were unidentified. They were
two of the crew of the U.S.
Air Force C-130 which crash
ed last Autumn in Soviet Ar
menia. The U.S. government
has made public tape record
ings of conversations between
Soviet fighter pilots during an
action in which it is charged
that the Russians deliberately
gunned down the unarmed
American transport.
The date suggested by the
Air Force for the burials with
military honors in the ceme
tery just across the Potomac
from Washington was Jan. 16.
That was the day Mikoyan
met with Secretary of State
John Foster Dulles to be told
of angry American resent
ment. The Air Force proposed
Jan. 16 only informally and
did not press the matter when
the State Department ob
jected.
Ga. Representative's Ver
sion Rep. James C. Davis
(D-Ga.) told the tale in Georgia
three days ago. His version
was that the Air Force offi
cially proposed the Jan. 16
date. Some of the things Davis
told his home folks in Georgia
were these:
"If held then (Jan. 16) this
; would have demonstrated to
Mikoyan the seriousness with
which the American people
took the shooting incident and
their unflinching desire for
the return of the other men,
dead or alive."
He said the State Depart
ment counselled against the
burial plan and insisted that
the funerals be postponed un
til Mikoyan had left the Unit
ed States.
"The exact words of the
State Department official,"
Davis continued, "were:
'There is a feeling in the de
partment ' that there would
have been unfavorable attend
ant publicity. Mikoyan's atti
tude might have considerably
hardened.' : -Appeasement
Charge
"Because of the appeasing
attitude of the State Depart
ment and the apparent lack
of courage on the part of
the department of the Air
Force in this matter, another
instance of appeasement'-goes
into the already long and
craven record of attempts to
appease the unappeaseable."
State Department officials
acknowledged the United
Press International that the
Air Force wanted the Jan. 16
burials, and that the State De
partment counselled against
that date. The department'!
position was that the tape
recordings of conversation
among the marauding Russian
fighter pilots should be made
public coincident with the
burials for maximum impact
on public opinion.
State desired to postpone
release of the tape until both
Dulles and Vice President
Richard M. Nixon had chal
lenged Mikoyan on the inci
dent and after Mikoyan had
reported to the Kremlin on
those conversations.
Eleven members of the crew
of the lost airplane still are
unaccounted for. The Krem
lin denies knowledge and re
sponsibility; says the United
States is lying about the tapes.
Public opinion in the United
States has been remarkably
passive about the whole shock
ing business.
Epic Clash Reported
In Rules Committee

the immovable body. As ev
erybody always suspected,
something gave. ,
The epic clash took place
in the House Rules committee
Thursday between congres
sional titans. Each has been
considered to rule in his own
domain, at least by fiat and
possibly by divine right.
At one end of the long ta
ble, gavel in hand, reigned
Rep. Howard W. Smith (D-
Va.), 76-year-old chairman of
the committee. .
Judge Smith, practically al
ways has the votes on his 12
man committee to do what he
wants done, or at least not to
do what he doesn't want
done. On rare occasions when
he has turned up short, Smith
has been known to leave
town, thereby blocking any
action at all. It is not true
though that he once burned
down his barn to provide an
excuse for his absence. That,
Smith contends, was an act of
God.
They're Old Friends
At the other end of the ta-'
ble, 20 feet away with glass
es riding low on his nose, sat
his adversary. Rep. Carl Vin
son (D-Ga.), 75-year-old chair
man of the Armed Services
committee. j
Unlike Smith, whose com
mittee does its voting in se
cret, Vinson makes all his
committee ballots in public.
He can afford to. He has nev- j
er been known to lose.
Now, Vinson and Smith
are old friends. On most vital
issues, like disenchantment
with the Supreme court, they
see eye to eye. Vinson is a
southern conservative, a term
which falls considerably
short of doing justice to
Smith.
Smith considers spending,
as applied to the federal gov
ernment an ugly word. Vin
son agrees, but does make ex
ceptions, as for vital purpos
es like the national defense
and the welfare of the 6th
District of Georgia.
Don't Throw Away Key
You may have read about
the government's "backdoor
spending" and Judge Smith's
efforts to curb it. Defining
bachelor spending, it devel
ops, is difficult. One defini
tion emerging is that back
door spending is the kind au
thorized by somebody else's
committee. Whatever it is,
here was Smith, with his res
olution to stop it.
And here was Vinson, who
said Smith was one of the
great men of history, that
other rules committee mem
bers were brilliant, and that
if they didn't cut out this
foolishness he no longer
could answer for the national
safety.
Vinson said his old and
dear friend Smith was emin
ently right in trying to lock
up the Treasury. However, he
intimated it was going a lit
tle too far to throw away the
key.
"You have dropped a hy
drogen bomb where a well
placed rifle shot might have
sufficed," Vinson chided.
Smith then asked Vinson if
he would help draft a new

