State Should Not
Postpone Building,
OSC President Says

quality" education for the
wave of college students
coming in the mid-1960's,

spending, which helped shore
up the economy during the
recent recession, will rise to
an all-time high of about $307
billion in 1959, an increase of
about $17 billion over the rec
ord 1958 figures, according to
the experts.
This increase will be one
'of the key factors behind the
anticipated rise in economic
activity to new highs in 1959
The consumer is the most
Important cog in the nation's
complex economic machinery,
accounting for two-thirds of
all the goods and services
bought in the country.
- In 1959. according to re
tail economists,' consumers
will spend more for all types
of goods and services.
Higher Take-Home Pay
The way, for this increased
consumer outlay will be
paved by higher take -home
pay, longer hours of employ
ment and improved confi
dence in the economy.
The record $290,400,000,-000-
spent by consumers for
goods and services in 1958
was chalked up despite a
sharp decline in sales of dur
able goods, such as autos and
appliances.
Spending for non - durable
goods such as clothing and
food increased during the
year, as did outlays for serv
ices ranging from the beauti
cian to the mortician.
But the economists caution
that, the consumer, though
more cocky about the future
than a year ago, is not bent on
any wild spending spree.
Consumers this year are
expected to boost their pur
chases of such big-ticket items
as autos, major appliances and
home furnishings by about 15
per cent to $42 billion. This
figure still will fall short of
the record sum spent for hard
goods in 1955.
Shock-Absorber
Last year, the consumer
provided a crucial shock-absorber
for the economy
through his stepped-up spend
ing for services. This year, his
expenditures for such things
as laundry and telephone calls
will rise 4.7 per cent to a new
peak of $117 billion.
On the other hand, pur
chases of non - durables will
climb about four per cent to
$148 billion.
. At the same time consumer
income is expected to in
crease by some six per cent,
reflecting higher salaries,
longer hours and a gradual
improvement in the employ
ment picture. Income after
taxes should hit a record $328,
400,000,000 which would aver
age out to roughly $1,800 for
every man, woman and child
in the nation.

Building Pileup
Postponing construction of
$5 to $6 million in buildings
for the Oregon State campus,
which should get underway
during the next two years,
will pile up building de
mands on the 1961 legislature
that "couldn't possibly be
met," the OSC leader said.
"Look at the record ele
mentary, junior high, and
high school enrollments
throughout the state, and it's
easy to see why OSC will go
from its 7,981 student enroll
ment of this fall to 13,000 or
more in 1965," Dr. Strand
continued.
"But we won't wait until
1965 to prepare for them," he
emphasized.
Great progress has been
made in the expansion of
physical plant facilities on
Oregon college campuses dur
ing the past 10 years, but
much of the building has
been necessary to 'catch up
to where the institutions
should have been," Dr. Strand
pointed out. Needed improve
ments of all kinds were post
poned during the depression
and the war which followed,
he explained.
Now in his 16th year at
OSC, Dr. Strand looked back
to the war years when en
rollment dropped from 5,000
to 2,000 and then shot up to
nearly 7,500. That was an
emergency, but the emer
gency ahead is even greater,
he observed.
Even at present, some
needs are critical, Dr. Strand
said. The seating capacity of
the OSC library today is 575
-for 8,000 students-when it
should be about 2,000, he
commented. If Oregon post
pones development of its cam
puses, its colleges won't be
ready for the real classroom
rush in 1965, he cautioned.
West Coast Hotels
Announce Merger
San Francisco - (UPD - Six
of the largest hotels on the
Pacific Coast have merged in
a $30 million transaction to
form a giant ownership cor
poration. Involved in the deal were
the St. Francis and Sir
Francis Drake of San Fran
cisco and four other hotels
the Mayfair in Los Angeles,
Multnomah in Portland, Ben
jamin Franklin in Seattle and
Oasis in Palm Springs.
Under the terms of the
merger, which was announc
ed Wednesday, stock in the
St. Francis Hotel Corporation
was traded for stock in the
other hotel corporations.
Included in the deal was
the Fitzhugh building here,
which was owned by the Sir
Francis Drake Corporation.
All six hotels involved are
members of Western Hotels,
Inc., which will continue as
the management company.

The study is part of a con
tinuing, long-range program
of research by OSC on second
growth timber - the timber of
coming decades when old
growth stands are exhausted.
Age of second-growth for
ests ranges up to 160 years
while old-growth stands are
many hundreds of years old.
Properties of the second
growth timber do not always
conform to the qualities es
tablished for old growth, how
ever, and the OSC studies are
aimed at supplying informa
tion on the differences and at
establishing standards for the
new-growth wood.
Tension Strength
Information about tension
strength parallel to the grain
has been scanty. In the past,
because wood exhibits great
strength along the grain and
because of lack of practical
fasteners, it ' was uncommon
for a clear, straight grained
piece of wood to be pulled
apart lengthwise before " the
fasteners failed, Van Vliet
pointed out.
Recent developments in the
improvement -of adhesives
and. fasteners and shortage of
large, clear structural ma
terial have ushered in a new
era of wooden truss designs
and engineered beams, how
ever, he continued. For the
first time, acquiring knowl
edge about tension parallel to
grain has become important.
Van Vliet's study indicates
