Convict Hate
Bombers Planned

new laws to pit the full power
of the FBI against "hate
bombers'' were proposed in
Congress today. The legisla
tion was patterned after the
Lindbergh Kidnaping Act.

Kenneth B. Keathing, both of
York. Rep. John V.
Lindsay (R-N.Y.) planned to
introduce the same measures
in the House.
Javit and Keating said the
proposals were designed to
halt the activities "of fana
tics and racists trying to
stablish a reign of -terror
against churches, synagogues
and intergrated schools.

nearly 70 bombings reported
since 1954 including 27 last
year.
The bills also would mus
ter the forces of the federal
government against "hate
mail" when it has the effect
vf inciting violence.
Javits and Keating said
local law enforcement
agencies were hamstrung now
in their efforts to track down
such criminals because of
lack of jurisdiction and re
sources to do the job.
The two senators said there
were indications the hate ter
rorists probably are members
of a well-organized gang or
gangs operating in several
states.
Law Urgently Needed
"Seldom have we examined
an emergency situation which
so urgently requires federal
legislation to help remedy
it," they, said. .

their bills were drawn up
after conferences last .Novem
ber with, community leaders
and officials in Atlanta, Ga.,

U.S. to Bow to
Demand of Cuba
Washington-PD-A Defense
Department spokesman said
today the United States would
bow to any demand by Cuba's
new rebel government that it
call home the 31-man Amen
can military mission.
The spokesman made the
statement after rebel leader
Fidel Castro said Cuba no
innevr wanted the services of
the U.S. Army, Navy and Air
Force advisers.
However, defense officials
said the new Cuban president,
Manuel Urrutia, had not .indi
cated he wanted the Amen
cans to pull out.."
"If thev want them out,
the officials said, "we will
take them out.

ings have occurred.
Their investigation showed
that local law enforcement
agencies for the most part
have been unable to. arrest or
convict the hate bombers . or
check the flood of hate mail,
they said.