President Eisenhower flies
south for two days of what
the reporters call "shirt
sleeve" diplomacy with the
new president of .Mexico,
Adolf os Lopez Mateos.. This
diplomatic session in shirt
sleeves (it should be added
that coats are much too heavy
for comfort down that 'way)
will be held in Acapulco.
Acapulco isn't Mexico. In
fact, it is about as far from
the REAL Mexico-that is the
Mexico that is inhabited by
the general run of Mexicans
-as one can get. It is a fabu
lously plush beach resort
where the average Mexican's
vacation budget (if the aver
age Mexican had such a lux
ury as a vacation budget,
which he doesn't) would last
about a minute and a half.
BUT
The dispatches report
The informality of the trip
is much preferred by Dwight
Eisenhower, and apparently
by Lopez Mateos, to the
starchy formality of a con
ventional state visit where
contact between the princi
pals is controlled by the court
ly rules of diplomatic protocol.
The two presidents will take
a yacht ride around sparkling
blue Acapulco bay. They will
entertain each other at lunch
eons and dinners at some of
the flossiest night clubs and
hotels in the Western Hemis
phere. It's a safe bet that in
the two days they won't see
a single burro, loaded to the
ears with sugar cane stalks
or the fleshy, spiny maguey
leaves which are the raw ma
terial from which tequila is
made, plodding along under
the direction of his ragged
cotton-shirt-a n d-pants-clothed
Mexican owner-than which
no sight in Mexico is more
typical.
Acapulco doesn't go in for
things like that.
speak in the language of
everyday human intercourse
rather than the high-flown
phrases of diplomatic double
talk, which must be so word
ed as to mean NOTHING.
That is as it should be in
our Western world.
ONE other thought:
President Eise nhower
speaks passable French. He
speaks understandable Ger
man. Whether or not he can
make himself understood in
Spanish, I don't knpw.
But I'll risk this guess:
President Mateos will be at
least able to understand Eng
lish. If so, that will simplify
their conversations. Nothing
makes such man-to-man con
ferences stiffer than having
to speak through an interpreter.
I THINK nearly everyone
who has beeri there will
agree that Mexico is a HOPE
FUL country. It could be the
key to good relations on our
part with Latin America.
Mexico and the U.S. spatted
and fought with each other
for a long time. But we're
coming to understand each
other.
Ike is a good man to further
this growing friendliness and
understanding. He has that in
definable quality known as
charm. He LIKES PEOPLE.
He and Mexico's new prexie
can do a lot to increase West
ern Hemisphere goodwill.
More power to them in their
talks.
BUT at least these presidents
of the two great republics
of the Western Hemisphere
will do no worrying at lunch
eon or at dinner over who
shall sit above . the salt and
who shall sit below.
They'll be free to BE THEM-
selves. They'll be free to
resolution, more of the rifle
shot type. Vinson allowed
that maybe he would.
"That," opined Smith, "is
as near to a commitment as
anybody will ever get out of
Carl Vinson."

walnut trees and grapes bleed
when pruned during the win
ter months. ' ' '
He said that walnut trees
should not be pruned until
the end of April. Earlier
pruning causes extensive
bleeding which can not be
stopped, the agent said. .
Grapes bleed the least when
pruned during February. he
continued. If the owner starts
pruning grape plants and they
bleed copiously, Cordy ex
plained that they should stop
pruning and try again at a
later date. .
The grape plants will al
ways bleed when cut, he said,
and explained that the owner
should not worry about small
amounts of bleeding.
