligence of another or by
a wrongful act. Previous at
temnts to abolish a ceiling
have been defeated although
the ceiling has been raised in
the past.

a head-on collision with an
Air Force B47 near Char
lotte, N.C., Thursday. The air
liner was on a route and at
an altitude assigned by fed
eral air traffic control.
Friday, a Capital Constella
tion and an Air Force cargo
plane swerved to avoid each
other over Kentucky. Both
were on assigned altitudes
and routes.
To Investigate ,
American and Eastern air
lines also 'reported near-collisions
earlier in the week.
The latest incident appear
ed to be a freak. Both the
Capital Airlines and the Air
Force cargo plane had filed
flight plans which took them
over intersecting routes. The
FAA will investigate why air
traffic control apparently al
lowed their paths . to cross
without warning either of the
others' presence.
The agency announced Fri
day night it had suspended
the control tower employee
on duty at the time because
the FAA's preliminary inves
tigation showed an "error in
estimating position" occurred
in the Indianapolis control air
center.
The man removed from
duty pending further investi
gation was not identified.
The other incidents invol
ved airliners flying under In
strument Flight Rules (IFR)
and military aircraft operat
ing under Visual Flight Rules
(VFR).
Under IFR, planes fly' at
assigned altitudes and routes
monitored constantly by fed
eral air traffic control cen
ters. An IFR clearance lit
erally places an aircraft in
a protective "cocoon" 10
miles wide, two thousand feet
deep and several miles long.
But an FAA spokesman ex
plained that IFR protects
planes only from other IFR
traffic. IFR cannot guarantee
protection from planes flying
VFR in good weather. And
the FAA official emphasized
that in good weather, any
aircraft has a perfect right
to fly VFR even in controlled
airspace.
"With our present facilities.
it is impossible to put all
aircraft under positive IFR
control," the spokesman said.
"There are literally thousands
and thousands of planes in
the air daily. If you tried to
control all of them, you'd
paralyze aviation."
wholesale record firms
through mobster pressure on
juke box operators, who buy
the records.
Lormar is owned by Charles
English, who was identified
by the committee as a lieu
tenant of Sam (Mooney) Gi
ancana, a kingpin in the latter-day
mob originally estab
lished by Al Capone.
Singer Dropped
One immediate upshot of
the hearing was that singer
Tommy Leonetti, whose ex
manager was identified as an
underworld figure, said he
had been dropped as a guest
on a television show last
night.
The committee was told
Friday that Leonetti's for
mer manager, John Ambro
sia, had tried to force juke
box suppliers to push the
singer's records. Leonetti de
nied any knowledge cf Am
brosia's background or tac
tics. He has a different man
ager now.
His appearance had been
scheduled on the "Dick Clark
show" over the American
Broadcasting company's net
work. His press agent said
the network promised to let
Leonetti appear when, in her
words, "this cools down."
Grabbed Off Business
Witnesses testified that Lor
mar has grabbed off 90 per
cent of one competitor's bus
iness even though it charges
a nickel apiece more for rec
ords. Some operators said
they were required to buy 50
to 90 per cent of their rec
ords from Lormar.
"The people who sell to
Lormar certainly are now
alerted to the character of the
operation it is," McClellan
said.
He said the committee
would "watch and await with
interest" any action that rec
ord makers take in regard to
Lormar. ,
Boycott Justified
He said He believed a boy
cott would be justified be
cause record makers have a
legitimate right "not to sup
port a racket operation.' '
Chief Counsel Robert F.
Kennedy said "some of the
biggest companies in the
country" do business with
Lormar.
