Sens. Francis Ziegler (R-Cor-vallis)
and Dwight Hopkins
(D-Imbler) and Reps. William
Holmstrout (D-Astoria) and
Arthur Ireland (R - Forest
Grove.)
The school census projected
in the biennial budget report
shows that in 1959-60, the
total number of children in
the state from ages 4 to 20
will be 510,442. A total of
526,348 is projected for 1950
61. Increased In 1957
The 1957 session increased
basic school support from $85
per census child to $95 and
at the special session in the
fall of 1957, the fund was in
creased to $105 per child.
First debate in the Senate
occurred today when Sen. Ben
Musa (D-The Dalles) objected
to the passage of Senate bill
50.
This bill provides that the
State Tax Commission would
exchange secret information
with states having gross in
come tax laws. The commis
sion already is authorized to
exchange this information
with 30 states with net in
come tax laws. Only the states
of Washington and Indiana
are on a gross income tax law
basis.
The bill was requested by
the State Tax Commission.
Called Rights' Invasion
"This is another invasion of
the rights of our citizens."
Musa said. "I recall when the
income tax was first enacted
the people were assured that
no one would see their tax re
turns except the tax collector.
I believe this bill is an in
vasion of the of the trust we
have imposed in our Tax Com
mission officials."
Sen. Ward Cook (D-Port-land),
chairman of the Sen
ate Tax Committees, said he
felt Musa was unduly alarm
ed. "We are not opening a new
area," Cook said. "We al
ready exchange this .confi
dential information with 30
states."
The measure finally passed
24 to 5 with one senator ab
sent. All opposing senators
were Democrats.
Another bill passed by the
Senate provides that the post
mark on any writing or remit
tance sent to any state agency
shall be considered the time
of receipt. There was no op
position to the bill.
