One of Every Six Employed
Persons on Government Payroll
Washington-flJPD-One of ev
ery six employed persons in
America is on a government
payroll.
This statistic is one big rea
son why federal, state and
local budgets-now so much in
the news-are so high.
The latest official figures
how that nearly 11 million
men and women are currently
engaged in defending the
country, passing laws, teach
ing schools, delivering mail,
collecting garbage or perform
ing other tasks for which they
are paid with tax dollars.
The total includes 2,600,000
in the armed forces, 2,400,000
civilian employees of federal
agencies, and 5,900,000 state
and local employees.
What does it cost to main
tain this large force of public
servants. The U. S. Depart
ment of Commerce says that

Hollywood -IUPD- Cecil B.
DeMille, 77, pioneer movie
maker and producer of many
of filmtowrfs great epics, died
of heart seizure at his home
this morning after a week's
illness.
"He died almost in his
sleep," a friend said.
At his side when he died
were his daughter, Cecelia,
his son-in-law, Joseph Harper,
and his physician, Dr. Hans
Schiff.
Producer of "The Ten
Commandments," and scores
of other movies, DeMille was
bedded last week following a
heart "condition" and circu
lation problems, according to
Dr. Schiff. "It was a case of
true heart failure," he said.
"It just gave up."
DeMille had been in deli
cate health since his return
Dec. 23 from a two-week tour
to New Orleans, Atlanta and
New York plugging his com
pany's most recent picture,
"The Buccaneer," which was

payrolls at all levels of gov
ernment totalled $40,119,000,
000 in 1956. The 1958 figure
hasn't been computed yet, but
it will be somewhat higher
because of pay raises granted
during the past year.
Defense Biggest Activity
What do tney all do. Na
tional defense is the biggest
activity of government, re
quiring the services of about
35 per cent of all employees
including, of course, all of
those in uniform.
Education is second. Nearly
25 per cent of the composite
federal state and local gov
ernment payroll consists of
persons who are hired to
each, administer, clean and
otherwise service public
schools from kindergarten
through college.
Hospitals and health serv
ices account for about 7 per
law, Anthony Quinn.
His widow, Constance, who
is considerably older than
her husband, was ill and in
bed at 5:30 a.m. when DeMille
died.
Members of the family said
they would seek her doctor's
advice before telling Mrs. De
Mille of her husband's death.
They were married 56 years.
Scout Film Started
Only last week, when ask
ed what his plans for the fu
ture were, DeMille said, "an
other picture or another
world." He had begun work
on a film titled "On My Hon
or," a history of America's
Boy Scout movement.
Services will be conducted
Friday at St. Stephens Epis
copal church with private in
terment to follow. The family
requested that contributions
be made to the Hollywood
Studio Club for Young Ac
tresses, Los Angeles' Chil
drens hospital and the Amer
ican Cancer society in lieu of
flowers.
Association
He is chairman of the asso
ciation's committee responsi
ble for the Institute of Man
agement at American univer
sity, Washington, D.C. The
association is 12 years old,
Finch said.

Although the government
payroll has had its ups and
downs, reflecting the tempo
rary impact of such things as
wars and economy drives, the
lang range trend has been
steadily upward.
Tremendous Payroll Increase
Since the turn of the cen
tury, non-government employ
ment has increased 660 per
cent.
The federal government has
done its share toward this
result. Its civilian payroll to
day is 12 times greater than
it was in 1900 and 216 times
greater than it was at the
peak of the new deal.
But in the past few years,
federal employment has tend
ed to remain stable or regis
ter a slight decline. The 2,
369,000 federal civilian work
ers reported in the latest Civil
Service Commission report
compares with 2,486,000 in
1953 when the Eisenhower ad
ministration took office.
The big increase in govern
ment employment in recent
years have been at the state
and local levels.
On Jan. 9 1954 state and
local governments had a total
payroll of 4,500,000 persons.
Today they have 5,900,000,
an increase of nearly one-third
in just five years.

-In response to a question,
Eisenhower said he would
like to see the constitutional

This would not apply to him,
but he said he though Ameri

London - (UPD - Randolph
Churchill, son of Sir Winston
Churchill, got himself a map
of England today and sallied
forth to do battle for the Con

Commons from Bournemouth
East.
Churchill's campaign got
off to a false start Tuesday
when he started politicking
in the wrong district.
He called a press confer
ence at the Five Star Royal
Bath Hotel at Bournemouth
to announce his arrival to
"test the political tempera
ture." He said he hoped the
local voters would call on
him to discuss the state of
things in Bournemouth East.
"They won't come here," a
reporter told him. . '
"Why not?" asked Church
ill. "Well, this is Bournemouth
West."
"Well," replied Churchill,
"I must get a map and sally
forth."
SPIRITLESS COMPETITION

it was, the only avenue to
peace.
-He expressed the opinion
that a federal conciliation

be added that his mind was
not closed on this matter.

he would not hesitate to veto
